SOFTBALL TOURNAMENT
TECHNICAL GUIDELINES, RULES AND REGULATIONS
1. NAME OF COMPETITION
2015 Division Athletic Meet
2. DATE AND VENUE
The tournament will be held from November 12-14, 2015 at Lingayen Beachfront,
Lingayen, Pangasinan.
3. ELIGIBILITY OF PLAYERS
The sole judge of a participants eligibility totally lies within the judgment of screening
committee.
4. SYSTEM OF ELIMINATION
Double Elimination
5. RULES THAT WILL GOVERN THE TOURNAMENT
The rules and regulation that will govern the tournament will be the 2010-2013
International Softball Federation (ISF) Rule Book. With some modification stated in this ground
rules.
6. THE GAME OF SOFTBALL FOR BOTH ELEMENTARY AND SECONDARY SHOULD BE
PLAYED FOR
a. Five innings in the elimination round up to the placement game (3 rd placer) with
the application of the Ten-Run Rule.
b. If one of the team leads by 10 runs or more after 3 completed innings or 2
innings if the home team is ahead.
c. Seven (7) innings for the championship games with the application of the ISF
2010-2013 Runs Ahead Rule (Mercy Rule).
*(Mercy Rule 15 runs after the 3 innings, 10 runs after the 4 innings, and 7 runs
after 5 innings.)
d. In case of PLAY-OFF, the game shall be played for five (5) innings with the
application of the Ten-Run Rule. A grace period of 30 minutes shall be given.
7. THE TIE-BREAKER RULE WILL BE APPLIED AFTER THE FIFTH ON A FIVE-INNING
GAME AND SEVEN-INNING GAME.
8. RULE OF IMMEDIATE SUCCESSION SHALL BE OBSERVED.
Only the first game in the morning shall be given fixed time. Games that follow shall
start shortly after the end of the preceding game.
9. DEFAULT
All teams shall be given twenty-five (25) minutes grace period before being declared in
DEFAULT.
10. BORROWING/EXCHANGING OF UNIFORM SHALL NOT BE ALLOWED.
Anybody caught using anothers number during the progress of the games shall be put
out and be ejected from the game.
11. CONFERENCES
a. DEFENSIVE CHARGE CONFERENCE three (3) calls to confer in the whole duration
of the game which the coach may opt to use in an inning.
PENALTY: Removal of the pitcher from the pitching position.
b. OFFENSIVE CHARGE CONFERENCE only one (1) call to confer in every inning
shall be allowed.
PENALTY: Ejection of the coach or the players who insisted the conference.
12. DRAG PITCH MAY BE USED AND JUMP PITCH SHALL BE ALLOWED.

13. PITCHER HITTING BATTERS BY A PITCH BALL


a. If the pitcher hits three (3) batters in an inning, she shall be removed from the
pitching position but may still play in other position.
b. If the pitcher hits five (5) batters during the game, she shall be removed from the
pitching position but may still play in other position. If a pitcher upon the
judgment of the umpire deliberately hit the batter by a pitch ball, the pitcher will
be ejected from the pitching position and in the game with an additional penalty
of 1 game suspension for the unsportsmanlike conduct.
14. INTENTIONAL WALK
If the pitcher desires to walk a batter intentionally, it is sufficient to notify the plate
umpire of the intent so as not to go through the motion of pitching. In this case, the ball is
dead and runners cannot advance unless forced.
15. BATS
Only the ISF/ASA certified bats and those bats that have met the required specifications
shall be allowed to be used.
16. HELMETS
Helmets are mandatory on offense for batters, on deck batters, batter-runners, runners,
and players who coach in the first and third base coachs box. DELIBERATE REMOVAL OF THE
BATTING HELMET of any runner during a live ball play shall cause the violator to be declared
out immediately. The ball remains alive.
17. ONLY THE DH-RULE SHALL BE USED AND NOT THE DP-RULE.
18. WARM-UP CATCHERS MUST WEAR PROPER GEAR OR AT LEAST THE CATCHERS
MASK. NO COACH SHALL BE ALLOWED TO WARM UP THE PITCHER ON THE GAME.
19. DISPUTED CALL
When a coach or a player of either team questioned the judgment of the umpire:
A warning shall be given for the first offense.
Shall be ejected from the game on the second offense with an additional one
game suspension on the next scheduled game as penalty.
20. APPEAL
The proper way of making appeal shall be observed. Shouting at the umpire shall NOT
be allowed.
Warning shall be given for the first shouting offense.
Ejection from the game for the second shouting offense.
21. PROTEST
All protests must be settled on the playing field. No protest will be considered after the
completion of the game or on the judgment call.
22. TEAM PRACTICE
Teams schedule to play will be given ten (10) minutes practice on the diamond before
the game.
23. BATTING LINE UP
It must be submitted at least 30 minutes before the schedule time.
