ROBERT G. STEPHENS JR., 89, former congressman: Stephens, a former U.S. congressman who also served in both chambers of the Georgia Legislature and helped prosecute Nazi war criminals in Nuremberg, died Thursday in Athens, Ga. He was 89. In Congress, he served in the House from 1961 to 1977 — through the administrations of Presidents Kennedy, Johnson, Nixon and Ford. Stephens practiced law and served as city attorney for Athens from 1947-1950. He was elected to the state Senate, where he served from 1951-53, and was then elected to the state House, where he served from 1953-59. Stephens served in the U.S. Army during World War II, attaining the rank of lieutenant colonel. At Nuremberg, he served on the staff of chief prosecutor Robert Jackson, helping prepare cases against Nazi war criminals. The federal building in downtown Athens is named after Stephens.
