RESOLUTION STRONGLY SUPPORTING THE FULL IMPLEMENTATION OF THE
ENHANCED K TO 12 BASIC EDUCATION PROGRAM AND URGING ALL
STAKEHOLDERS TO HELP THE DEPARTMENT OF EDUCATION (DEPED) IN ITS IMPLEMENTATION WHEREAS, the k to 12 Basic Education Program is the new curriculum of the countrys basic education system to be implemented by the Department of Education (DepEd) which covers Kindergarten, six years of elementary, four years of junior high school, and two years of senior high school widely adopted around the world to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates to tertiary education, middle-level skills development, employment and entrepreneurship; WHEREAS, the k-12 program is a flagship reform policy aimed at yielding more productive citizens fully equipped with the necessary skills and competencies for employment and a lifetime of learning; WHEREAS, the k to 12 program is not just about an additional two years of basic education but also involves a new set of program with a transition management that is aimed at enhancing the quality of education in the country with a five-fold objective which includes strengthening early childhood education, making the curriculum relevant to learners, building proficiency through language with the mother tongue as the medium of instruction, ensuring integrated and seamless learning, and gearing students up for the future; WHEREAS, graduates of the K to 12 program become highly employable right after high school as Senior high school students can choose from among three tracks of specialization which include Academic; Technical-Vocational-Livelihood; and Sports and Arts; where those who choose the track on Technical-Vocational Training can obtain Certificates of Competency (COC) or National Certificate Level I and Level II; WHEREAS, contemporary times call for a high market on the labor force that do not require college education, rather skills that graduates may obtain during senior high school, such as the Business Process Outsourcing (BPO) industry, manufacturing industry, service crew industry, agricultural farming or fisheries industry and several others; or they may choose to venture into entrepreneurship or selfemployment; WHEREAS, the options available to all graduates of the K to 12 program, will definitely benefit families who cannot afford to send their children even to vocational schools and will help as well in the countries long term goal of socio-economic stability; WHEREAS, the additional two years in high school takes the form of a two-year college education to suitably prepare graduates who will pursue college and, in effect, parents will have fewer years to pay as the number of years of college courses will be reduced because of redundancies in subjects and remedial subjects will no longer be needed; WHEREAS, the Philippines remains to be the only country in Asia and one of the three remaining countries in the world who have not implemented the 12 year program of basic education which is seen as a disadvantage to our students who are supposed to be globally competitive in an increasingly global market; WHEREAS, the implementation of the k to 12 program has far-reaching effects on the basic education system of our country which is much needed for the upcoming 2015 ASEAN Economic Community Integration as the K to 12 curriculum has been synchronized to match with the basic education system of the ASEAN Member Communities; WHEREAS, The K to 12 program has to be instituted to level off with graduates of the different ASEAN Member Communities who will be competing before a wider yet tougher door of job opportunities within the ASEAN Economic Community and even to the rest of the world; WHEREAS, this resolution calls on the Department of Education and all other responsible government agencies and local government units to exhaust all means to successfully implement the k to 12 basic education program and leave students and parents no room for doubt that the said program is effective and to ensure that all elements needed for its implementation are ready such as classrooms, books, teachers, and teachers competent for the senior high school program are present;
WHEREFORE, RESOLVED AS THE SANGGUNIANG PANLALAWIGAN HEREBY RESOLVES, TO
SUPPORT THE FULL IMPLEMENTATION OF THE ENHANCED K TO 12 BASIC EDUCATION PROGRAM AS THE NEW BASIC EDUCATION SYSTEM OF THE COUNTRY; RESOLVED FURTHER TO URGE THE DEPARTMENT OF EDUCATION (DEPED) TO EXHAUST ALL MEASURES TO SUCESSFULLY IMPLEMENT THE K TO 12 BASIC EDUCATION PROGRAM AND ENSURE THAT ALL THE NECESSARY ELEMENTS NEEDED FOR ITS IMPLEMENTATION SUCH AS CLASSROOMS, BOOKS, AND COMPETENT TEACHERS ARE PRESENT LEAVING OUR STUDENTS AND PARENTS NO ROOM FOR DOUBT THAT THE SAID PROGRAM WILL WORK; RESOLVED FINALLY TO ENCOURAGE ALL RESPONSIBLE AGENCIES, LOCAL GOVERNMENT UNITS, AND STAKEHOLDERS TO HELP THE DEPARTMENT OF EDUCATION IN THE IMPLEMENTATION OF THE K TO 12 BASIC EDUCATION PROGRAM.
