The probability of a discovery is defined as the product of the following major probability factors:
Reservoir Trap & seal formation Generation, migration and accumulation of hydrocarbon Retention of hydrocarbons after accumulation

Any prospect with less than 10% probability is a very risky prospect. During exploration phase there is a big uncertainty regarding the size of any possible discovery.
