Paul Penzone, a retired Phoenix police sergeant, won the Maricopa sheriff race in Arizona on Tuesday. He defeated six-term Sheriff Joe Arpaio, who has been charged with criminal contempt of court for defying a judge’s order to stop racially profiling Latinos.
