Brian Fitzpatrick, the Republican incumbent in this district in Philadelphia’s affluent northern suburbs, has retained his seat. The district has a moderate reputation, but its new boundaries include more Democratic territory. Mr. Fitzpatrick, a former F.B.I. agent, voted for the Republican tax overhaul but against repealing the Affordable Care Act, and was endorsed by the state A.F.L.-C.I.O. and the gun safety advocate Gabrielle Giffords. His Democratic opponent was Scott Wallace, a wealthy philanthropist who embraced progressive policies and argued that his personal wealth freed him from the influence of large donors.
