Embracing Singapore's Wellness Revolution: A Government-Supported Journey

In the heart of Singapore's bustling economy lies a quietly transformative industry—wellness. Over the past few years, the wellness sector in Singapore has seen unprecedented growth, bolstered by strategic government interventions aimed at nurturing a healthier nation and a flourishing economy. As we stand on the cusp of a new era of well-being, it's crucial to acknowledge and celebrate the instrumental role of government initiatives in propelling this evolution.

One of the most notable is the Massage Establishment Act in 2017 designed to adapt to the changing landscape. This act empowered the Police to take tougher action against unlicensed massage establishments (MEs) while reducing the regulatory burden for lower-risk massage activities and compliant MEs—an essential move that effectively distinguished legitimate wellness businesses from those engaged in less reputable activities. This shift not only cleansed the industry's reputation but also provided a conducive environment for wellness enterprises to thrive.

The enhanced ME regulatory regime will exclude low-risk massage activities from the requirement to apply for a licence, and allow longer licences for licensees with good track records. Hence, Low-risk activities, including manicure and pedicure salons, light treatment (e.g. Intense Pulsed Light hair removal treatment), fish spas, baby spas and baths will no longer require a licence. These activities, which are regulated under the MEA prior to the 2017 act, do not pose the same law and order concerns as traditional MEs offering body massages in private rooms.

Moreover, organizations like e2i (Employment and Employability Institute)have been instrumental in empowering the workforce within this burgeoning industry. Through initiatives such as the Career Conversion Programme and Professional Development Overseas Travel, e2i has facilitated the transition of individuals into wellness professions while upskilling existing talent—an investment that not only enriches careers but also elevates service standards.

Further reinforcing this momentum, Enterprise Singapore introduced the Wellness Open Innovations Challenge, aimed at nurturing innovation and creativity within the sector. This initiative not only stimulates entrepreneurial spirit but also positions Singapore as a global leader in wellness innovation and to foster an ecosystem of collaboration and co-creation, marrying the power of enterprise and innovation. The focus areas of this challenge include Fitness, Personal Care, and Travel.

A cornerstone of this support is the SkillsFuture initiative, offering substantial subsidies for more than 250 wellness-related courses and certifications. With up to 90% subsidy on Wellness course fees, the government empowers individuals to acquire specialized skills and certifications through programs like the SkillsFuture Career Transition Programme for Wellness Professionals. This not only enhances employability but also ensures that our workforce remains adaptive and competitive.

Keith Tan, Chief Executive of the Singapore Tourism Board Singapore Tourism Board , has underlined the strategic importance of wellness in Singapore's tourism strategy for the next decade. The annual Singapore Wellness Festival in June and July since 2022 further amplifies Singapore's commitment to fostering holistic health experiences and showcases the nation's dedication to wellness tourism.

Singapore's recent achievement of entering the "Blue Zone," boasting the world's longest life expectancy, underscores the success of these collective efforts. The government's commitment to well-being not only enhances individual lives but also shapes our national identity and economic trajectory. Furthermore, with the Singapore HEALTH Award, national platform that celebrates commendable health promotion achievements of health-promoting partners across three outreach settings – Pre-schools, Workplaces and the Community, Wellbeing initiative and programmes are being recognised to improve the overall wellbeing.

Today, the wellness landscape in Singapore is a vibrant tapestry of innovation and entrepreneurship. From real estate ventures to tech startups revolutionizing fitness and mental well-being, the possibilities are limitless. The stage is set for aspiring entrepreneurs—supported by government grants and programmes—to carve out their niche in this transformative industry.

Suzanne, Thanks for sharing the great achievement of Singapore in the wellness field. It must not only be recognised but also celebrated! I strongly believe that in the next steps efforts could be made towards the definition of S-Wellness, i.e. Singapore-Wellness. What wellness means in Singapore, and paralel to that how citizens translate and practice wellness, and how you can introduce that to the visitors of Singapore.
