Atsion
Mansion
tours on
Saturdays
By NICK COHEN
The Shamong Sun
Historic Atsion Mansion is
once again opening its doors for
tours Saturdays throughout the
summer.
The property, which started as
a vacation home, turned eyesore,
is now a historical attraction just
on the edge of Wharton State
Forest.
Joyce Lamb of Medford Lakes
is a volunteer with the New Jer-
sey Division of Parks and
Forestry and one of Atsions tour
guides.
There is so much history in
this area that people dont even
realize.
So many people dont even
know what they are passing
through on their way to the
beaches, Lamb said. Atsion
Mansion is a part of that histo-
ry.
The mansion was built in 1826
as a summer home for Samuel
Richards, a prominent iron
maker from Philadelphia.
Richards was the operator of the

Mansion appears as
it did back in 1826
Atsion furnace along the Mullica
River.
After Richards died in 1842, the
property was passed down
through his family, and eventual-
ly sold to another Philadelphia
merchant, Maurice Raleigh.
The Raleigh family was the
last to use the mansion as a resi-
dence. When Joseph Wharton
purchased the property in 1892,
he used the mansion for his cran-
berry production.
The state acquired the proper-
ty in 1955 and for decades let the
mansion and grounds fall into
disrepair.
Boarded windows, vandalism
and overgrowth led residents to
question why the building was
even left standing.
A lot of the local community
wondered about it, Lamb said.
Finally a $1.2 million renova-
tion project was passed for the
historic property. A restoration of
the mansions interior was com-
pleted in 2007 only to later be un-
done by a roof collapse in 2010
due to heavy snow.
Today the mansion appears as
it did back in 1826.
As such, it does not contain
plumbing, electricity or heat
other than fireplaces.
That limits touring season to
strictly the summer.
Tours of the property began in
the summer of 2012 but were not
met with much fanfare.
I feel that a lot of people dont
even know that it is open and
available to be toured. Making
people aware has definitely been
a challenge, Lamb said.
Last summer was slow but
this year has been busier. We had
a tour group of 49 people come
through a few weeks ago.
The home, unfurnished, is of-
fered as an architectural tour, re-
flecting on the Greek Revival
style of the building.
Atsion is located at 744 Route
206. Tours can be taken at 1 and 2
p.m. Reservations are required
for large groups and can be made
by calling the Atsion Forest Of-
fice at (609) 268-0444.

County library presents
Looking at Lincoln
The Burlington County Li-
brary System is proud to present
the Looking at Lincoln travel-
ing panel exhibition now on dis-
play at the county library in West-
ampton.
Developed by the Gilder
Lehrman Institute of American
History, the exhibit explores the
Civil War and issues of slavery
from the standpoint of political
cartoons that originally appeared
in newspapers and were sold indi-
vidually as prints in shops, on
streets corners and by mail.
Vividly biting, the cartoons in-
vite us to look at events through
the eyes of people living in the
era. As Americans continue to de-
bate the legacy of slavery, they
provide an historical point of ref-
erence for current events. High-
lights include cartoons relating to
the election of 1860, as well as a
California printing of the Eman-
cipation Proclamation signed by
Abraham Lincoln.
The Gilder Lehrman Institute
has been developing traveling
panel exhibitions for display at
schools, libraries and historic
sites since 1997. Composed of in-
terlocking panels with graphic re-
productions of rare documents,
images, and interpretive text,
these exhibits circulate nation-
wide. The Looking at Lincoln
exhibit will remain on display at
the county library until July 17.
In addition, BCLS has aug-
mented the presentation in the li-
brarys exhibit room with art-
work focusing on the Civil War on
loan from the collection of Bruce
Sirak of Burlington Township.
The Burlington County Li-
brary is located at 5 Pioneer Blvd.
off Woodlane Road in Westamp-
ton.

State traffic department
funds safety programs
The New Jersey Division of
Highway Traffic Safety has
awarded the Burlington County
Sheriff s Department $70,000 to
conduct pedestrian safety enforce-
ment operations throughout the
county.
We will be working with local
police departments to target areas
where both pedestrians and driv-
ers are not following the law,
Sheriff Jean Stanfield said. Sher-
iff s officers and municipal police
officers will work together to con-
duct 30 operations between July 1
and June 30, 2014.
In 2012, Burlington County had
11 pedestrian deaths, after averag-
ing 5.6 pedestrian deaths for the
prior three years.
Many of the pedestrian deaths
occur along the 23 miles of Route
130 that runs through the county.
In 2012, six pedestrians died along
this portion of the highway, with
three pedestrian fatalities in Del-
ran Township and one each in
Willingboro, Florence and
Burlington City. So far during 2013
there has been one fatal crash on
Route 130.
The Pedestrian Enforcement
Grant will involve officers acting
undercover as decoys using the
crosswalks. Violators will be is-
sued warnings and tickets as part
of this project to draw awareness
to pedestrian laws.
The Sheriff s Department is
also administering another grant,
dubbed Operation 130 Safe Pas-
sage, for traffic enforcement
specifically along the Route 130
Corridor. For the fifth year in a
row, the portion of the Route 130
corridor that passes through
Burlington County has been des-
ignated as the most dangerous
roadway in the state for pedestri-
ans by the Tri-State Transporta-
tion Campaign.
In addition to the Route 130
corridor, we are concerned about
pedestrian crashes all throughout
our county. Between 2007 and
2011 we had a total of 637 pedestri-
an crashes with 555 pedestrian in-
juries and 39 fatalities, Stanfield
said. Between 2009 and the first
quarter of 2013, many communi-
ties have already had 20 or more
pedestrian involved crashes.
So far in 2013 there have been
four crashes in Burlington Coun-
ty involving pedestrians, two of
them fatal.

F
or once, New Jersey should get
some positive national atten-
tion. Last week, the state made
two major moves in a public higher ed-
ucation reorganization in an attempt
to put New Jersey colleges on the na-
tional map.
Rutgers University added two new
medical schools, immediately jumping
the school into the top 25 in the coun-
try for research funding. Gov. Christie
said it puts Rutgers on the path to
being one of Americas great research
institutions.
Rowan University also became a re-
search university through the reor-
ganization, giving New Jersey a solid
foothold of attractive public colleges
in the southern part of the state.
New Jersey is the 11th most popu-
lous state, with 8.8 million people, as of
July 1, 2012, despite being the fourth
smallest state in terms of size. Howev-
er, due to a lack of major public uni-
versities, many of the Garden States
college students were traveling to
neighboring states for higher educa-
tion.
Penn State University, Temple Uni-
versity, the University of Delaware,
the State University of New York, the
University of Maryland and the Uni-
versity of Connecticut are all popular
public school choices for New Jersey
students.
Over the last 10 years, Rutgers and
Rowan have made great strides in
keeping students in our home state,
and last weeks moves only further
that aim. We must continue to im-
prove our public universities, in addi-
tion to focusing on our local K-12 pub-
lic school districts.
If we keep our home-grown stu-
dents in state for public higher educa-
tion, then were all able to reap the re-
wards. If were able to go even further,
well be able to attract outside talent,
and become part of the list of dream
colleges for out-of-state students.
New Jersey is filled with promising
students and bright minds ready to be-
come world leaders.
Lets continue to foster that intelli-
gence, that drive and that desire right
here in New Jersey.
Producing more home-grown talent
Improvements at Rutgers, Rowan may keep students in-state for college

Jerseys public higher education
institutions? Let your thoughts

County completes mailing of U.S. Senate primary election ballots
Burlington County clerk Tim Tyler an-
nounced that the clerks office has complet-
ed its initial mailing of special U.S. Senate
primary election ballots.
Any voter who has requested a ballot for
the August 13 special U.S. Senate primary
election through June 28 should receive
that ballot any day now, Tyler said. My of-
fice began issuing ballots on Tuesday, June
25, starting with military and overseas UO-
CAVA voters. Civilian ballot mailing began
the next day.
Voters should receive their ballots by the
end of next week. Voters still have ample
time to apply for a special U.S. Senate pri-
mary election vote by mail ballot. In order
to have a ballot mailed to them, voters need
to be sure their completed vote by mail ap-
plication is received in the county clerks
office by Aug. 6, seven days prior to the elec-
tion.
After that, voters may apply in person or
by authorized messenger in the clerks of-
fice until 3 p.m. the day before the election.
Voters are reminded that they must have
the assistor portion (section 11) of the vote
by mail application filled out if they receive
any help in completing the application.
A voter may select one or both of two op-
tions for future vote by mail ballots in sec-
tion 10 of the application. Option A entitles
the voter to receive a ballot for all elections
in the same calendar year of their applica-
tion.
This option must be renewed every year
by completing a new application. Option B
entitles a voter to receive a ballot for all fu-
ture general elections. This option does not
expire until the voter requests they no
longer be sent.
Voters should be aware that the special
primary and special general elections for
U.S. Senate will mean they may receive bal-
lots for several elections through the sum-
mer and into the fall. In the fall they may
receive two vote by mail ballots at about the
same time. They should be sure to open,
vote and return both ballots if they wish to
cast a vote in both the Special U.S. Senate
election and the November general elec-
tion.
Ballot envelopes for the Special U.S. Sen-
ate primary and general elections will be in
envelopes bearing a SPECIAL stamp. Bal-
lots for the November general election will
have no additional markings.
The vote by mail application is available
by selecting Election Services on the
county clerks website
www.co.burlington.nj.us/countyclerk. Vot-
ers may also have an application mailed to
them by calling the Clerks Office Elections
Section at (609) 265-5229.

Seniors receive scholarships from
Volunteer Center of Burlington County
The Volunteer Center of
Burlington County has awarded
six college scholarships totaling
$22,000 to six Burlington County
high school seniors who have
demonstrated a commitment to
community service, leadership
and academic achievement.
Two students, Matthew Delan-
cy of Medford (Shawnee) and
Brenna Fallows of Moorestown
(Moorestown) received the Volun-
teer Centers top award of $5,000,
during a check presentation cere-
mony held June 20, at the Main
Branch of the Burlington County
Library in Westampton.
Three other students, Matthew
ORorke of Medford (Shawnee);
Colleen Aydolette of Edgewater
Park (Holy Cross); and Melissa
McIntosh of Willingboro (Will-
ingoro), were presented $3,000
checks. Brett Jacobs of Evesham
(Cherokee) was unable to attend
the ceremony, but will also receive
a $3,000 check.
The students were selected by a
review committee, which evaluat-
ed 56 applications representing 18
high schools in Burlington Coun-
ty. Since 2009, the Volunteer Cen-
ter now has awarded $53,500 in
scholarship money.
Presiding over the event was
Joseph Laufer, a former recipient
of the Volunteer Centers Commu-
nity Service Award, for whom the
scholarship was named. The
Haines Family Foundation is a
generous contributor to the schol-
arship program.
These are outstanding young
people who have displayed not
only a lengthy record of participa-
tion in many community service
activities, but also an ability and
willingness to organize and lead,
said Laufer.
Were extremely proud of
them, and pleased to have the op-
portunity to assist them as they
move into the next phase of their
academic careers, he added.

The Shamong Sun
The 2013 municipal budget for
Shamong was released at Junes
township committee meeting. If
passed as presented, the average
homeowner in the township will
pay approximately $44 more per
year in municipal taxes.
This years budget saw a drop
in total general revenues from
$2.73 million to $2.58 million, an
increase in salaries and wages of
$29,000 and an increase in capital
improvements by $25,000.
The reserve for uncollected
taxes saw an increase of $28,000.
The number of township employ-
ees is expected to remain at 30,
matching 2012. Also released in
the budget was a balance of the
townships outstanding debt. The
balance is $279,825, reflecting a
principal of $240,721 with inter-
est of $39,104.
In other news:
The townships regular
committee meeting will be held
Wednesday, July 10 at 7:30 p.m.
The meeting, originally sched-
uled for July 2, needed to be
rescheduled to allow the neces-
sary 28-day waiting period be-
tween when the budget is intro-
duced and when its second read-
ing can take place.
The seemingly endless saga
with Public Service Electric and
Gas over clear-cutting that took
place in the spring is nearing a
resolution.
A written agreement with
PSE&G is expected to be author-
ized at the next meeting.
In the meantime, PSE&G has
adopted a less involved policy,
limited mostly to the trimming of
trees for safety purposes.
The committee elected to
apply for a $28,000 grant to up-
grade the computers and other
infrastructure for both the
Indian Mills Volunteer Fire Com-
pany and EMS services. $14,000
would be funded federally with
the other half being matched by
the fire company.
The committee adopted an
ordinance to update and amend
certain fees throughout the town-
ship.
Increases in fees include a
price of $15 for the first certified
copy of any document and $5 for
any additional copy. Developers
will pay a $75 escrow fee and $500
per lot for review by the township
engineer. Solicitors and peddlers
must pay a $100 fee.
Dog licenses will be $10 if pur-
chased or renewed by Jan. 31, but
an additional $10 after that date.
If the dog has not been spayed or
neutered, an additional $3 will be
assessed.
Opening roads will carry a fee
of $150 for up to two square
yards, and $10 for each additional
square yard.
