Individuals hired into these positions are not City of San Antonio employees but are employees of the Corporation. These positions answer only to the Corporation Board by whom they are employed and represent only the respective Mayor or Councilmember’s point of view in serving constituents. The Board has the exclusive right to alter the job descriptions at any time without notice.

Management Fellows program

Since 2007, the City of San Antonio, Texas has offered emerging local government professionals with the opportunity to immerse themselves in local government management and develop real world skills and experience as part of the Management Fellow Program. This nationally-recognized 12-month program, will give you the opportunity to complete important projects and work alongside key leaders of the nation's 7th largest city. Each Management Fellow will receive the opportunity to spend four months in each of the following departments:

  • the City Manager's Office
  • the Office of Management and Budget
  • one operating department

Management Fellows will be exposed to multiple challenges that local governments face today, as well as new and innovative methods to deal with these challenges. 

Each rotation will provide the Management Fellows with a broad base of experience that will benefit both the individual employee as well as the City in the future. 

Upon completion of the 12-month program, City staff will work with each Management Fellow to help them find a full-time position that matches their individual career interests. 

The Management Fellow Program application is currently closed. The application for our 2025 cohort is expected to open in October 2025.  






Human resources fellowship 

As a Human Resources Fellow for the City of San Antonio, you will develop the skills needed to drive organizational change and thrive in a modern, public service human resources department. The HR Fellowship is a unique, year-long, hands-on training experience that includes a competitive salary and benefits. 

As an HR Fellow, you will gain experience in the following focus areas:

  • Employee Relations: Get ready for all things employees! For 6 months, you will spend time alongside employee relations staff as they support employees and client departments through the course of the employee's life cycle. You will play a key role in ensuring the message of the City's Core Values and directives are present and followed in the day-to-day work life of employees as they provide services to our community.

  • Classification & Compensation: Providing fair and competitive wages is one of the top priorities of the City. Your work with the classification & compensation division will help you learn how the City pays employees, how budgetary recommendations are made, and what analysis is needed to determine equitable and appropriate salary recommendations.

  • Employee Benefits: Are you ready to see what it takes to be a true employer of choice? Helping employees take full advantage of the benefits offered to them and their families is an easy way to change their lives for the better. During your time with the employee benefits division, you will learn about the administration, education, and compliance of the City's many benefits programs, including health plans, retirement, education, and wellness.

  • Recruitment & Staffing: Do you enjoy changing people’s lives and helping them find their passion? With the recruitment & staffing division, you will get hands-on experience in customized recruitment and outreach strategies, creative staffing solutions, and pre-employment processing procedures, all while helping staff the 7th largest city in the nation.

  • Bachelor's degree in business administration, human resources management, public administration, or related field
