COLOMBO, Sri Lanka — Sri Lankan government and Tamil rebel negotiators in Switzerland failed to make progress in weekend talks aimed at ending more than two decades of civil war, while a bomb blast in Sri Lanka’s north killed at least six people. The two-day talks in Geneva ended Sunday without the two sides even agreeing on a date for a new round of talks, said Erik Solheim, Norway’s minister for international development and the country’s peace envoy to Sri Lanka.
