BRUSSELS, Belgium — A panel drafting a European Union constitution issued its first texts Thursday, almost a year after it began the herculean task of turning hundreds of pages of legal documents on integration into readable language. The panel’s chairman, ex-French President Valery Giscard d’Estaing, unveiled drafts of constitutional articles on the EU’s values, objectives and powers, and on the fundamental rights of EU nationals. Absent is any mention of God.
