Charge Description: That on or about 3/18/2015, in Hennepin County, Minnesota, Pierre Barlee Collins,
caused the death of B.C., a human being, with intent to effect the death of that person or another, but
withoutpremeditation.
STATEMENTOFPROBABLECAUSE
Complainanthasinvestigatedthefactsandcircumstancesofthisoffenseandbelievesthefollowing
establishesprobablecause:
OnthemorningofMarch18,2015,B.C.aknownjuvenilemale,d.o.b.11-10-2004,hereinaftervictim,left
theCrystal,HennepinCountyapartmenthesharedwithhisfather,defendantPIERREBARLEECOLLINS,
stepmotherY.C.,andtwobabysiblingsandtookthebustoschoolinBrooklynCenter.At4:17pm,the
victimsschoolbuspulledintotheparkinglotandthevictimsaid,Theresmydad.Thenhesaid,Oh,my
uncleshere.Thebusdroppedhimoff.Ratherthangotothemaindoorandcallhisunittohavehis
stepmotherbuzzhimintothebuildingaswastheircustom,thevictimstayedoutside.Thevictimwas
capturedonseveraldifferentvideocamerasandhadcontactwithatleastonepersonnotrelatedtohis
eventualdisappearanceintheparkinglot.Investigationhasdeterminedthatnooneotherthanthe
defendanteversawthevictimagain.OnApril11,2015,thevictimsbodywasrecoveredintheMississippi
RiverinMinneapolisneartheintersectionof53rdandLyndaleAvenuesNorth.Theconditionofhisbody
wasconsistentwiththatofapersonwhohadbeeninthewaterforseveralweeks.Hisfeetwerebound
togetherwithducttape.Apieceofducttapewaswrappedaroundhistorso.
InvestigationhasrevealedthatthedefendantlefthishomeearlyonthemorningofMarch18thandtoldY.C.
hewasgoingtowork.Y.C.wasundertheimpressionthatthedefendantworkedasahomehealthcare
aide.Infact,thedefendanthasnotbeenemployedforsometimeandhasnoapparentincome.Whilethe
defendantwasoutofthehomethatmorning,heattendedahearinginHennepinCountyFamilyCourt
regardinghischildsupportobligationtochildrenfromapriorrelationship.Y.C.wasunawarethatthe
defendanthadacourtappearancethatday.
Recordsobtainedandanalyzedregardingtheuseandlocationofthedefendantscellphoneshowthatat
9:06amonMarch18ththedefendantleftcourtandthedowntownareaandheadednorthonI-94.At9:10,
hewasintheareaofWestRiverRoadand66thAvenueNorthinMinneapolis.Hethenreversedcourse
andheadedsouthtotheareaof53rd-56thandLyndaleAvenuesNorthwherehewasfrom9:22to9:29am.
Thisistheareaalongtheriverfromwhichthevictimsbodywasrecovered.Recordsforthepreceding30
daysshowthatthedefendantsphoneneverregisteredtothatareabeforeandthedefendantisnotknown
tohaveanyparticularreasonforbeinginthisareaonthisoranyotherday.
At12:04pm,thedefendantwasatanAldiMarketinCrystalstorevideoshowshiminadarkshirt.
At1:39pm,thedefendantreturnedtotheCrystalapartment.
At4:17pm,thevictimsschoolbuspulledintothelotandvideoshowsthevictimsayhesawhisfather.At
thistime,thedefendant'ssilverVolkswagenJettawasparkedneartheentrancetotheparkinglotwhereit
couldbeseenfromanapproachingschoolbus.Theparkingspaceisnotnearthecloserentrancestothe
defendant'sapartmentandwasnotaspaceregularlyusedbythedefendant.WhiletheJettawasinthat
parkingspace,defendantsphonerecordsshowhewasintheapartment.At4:20,videoshowsthevictim
standingatthesideoftheJettaintheparkinglot.At4:22,thevictimisseenwalkingfromthedirectionof
theJettatothefrontdooroftheapartmentbuildingwherehepeeredinsidethewindowheneverentered
thebuilding.Atthistime,phonerecordsshowthedefendanttostillbeinorneartheapartment.At4:23,the
victimwalkedawayfromthedoorandbackinthedirectionoftheJetta.Insodoing,hesteppedinfrontofa
movingcarwhoseoccupantssaidsomethingtothevictimaboutnotrunninginaparkinglotandvictimsaid
hewassorry.Intotal,thevictimwasintheparkinglotofhisapartmentbuilding6-7minutesandneverwent
inside.

At4:25pm,thedefendantscellphoneshowshehadlefttheapartmentwasneartheJetta.
At4:26pm,theJettapulledoutoftheparkinglotandvideoshowsittravelingnorthonHighway81.The
driverswindowwasopenandanarmwithawhitesleeveisvisible.
At4:42pm,thedefendantwasintheareaofLyndaleand55thAvenuesNorth,hisphoneregisteringonthe
exactWi-Fiinstrumentthatitregisteredonat9:27amthatmorning.
From4:42until5:41pmthephoneregistersnovoiceorSMSactivityitwaseitherturnedofforinairplane
mode.
Whilethedefendantsphonewasoff,hewasdetectedonvideoatCubFoodsinBrooklynCenterat5:17
pmwearingawhiteshirt.At5:18hecheckedhisaccountbalanceonanATMatTCFBank.HeleftCubat
5:23pm.
At5:41,thedefendantsphonewasturnedbackon.HecalledY.C.whotoldhimthevictimdidnotcome
homeafterschool.Thedefendant,travelingfromCubbacktotheapartment,calledtheschoolbus
company.
At5:51pm,thedefendantarrivedhometotheapartment.Y.C.toldpolicethedefendantcameinintears
whichshefoundoddbecauseherarelycriesandthevictimhadonlybeenmissingashorttime.Video
showsthedefendantleavingtheapartmentat6:03pmintheJettaafterchangingoutofhiswhiteshirtinto
adarkshirtandputtingonablackbaseballcap.At6:24pm,hereturnedtothebuildingintheJetta.
At6:27pm,thedefendantcalled911fromhiscellphoneattheapartmentandreportedthevictimmissing.
Hetoldpolicethatafterlearningthevictimhadnotreturnedhome,hecalledthebuscompanyandthe
operatortoldhimthebusdriverheardthevictimsayhisunclewasthereupongettingdroppedoff.Hesaid
heknewofnounclewhowouldbepickingupthevictimandthathehadnoideawhohewouldhavebeen
referringto.ThedefendantandY.C.claimednoknowledgeofthevictimswhereabouts,andthedefendant
saidhewasnotpresentwhenthebusdroppedoffthevictim.
Policehaveinterviewedthedefendantseveraltimes.Hedeniedeverbeingattheriverandhadno
explanationforwhyhisphonewastrackedthere.Policenotedseveralkeyinconsistencieswiththe
defendantsaccountofMarch18thincludingwhathedidthatday,wherehewas,whatrouteshetookwhile
driving,whathehadbeenwearing,andevenwhohisfamilymembersandsiblingswere.
Y.C.hasalsobeeninterviewedseveraltimes.Shetoldpolicethatsometimearound4:15pmonMarch
18th,thedefendantwaswatchingTVandsuddenlygotupandtoldherhehadtogotothebankandthe
store.Hethenlefttheapartmentanddidnotreturnuntilaftershetoldhimthatthevictimhadntcomehome
fromschool.
Thevictimsschoolbackpackhasnotbeenlocated.
Investigationalsorevealedthatthedefendanthadtwolifeinsurancepoliciesonthevictim.Oneisthrough
GlobeInsuranceandhascoverageof$30,000.OnMarch16th,twodaysbeforethevictimwaslastseen,
thedefendantmadeapaymentonthatpolicy.AlsoonthatdatehemadeaphonecalltoGlobe,whichwas
recorded.Thedefendantaskedaboutraisingtheamountofcoveragefrom$30,000to$50,000.The
secondpolicyisthroughadifferentcompanyandcoversthedefendantfor$100,000andhisdependents
for$20,000each.
ThedefendantandY.C.haveconsiderablefinancialobligations,debtandnocurrentincome.Nevertheless,

whenthedefendantwasofferedatemporaryjobonMarch17ththatwastobeginat4:00pmonMarch
18th,heturneddownthejobandsaiditwasbecausehewasunabletoreportonthatdateandtime.
OnApril13,2015policespoketothedefendant.Hesaidthatiftheyhadenough,theyshouldcomeand
gethim.
Thedefendantisincustody.
