Targeting Defined
Targeting is the process of selecting and prioritizing targets and matching the appropriate response to them, considering operational requirements and capabilities (FM 3-60, FM 3-90.6) The emphasis of targeting is on identifying resources (targets) the enemy can least afford to lose or that provide him with the greatest advantage, then further identifying the subset of those targets which must be acquired and attacked to achieve friendly success.

Targeting Process
D3A:
The targeting process is based on four functions: decide, detect, deliver, and assess (D3A). It is a Cyclic process. The D3A functions are not phased or sequenced, and frequently occur simultaneously throughout planning and execution.

Review
1. When we are planning (MDMP) we are also Targeting (primarily Decide products and processes). 2. When we are targeting (D3A, F3EAD) we are using planning methods (primarily COA development and analysis). 3. Commanders guidance for targeting is more implicit than explicit (macro to micro desired effects, translation of intent, broad COA planning guidance). 4. At a minimum, we should apply the D3A methodology to those target /problem sets to (a) ensure synchronization with current assets, and to (b) coordinate for external assets. 5. We must ensure that what we target/engage will link to our campaign plan objectives and our tactical priorities IAW CDR intent.

AWG Purpose: Assess effectiveness of last targeting cycle; nominate targets and priorities for engagement based on full spectrum analysis against BCT Campaign plan and MOE/MOP. Two parts 1) staff AWG and 2) Brief to BCT CDR the results of the AWG (OE assessment and recommended targets). Homework required: Assessment from previously executed targeting cycle BN PMESII/AO assessments (briefed by BN CDRs at CUB and products from BN staffs). Assessments from PRT, HNSFs and HN Government ctrparts. Updated Running Estimate (RE) by WFF. Compare to assessment from previous targeting cycle to see
what changed and why. This should yield recommended BCT target(s). WFFs come to the meeting prepared to brief their part of the assessment and nominate targets.
Execution of the Briefing: Brief your part of the assessment focus on the analysis and so whatpaint the picture for the CDR on how you arrived at your target nomination (if you have one). Receive CDRs prioritized guidance for the targeting cycle. Post-AWG/Pre-Working Group Homework: S3/S3 Planner ICW nonlethal lead (S7, S9, PAO, PSYOP) writes a rough draft concept for each target that includes, at a minimum, Task, Purpose, and desired Endstate/Effect of target. Place on CONOP/Baseball Card for WGs to use as a basis for their specific WG concept development. S2 section develops enemy MLCOA and MDCOA as it applies to each target and adds to draft concept developed by S3/S7. This facilitates staff section/WG planning from a common base concept. S3 delineates BCT/BN fights for each target. Adjust Campaign Plan and associated MOE/MOP as necessary. Issue WARNO 1. Individual WFF: Use running estimate and internal trackers to identify resources to
apply to targets. Draft Task and Purpose for concept of target as it applies to each staff section. Draft CCIR/IRs for each target.
Working Groups (Recommend Lethal, NL, ISR and CIED): Purpose: To refine draft concepts and resources applied to BCT target nominations. This should lead to draft COAs that include all applicable WFF enablers. Required Resources: Results of homework Draft concept Synch matrix enabler inputs Updated Running estimate Execution of the Working Group: Integrate necessary enablers into the concept for each target. Plan in an unconstrained environment best case. Collate individual staff section concepts of support into a WG concept for each target. Insure adherence to BCT/BN fight. Determine minimum required enabler support to accomplish the effects on each target (each target will compete for finite resources at the wargame). Consolidate draft CCIR/IR for each target Endstate: The working group concept of support should be at the 75%+ solution. The remainder will be dependent on input from the other WGs and will be consolidated prior to the PreTargeting Meeting. Post-Working Groups/Pre-PTM Homework: Results of NLWG should be fully filled out on CONOP/Baseball card and the synch matrix should have refined task/purpose for each function/action. Handoff results to S3 Plans for staffing. S3 Plans consolidates target concepts and adds data to synch matrix after all WGs are complete, in preparation for Pretargeting meeting Collaboration with TF WFF counterparts, HNSF and other 80 agencies as required.
Pre-Targeting Meeting (PTM): Purpose: to complete COAs for BCT nominated targets and wargaming. Required resources: Running Estimate Results of Working Groups and Homework refined COAs (CONOP/baseball card) and synch matrix. Initial coordination results. Execution of the PTM: Review collated concepts (COAs) for each target. Recommend timeline for execution. Refine Decisive, Shaping and Sustaining operations. Refine operations required before, during and after target execution. Consolidate CCIR/IR by target. Determine if COAs are Feasible, Acceptable and Suitable. Complete each COA and associated draft synch matrixes. Identify potential decision points. Determine minimum required enabler support to accomplish the effects on each target (each target will compete for finite resources at the wargame). Post-PTM/Pre-Targeting Meeting Homework: Refine synch matrix based on proposed timeline establish during PTM. Update CONOP/baseball cards. Collaborate with TF counterparts Continue coordination with HNSF, HN Government and PRT for projected resource requirements (Time/distance analysis). Chief of Targeting/S3/XO conduct an azimuth check with BCT CDR and then with BN counterparts. Issue WARNO 2 (Baseball cards with proposed timeline is sufficient).
Targeting Meeting (Wargame): Purpose: Synchronize the BCT targets individually, against each other and against enduring operations. Required Resources: Results of PTM Updated CONOP/baseball cards. Updated synch matrix for each target. Draft OPSYNCH Matrix. Draft CCIR/IR for each target. Running Estimate. Results of coordinations made with HNSF, HN Government, BNs and PRT. Execution of the Targeting Meeting: Wargame each target (as necessary). Wargame targets collectively against each other and against enduring operations to determine prioritization, allocation and synchronization of assets. No different than FM 5-0 COA Analysis (wargame). Destroy. To apply lethal fires and other elements of combat power toward INS capabilities so that they can no longer perform any function and cannot be restored to a usable condition without being entirely replaced or rebuilt. This definition is consistent with the tactical mission task to destroy which physically renders an enemy force combat-ineffective until it is reconstituted (FM 3-90). Due to the disposition and composition of INS forces throughout RC South, a quantifiable percent of casualties or desired material damage inflicted will not be established in this overall definition. However, where feasible a quantifiable percentage will be determined IAW each HPT recorded on the TSM and described in that HPL assessment MOE. Disrupt. To interrupt or impede INS capabilities or systems, upsetting the flow of information, operational tempo, effective interaction, or cohesion of the enemy force or those systems. This definition is consistent with the tactical mission task to disrupt where the integration of direct and indirect fire support, terrain, and obstacles are employed to upset an enemys formation or tempo, interrupt his timetable, or cause his forces to commit prematurely or attack in piecemeal fashion (FM 3-90). Additionally, RS South defines disruption as the breaking and interruption of the flow of data/information between INS command and control nodes.
Degrade. To use nonlethal or temporary means to reduce the effectiveness or efficiency of INS command and control systems and information collection efforts or means. Divisionsynchronizes the effects of degraded targets to achieve tactical and operational objectives while maximizing the capabilities of scarce resources (i.e. EA platforms).
Delay. To slow the time of arrival of INS forces or capabilities or alter the ability of the INS to project forces or capabilities which allows Divisionforces to essentially gain time.
Deny. To hinder or prevent the enemy from using terrain, space, personnel, supplies, or facilities. Additionally, to withhold information about Divisioncapabilities and intentions that the INS needs for effective and timely decision making.
Divert. To force the INS to change course or direction either knowingly or unknowingly (i.e., to draw the attention of INS forces and their support resources from being employed for their intended purpose). To achieve diversion is to cause the INS forces to consume resources or capabilities critical to their operations in a way that is advantageous to Divisionoperations. Interdict. To divert, disrupt, delay, or destroy the INS military surface capability before it can be used effectively against Divisionforces or to otherwise achieve objectives.

Neutralize. To neutralize is to render INS forces (personnel or material) incapable of interfering with a particular operation. Similar to suppression above, this is a temporary measure and the unit is effective again once casualties are replaced and/or damage is repaired. Suppress. To apply lethal fires and other elements of combat power to INS capabilities resulting in a temporary degradation of their performance below the level needed to accomplish the mission. This is a temporary measure because the effect of being suppressed lasts only as long as the fire support or related effects (i.e., smoke screen) continue.
Exploit. To apply nonlethal fires and other elements of combat power to gain access to INS command and control systems, to collect information, or to plant false or misleading information.
Deceive. To deceive is to cause INS forces to believe what is not true. Divisionmilitary deception seeks to mislead INS leaders by manipulating their understanding of reality. Influence. To cause adversaries or others to behave in a manner favorable to Divisionforces. It results from applying perception management to affect the targets emotions, motives, and reasoning. Perception management also seeks to influence the target s perceptions, plans, actions, and will to oppose friendly forces. Targets may include noncombatants and others in the AO whom commanders want to support friendly force missions or not resist friendly force activities. Perception management achieves the influence effect by conveying or denying selected information to targets. Respond. To react quickly to an adversarys information operations attack or intrusion.
