BOGOTA, Colombia — Colombia’s human-rights ombudsman said Thursday that he would challenge the government over a decision to increase the concentration of a potentially harmful herbicide used to kill drug crops. The Colombian government increased the concentration of glyphosate from 0.85 gallons per acre to 1.1 gallons per acre. It was unclear when the government decided to change the concentration. Colombia’s coca crop declined by about 15 percent in 2002 compared with the previous year as a result of an intensified eradication effort, the U.S. State Department said Thursday.
