I.

BACKGROUND
A.) AORs General Information

-Linamon is a 5th Class municipality in the province of Lanao del Norte. According to the
2010 census it has a population of 17, 484 people in 3,051 households. The people in
Linamon are mixture of Cebuanos and Maranaos. However, it is predominantly Christian,
which comprise almost 85% of the town population, with a minority of practitioners of Islam
(10%).

Linamon is the Eastern Gateway to Lanao del Norte since it is the first 5th class
municipality of this southwestern province of northern Mindanao. It is about 11.5 km.
Southwest of Iligan city, bounded in the east by the Linamon River, The Larapan River and
the Municipality of Kauswagan in the west, Municipality of Matungao in the south and
facing Iligan Bay in the north. It is a coastal town of Lanao del Norte, where five of its eight
barangays are situated along the Iligan Bay area, and is considered as the Beach Capital of
Lanao del Norte, with its fine beaches spanning almost the entire coastal area of the
municipality that comprises 16 established beach resorts.
B.) Units Profile
LINAMON MUNICIPAL POLICE STATION under the direction of the Acting
Chief of Police, PSI DOMINGO SUAREZ MURILLO II together with twenty (20) active and
dexterous Police Non-commissioned Officers which strongly adhere with the rule of law and
implementation of directives from the chain of command. Thus, shall implement a responsive
and holistic anti-crime strategy to effectively prevent, control and suppress the occurrences of
crimes to insure the safety of the community.
C.) Crime Situation
The Linamon Municipal Police Station is lobbying towards transformation.
Generally, the benchmark sought aims to institutionalize productivity measures of the applied
input resources. There are various law enforcement activities which should be dealt with to
maintain law and order. Of these various law enforcement activities, patrol remains the basic
and most effective mode of law enforcement service delivery to the community.
However, patrol is given not much importance and often times endured less
attention and planning. There is a need to enhance our patrol methods by adopting

systematic and productivity measurement approach. With this, the Linamon MPS is working
for through Performance Governance System to be felt and meaningful to the community.
Thus, instilling accountability and responsibility by which law enforcement manager can have
definitive basis towards personnel administration to provide check on personnel performance.

LINAMON MPS in coordination with other government agencies in AOR particularly the
local government units, stake holders and the community will adopt Patrol 101
strategies. The core purpose of Patrol 101 is to systematize patrol operation and
provide ways for assessment and evaluation on the effectiveness of the patrol activities
implemented in ways to prevent and control criminality in our area.
3. EXECUTION
a. The execution of Patrol 101 area of operation will be divided into sectors. Deployment of
patrollers by sectors where crimes prevalent in the area. Each patroller will have Patrol
101 Sheet to serve as monitoring, evaluation and assessment tool.

COORDINATING INSTRUCTIONS:
a. Police Operational Procedures and respect for human rights must be strictly
observed at all times.
b. This IMPLAN shall be interpreted as complementary to PIPS.
c. All Chiefs of Police/Station Commanders shall create their respective patrol plan
following the concept herein provided subject to review and evaluation by the
Provincial Assessment and Evaluation Board.

d. Lateral coordination among operating units is highly encourage.

5. COMMAND AND SIGNAL:

Command

2.) Hierarchy of Command- ACOP SESPO Beat Patrollers
The Senior PNCO will conduct the Pre-Deployment Briefing to the Patrollers to
conceptualize a proper design of action, establish pre-determine targets, define the
area of coverage as well as ensuring its full coverage, pinpointing responsibility, instill
accountability and responsibility over the desired tasks and objectives which most likely
be conducted in Public places.
Sector 1 (Foot Patrol) conduct foot patrol in Public Market area from
8am-8pm for the day shift and 8pm-8am for the night shift.
Sector 2 (Motorcycle Patrol) conduct motorcycle patrol with their sector
from 8am-8pm for the day shift and 8pm-8am for the night shift.
Sector 3 (Mobile Patrol) conduct mobile patrol covering the National
highway up to the hinterland barangays of the area of responsibility from
8am-8pm for the day shift and 8pm-8am for the night shift.
