Pension – Tamil Nadu Government Pensioners’ Health Fund Scheme 1995 –


Extension of scheme to the spouse of the pensioners and enhancement of
Pensioners’ contribution – Orders – Issued.

ORDER:

The Government in their order first read above had constituted a fund
called, “Tamil Nadu Government Pensioners’ Health Fund” to provide financial
assistance to pensioners for undergoing specialized treatments / surgeries if they
are affected by major ailments. In the Government Order fourth read above,
revised consolidated orders were issued showing list of diseases and list of
accredited private hospitals for availing assistance by the pensioners under this
scheme. In the Government Order fifth, sixth and eighth read above, some new
hospitals have been approved for availing assistance for certain specialities under
this scheme.

2) In the Government Order ninth read above, orders were issued


enhancing the assistance under this scheme to Rs.1,00,000/- or 75% of the actual
cost of the treatment whichever is less and the contribution payable by the
pensioners to Rs.50/- per month.

3) In the Budget Speech for the year 2009-2010, the Hon’ble Minister for
Finance had announced that the benefits of the Tamil Nadu Government
Pensioners’ Health Fund Scheme will be extended to the spouse of the
pensioners.

4) Though the scheme was introduced as a financially self sustaining


scheme, the receipt of funds under the scheme by way of subscription collected
from the pensioners is not sufficient to meet the claims received from the
pensioners, resulting in a backlog of pending applications for sanction of
assistance under the scheme. To meet the deficit in the fund, Government had to
sanction grants from time to time, in order to clear the pending claims. In case of
extension of this scheme to the spouse of the pensioners, the expenditure and
deficit of the fund is expected to increase further. In order to meet the increased
expenditure, the Government has decided to enhance the contribution payable by
the pensioners towards the Tamil Nadu Government Pensioners’ Health Fund so
as to continue the scheme on self-financing basis to the possible extent.

5) Accordingly, the following orders are issued under Tamil Nadu


Government Pensioners’ Health Fund Scheme :-

(i) The scheme of Tamil Nadu Government Pensioners’ Health Fund


1995 shall apply to the spouse of the pensioners with effect from
17.2.2009.

(ii) However, there is no change in the maximum ceiling limit of


Rs. 1,00,000/- (i.e) assistance under the scheme shall be
sanctioned to the maximum extent of Rs. 1,00,000/- or 75% of the
actual cost of treatment, whichever is less, for both the pensioner
and spouse, combined together.

(iii) The contribution recoverable from the pensioners’ monthly pension


towards the Tamil Nadu Government Pensioners’ Health Fund
Scheme shall be increased from Rs.50/- to Rs.100/- with effect
from 01.09.2009, i.e. the pension payable for the month of
September 2009.

6) There shall be no change in other existing rules and conditions for


sanction of assistance under the scheme.

7) The Director of Pension is empowered to sanction financial assistance


under the scheme to the spouse of the pensioners also subject to eligibility. The
Director of Pension is requested to quote the correct name of the specialized
advanced surgery / treatment as in the approved list and the name of the private
hospital with its serial number in the proceedings for expeditious settlement of
claims.

8) The Government also direct that in respect of the treatments / surgeries


taken from 17.02.2009 till the date of issue of these orders, the assistance shall
be allowed, if otherwise, the other conditions for sanction of assistance are
fulfilled.
