As per Govt. Notification No. ABP.357/80/137 dated 09.09.2003, 5% of the total
vacancies are reserved for compassionate appointment for those candidates whose parents
have died in harness while working in the Fire & Emergency Services, Assam subject to
approval by the competent authority.

Eligibility Conditions :1. (a) Age for Sub- Officer both Male and Female :- Applicant should be between 20 to
24 years of age as on 01-01-2014. (Relaxation of 5 years in case of candidates belonging
to special categories like Schedule Castes, Schedule Tribes (P) and Schedule Tribe (H)
under provision of the Reservation Rule and in respect of Home Guards who have
served for a period of 3 (three) years or more.
(b) Age for Fireman/ Emergency Rescuer/Driver/ Driver Operator :- Applicant
should be between 18 to 25 years of age as on 01-01-2014. (Relaxation of 5 years in case
of candidates belonging to special categories like Schedule Castes, Schedule Tribes (P)
and Schedule Tribe (H) under provision of the Reservation Rule and in respect of Home
Guards who have served for a period of 3 (three) years or more.
2. (a) Educational qualification for Sub-Officer both Male and Female :Minimum Educational Qualification is Higher Secondary (Science) with Physics,
Chemistry and Mathematics from Govt. recognized Board/Institution. However,
additional weightage during the interview will be given to the candidates having
knowledge of swimming and diving.
(b) For the post of Fireman and Emergency Rescuer :- Minimum Educational
Qualification is Higher Secondary (Science) pass or equivalent examination from
recognized Board/Institution. However, additional weightage during the interview will
be given to the candidates having knowledge of swimming and diving.
(c) For the post of Driver and Driver operator :- Minimum Educational Qualification
will be Class-VIII passed from a recognized Board/ Institution and the applicant must
possess valid driving licence for HMV, (Heavy Motor Vehicles) from any recognized
authority.
3. Physical Standards for Sub-Officer(Male)/ Fireman/Emergency Rescuer/Driver
and Driver operator :(a) Height :- The minimum height for the candidate should not less than 162.56 cm
but in case of candidates belonging to ST (H) and ST (P) the minimum height
should be 160.02 cm.
(b) Chest:- 80 cm in normal position and 85 cm in expansion for General,
OBC/MOBC, S/C and S.T.(P), but in case of candidates belonging to ST (H)
minimum chest should be 78 cm in normal position and 83 Cm in expansion.
4. Physical Standards for Sub-Officer(Female) :(a) Height :- The minimum height for the candidate should not less than 154.94 cm
but in case of candidates belonging to ST (H) and ST (P) the minimum height
should be 152.40 cm.

5. Medical Standard :(a) General :- Candidates must not have squint in eyes, and they should possess high
colour vision. Varicose vein shall be considered a temporary disqualification.
They must be in good mental and bodily health. They must be free from any
physical deformity and free from diseases such as diabetes, hernia, piles,
respiratory problem or any other ailment that is likely to interfere with the
efficient performance of duties.
(b) Eye Sight :- The distant vision should be 6/6 for at least one eye and not poorer
than 6/9 for the other without correction. Near vision should be normal.
How to apply:Willing candidate may submit their applications in Standard Form along with 4 (four)
copies of recent passport size photographs, one of which should be pasted on the application
form, with attested copies of High School Leaving Certificate Admit Card, Pass Certificate,
Marks Sheets, Higher Secondary (Science) examination Mark sheet, Certificates and Bio-data at
the Office of the Addl. Director General of Police Cum- Director of Fire & Emergency Services,
Assam, Panbazar, Guwahati 1, personally / by ordinary post alongwith one self address prestamped (Rs. 5) envelop of 11 Cm x 25 cm size (approx) or by on line through the Fire &
Emergency Services, Assam, at web site www.asfso.org/www.fesassam.org only.
Application will be received at the Office of the Addl. Director General of Police CumDirector, Fire & Emergency Services, Assam, Panbazar, Guwahati-1, personally / by post and
on line through the Addl. Director General of Police Cum-Director, Fire & Emergency Services,
Assam at web site www.asfso.org/www.fesassam.org except on Sundays and Govt. holidays. The
last date of receipt of application is 16.12.2014 Applications submitted or received after the
last date will not be accepted.
6. Testimonials / Documents to be submitted :The candidates should also submit Photostat copies of the following documents
duly attested by any Gazetted Officer along with Standard Application Form.
(a) Certificate of proof of age. (H.S.L.C., Certificate /Admit Card )
(b) Certificate of educational qualification.
(c) Certificate of extra- curricular activities (if any).
(d) Certificate of sports, game etc. (if any).
(e) Certificate of caste from the competent authority in respect of the candidates belonging
to ST(P) / ST(H) / SC / OBC / MOBC.
(f) 4 (four) copies of recent passport size photographs with the name written on the back.
One copy is to be affixed on the application form (Top right corner) and other copies
kept in a small envelope duly tagged with the Form.
(g) Bio-data.
(h) For Sub- Officer, Fireman and Emergency Rescuer Mark Sheets of Higher Secondary
(Science) for Subject proof.
(i) Certificate / proof of residence.

A candidate is liable to be rejected on failure to submit the above testimonials/
documents.
7. Venue for selection test for the posts of Sub-Officer, Fireman, Emergency Rescuer,
Driver and Driver operator:(A)

The department will conduct the Physical Standard Test (PST) and Physical
Efficiency Test (PET) for the posts of Sub-Officer and Fireman and also for the
post of Emergency Rescuer of S.D.R.F. Bn. at the following H.Qs. of Police Zone
of Assam as noted below.

(i)

Eastern Zone at Jorhat (covering areas of Jorhat, Sivasagar, Dibrugarh and Tinsukia
district.)

(ii)

Western Zone at Bongaigaon (covering areas of Bongaigaon, Dhubri, Goalpara


district)

(iii)

Northern Zone at Tezpur (covering areas of Sonitpur, Darrang, Lakhimpur, Dhemaji


district)

(iv)

Southern Zone at
Hailakandi district)

(v)

Central Zone at Nagaon (covering areas of Karbi- Anglong, Nagaon, Golaghat and
Morigaon district)

(vi)

Central Western Zone, Guwahati at. R.T.C., Sila, North Guwahati-31 (covering areas
of Kamrup(M), Kamrup (R), Barpeta and Nalbari district)

(vii)

B.T.A.D. Zone at Kokrajhar (covering areas of Kokrajhar, Baksa, Chirang and


Udalguri district).

Candidates who will qualify in Physical Standard Test & Physical Efficiency Test shall
have to appear in a written test in OMR format to be conducted at RTC, Sila, North Guwahati.
8. Selection process for the post of Sub- Officer/ Fireman & Emergency Rescuer :The candidates whose applications are found correct in all respects will have to
undergo the Physical Standard Test (PST) first. If any candidate is found to have physical
deformity to be detected by the Medical Officer in the Selection Board, will be debarred from
participating in further tests. All candidates who are found meeting all the requirements of
physical measurements and having no physical deformity will be allowed to participate in the
Physical Efficiency Test (PET) and thereafter in written tests. Physical Efficiency Test is of
qualifying nature and the candidates must qualify in each event of Physical Efficiency Test
individually.
9. Selection process for the post of Driver/Driver Operator :The Physical Standard Test and Physical Efficiency Test for the post of Driver and
Driver Operator will be conducted centrally at Regional Training Centre, Sila, North Guwahati.
This will be followed by driving test.
The candidates whose applications are found correct in all respects will have to
undergo the Physical Standards Test (PST) first. If any candidate is found to have physical

deformity detected by the Medical Officer in the Selection Board, he will be debarred from
participating in further tests. All candidates who are found fit in physical measurement and
having no physical deformity will participate in the Physical Efficiency Test (PET) and
thereafter in the Physical Efficiency Test which will be of qualifying nature and the candidates
must qualify in each event of Physical Efficiency test individually. After that they will have to
take part in the Skill test (Driving Test).
Those found eligible in the Physical Standard Test (PST) will have to participate in
the following events of Physical Efficiency Test.
10. Physical Efficiency Test (All Categories Male candidates ):i.

1.6 Km race (1 Mile) :- To be completed within 7.00 min.

ii. 100 Meters sprint, :- To be completed within 14 Sec.


iii. Long Jump :- To be clear Minimum length 3.35 Mtrs.
iv. High Jump :- To be clear minimum height 1.10 Mtrs.
11. Physical Efficiency Test for Sub-Officer Female candidates :i. 1.2 Km race :- To be completed within 7.00 min.
ii. 100 Meters sprint, :- To be completed within 16.50 Sec.
iii. Long Jump :- To be clear Minimum length 2.44 Mtrs.
iv. High Jump :- To be clear minimum height 90 cm.
The candidates will have to qualify in all the above 4 (four) events individually. A
candidate who fail to qualify in any event at any stage will be disqualified and will not be
allowed to take part in subsequent tests.
Only those candidates who have met the Physical requirement and have cleared
the Physical Efficiency Test will be allowed to appear in the written test for the post of SubOfficer, Fireman, Emergency Rescuer which will be followed by interview.
12. Written test for the post of Sub- Officer :Duration of written test :- 2 (two) hours

Full Marks 80.

Written test will consist of multiple choice type questions on the subjects Physics,
Chemistry and Mathematics, English and General Knowledge to be answered on an OMR
answer sheet.
13. Written test for the post of Fireman and Emergency Rescuer :Written test will consist of multiple choice type questions on General Knowledge,
Aptitude / intelligence etc. to be answered on an OMR answer sheet.
Duration of written test :-

2 (two) hours.

The number of candidates selected after written test for the viva-voce will be in the
ratio of 1 : 2 depending upon the marks obtained in the written test/ Driving test and as per
the merit list prepared after the written test.
15. Interview :The interview cum viva-voce test will be held for all categories of posts and will
carry a total of 20 marks. However, special preference will be given to the candidates holding
N.C.C. certificate, having Home Guard back-ground and for sports persons of repute and
weightage on mark sheet in the HSSLC Exam as follows :a. N.C.C. C Certificate 3 Marks.
b. N.C.C. B Certificate 2 Marks.
c. International level sports persons who have participated in an International Sports even
as part of Indian Team in the disciplined recognized by international Olympic
Association 10 Marks.
d. National level sports persons who have participated in a National Sports even as part of
a State Team in the disciplined recognized by the Indian Olympic Association 5 Marks.
Home Guards :a. Home Guards who have completed the advanced training and are deployed
continuously as armed home guard for a minimum period of 4 (four) years 10
marks.
b. Home Guards who have completed the advanced training and are deployed as armed
home guard continuously for a minimum period of 3 (three) years 6 marks.
OR
Home Guards who have completed basic course with refresher training and
continuously on duty for a minimum period of 4 (four) years 6 marks.
c. Home Guards who have completed the advanced training and are deployed
continuously as armed home guard for a minimum period of 1 year 4 marks.

d. Home Guards who have completed the basic course with refresher training and
continuously on duty for a minimum period of 3 years 4 marks.
The sum of all the above marks for a candidates shall be limited to a
maximum of 10 (ten) marks.

3rd week of March/2015.

Final selection will be made on the basis of overall merit based on the total marks
obtained by a candidates in the written test/Viva - Voce/ Driving test (Skill test) in case of
Driver & Driver operator and in the interview. The selected candidates shall have to report for
medical examination/ Police verification etc. as per procedure/ rules.

All candidates appointed will be governed by the new pension rules. The
candidates should have to appear in the test/ interview at their own expense.
Any form of canvassing directly or indirectly will simply disqualify a candidate.
The department reserves the right to cancel the candidature of any candidate as
and when any ineligibility condition is detected. If any information declared by the candidates
is found to be false at any stage, they will be penalised as per law/rules.
