SMEC (Malaysia) Sdn Bhd is a locally registered engineering consultancy firm providing
multidisciplinary consultancy services in hydro and thermal power generation,
transmission & distribution, dam engineering, water resources, roads & transportation,
regional development and infrastructure and water supply.
SMEC (formerly known as Snowy Mountains Engineering Corporation) has a long history
of working in Malaysia. SMEC first established an office in Malaysia in 1970 in Kuala
Lumpur. In 1991 the Malaysian operations was incorporated as SMEC (Malaysia) Sdn
Bhd to better serve the needs of an expanding clients in Malaysia and the neighbouring
countries.
SMEC (Malaysia) became a wholly Malaysian owned company in May 2000 and is
registered with the Board of Engineers Malaysia and the Ministry of Finance Malaysia.
The firm is supported by local professionals, sub-professionals and administrative staff.
For specialist skills and additional resources SMEC (Malaysia) draws staff from SMEC
International of Australia, a large international engineering consulting and project
management organisation, which has successfully completed more than 2000 separate
projects in Australia and in 62 other countries for international funding and aid agencies,
as well as for government organisation and private sector clients.

INTRODUCTION
This multi-disciplined approach includes all of the mechanical, electrical and civil
engineering work associated with these types of projects, either as designers, project
managers or turnkey specifiers.
Combined with the primary plant design, SMEC can also provide the investigative, design
and project management for the fuel delivery systems and the electrical reticulation
systems including:

CLIENT INVOLVEMENT
SMEC firmly believes that an active client involvement is necessary for the successful
implementation of a power project, with the project being a tripartite relationship between
the client, supplier and consultant. In this way, the client has control over the day to day
designs that will effect the ultimate operation of the plant.
The detailed design approach that we promote includes the clients engineers and plant
operators being an integral part of the design team. This ensures the best match of
equipment components to be specified and purchased for the project.

The following core groups form the core of the design and management of projects. As
well as providing the necessary design functions, the groups also provide representatives
for site supervision and commissioning.
POWER SYSTEM GROUP
This group provides the conceptual designs, scoping studies and project definitions for the
power projects, and defines the operating parameters and budget constraints. Based on
these, the group will assemble process flow diagrams, concept designs and bid
specifications for the primary and ancillary plant.
MECHANICAL GROUP
This group will detail and assemble the mechanical systems and develop the piping,
instrumentation, equipment and installation details. The group also provides the detailed
installation requirements, or assembles specifications for turnkey supply contracts.
ELECTRICAL GROUP
This group provides the primary and detailed designs for the electrical switchgear,
protection and metering design, control and instrumentation, as well as Man Machine
Interface and SCADA design.
CIVIL AND STRUCTURAL GROUP
All of the civil works associated with the plant including; geotechnical services, civil and
structural engineering, architectural, water supply, water treatment, sanitation and
wastewater, building services and fire engineering designs are detailed under this group.

SPECIALIST GROUPS
SMEC has a number of specialist groups in house. They include:
FINANCIAL SERVICES SPECIALISTS
From the raw cost data provided by the various groups and the long term operating and
maintenance costs provided by the Power System group, the financial services specialists
can assist in the development of financial models that may be required to assess the
viability of any power scheme.
ENVIRONMENTAL SPECIALISTS
Environmental specialists provide input in regard to overall preparation of Assessments
of Environmental Effects for projects, and guidance regarding streamlining and
minimisation of cost and lead times associated with the consents process.
This group is able to provide input into development of Environmental Management
Systems for projects.
PROTECTION SPECIALISTS
Protection specialists provide the analysis and selection of protection schemes for the
primary power plant, substation and transmission systems.
TRANSMISSION LINE SPECIALISTS
Transmission line specialists can provide high voltage transmission line design and
construction supervision as well as route assessment, foundation design, and tower and
communications designs.
OIL AND GAS SPECIALISTS
Primary designs, equipment selection, pipelines, supervision of installation and
commissioning for any of the fuel groups that may be required.

Engaged by the client responsible for the Engineering Procuremet and
Construction Management of a 11.5 biomass (EFB) power plant at Pasir Gudang,
Johor, Malaysia utilizing empty fruit bunches and selling power to Tenaga
Nasional Berhad (TNB) distribution grids. SMEC provided the feasibility
study, vendor selection, financial model, assistance with authority approval,
assistance in obtaining financing, tender design and tender document
preparation for multiple tender packages, project management and
construction supervision.

The Biogas Power Project development by GTE is the construction of a 1.5MW Biogas Power Plant
using POME as a primary fuel. The net power output of 1.35MW will be sold to Provincial
Electricity Authority (PEA) under a Power Purchase Agreement (PPA) for a Very Small Power
Producers (VSPP) Non-Firm Contract.
SMEC is engaged as the Independent Checking Engineer for the funder, the Siam Commercial
Bank.

This plant is a continuous process plant, producing Biodiesel (Methylester) as the main product,
and glycerine as the secondary product utilizing palm RBD Olein and RBD Stearin. It has a
production capability of generating 100,000 tonnes of biodiesel per year with 8,000 running hours
per year. It also produces 11,600 tonnes of crude glycerine (82-85% purity) per year.
The technology provider is Desmet Ballestra Oleo from Italy.
SMEC were engaged to provide engineering consulting and project management services for the
project.

20TPH of process steam. The plant is designed for rice husk fuel to burn and generate heat to the
boiler. The boiler then generates steam to turn the turbine shaft to generate electric power.
Under the Thailand SSP scheme, Power Prospect project will supply up to 8.0MW (nett) power to
PEA 22kV grid. At the same time, supplying 20TPH process steam to the nearby rice mill.
SMEC is engaged to provide Engineering, Procurement and Construction Management (EPCM) for
the project.

services for the project.
The power plant is to be fuelled mainly (up to 100%) by oil palm empty fruit bunches (EFB) and
shall possess the capacity and flexibility to utilize other biomass fuels such as oil palm shells, oil
palm fibre and wood waste including wood chips, forest residues and sawdust.
Under the Malaysian SREP scheme, Naluri will supply up to 9.9MW (nett) power to TNB 22kV
grid.

SMEC undertook preliminary design, tendering and evaluation for the equipment supply of a 7.5
MW direct fired biomass gas turbine.
Bioten Corporation of the United States developed the Biomass Fired Gas Turbine. It uses a
modified LM-1500 gas turbine, which allows biomass to be burned directly in an offset combustor.
The facility is simple and bypasses the need for complex and expensive gasification. Costs of
setting up and running a plant is comparable with gas fired gas turbine systems.
The Leeton facility was designed to burn rice hulls. The facility will be capable of burning any
biomass material including other grain husks, cotton hulls, wood waste, sugar cane leaves and
bagasse, urban tree cuttings, and the like.
