JERUSALEM — Palestinian President Mahmoud Abbas hopes to recruit Palestine Liberation Organization troops in Jordan, Palestinian officials said, in the latest sign rival Palestinian factions are girding for a possible civil war. Abbas, a moderate, has asked Israel’s permission to let an unspecified number of troops enter Palestinian areas to bolster Abbas in his showdown with militantly anti-Israel Hamas, the officials said. Israeli officials have agreed to consider Abbas’ request, Palestinian officials said.
