There's a Nora Roberts book about a colorful, busty and full-figured heroine who makes the most of her assets with gypsy-ish clothes, but I can't think of the title.

It was probably from the 1990s. I think she lived above a restaurant or something. He was kind of straight-laced and she was a free spirit. I seem to remember she wore wide belts that showed off her Marilyn Monroe-type figure. I have a vague feeling the book might have been an offshoot of the MacGregors - it was a category, I think (Harlequin/Silhouette). It's driving me nuts!! *** Okay, I've spent the past half hour going through Nora's booklist. I think it might be this one
