Tracking the Implementation of Our Recommendations

To be as transparent as possible, we make our recommendations public, and evaluate both Meta’s responses and the company’s progress on implementation.

The Oversight Board’s Implementation Committee, which is made up of Board Members, uses both publicly available and internal Meta data to understand the impact of our recommendations.

The main way in which we hold Meta accountable is by publishing transparency reports each quarter. These reports apply a rigorous, independent, data-driven approach to assessing the company’s progress in implementing our recommendations over time. The most essential tool for gathering the metrics we include in each report is our Recommendation Tracker.

How We Assess Meta’s Responses

To assess Meta’s response to our recommendations, we consider whether the company has:

  • Acknowledged and addressed all components of the recommendation
  • Provided a concrete timeline
  • Committed to action

Based on these factors, Meta’s response can fall into one of the following categories:

  • Comprehensive (the company satisfies all three factors)
  • Somewhat comprehensive (two of the factors)
  • Not comprehensive (none or one of the factors)

How We Monitor Implementation

We assess Meta’s progress towards implementation against seven categories as part of a data-driven approach designed for independent validation and, ultimately, accountability:

Implementation demonstrated through published information

Partial implementation demonstrated through published information

Progress reported

Meta reported implementation or described as work Meta already does, but did not publish information to demonstrate implementation

Recommendation declined after feasibility assessment

Recommendation omitted, declined or reframed

Awaiting first response from Meta

We will continue to push for improvements to Meta’s content moderation policies and practices, and independently assess evidence of implementation and impact. This type of transparency is critical for building legitimacy and trust with users and civil society.
