    TheUniversalHealthInsuranceschemethatwastobeintroducedinIndiaisstilltobeimplemented.Insuranceofficialssaidthat
    theministryisyettoprovideafinalblueprintfortheplanwhichwastosubsumetheRashtriyaSwasthyaBimaYojana(RSBY).

    InhisBudgetspeechlastyear,financeministerArunJaitleyhasannouncedaNewHealthProtectionScheme.Hehad
    expressedconcernthataseriousillnessoffamilymember(s)causesseverestressonthefinancialconditionofthepoorand
    economicallyweakfamilies,shakingthefoundationoftheireconomicsecurity.

    Inordertohelpsuchfamilies,theGovernmentwilllaunchanewhealthprotectionschemewhichwillprovidehealthcoverupto
    Rs1lakhperfamily,theFinanceMinistersaid.Forseniorcitizensoftheage60yearsandabovebelongingtothiscategory,an
    additionaltopuppackageuptoRs30,000willbeprovided,hehadthensaid.

    However,thecontoursofhowthepolicywillbeframedincludingwhowillbeeligible,premiumsandhowwilltheprocessof
    allocatingthestatesforeachinsurer.

    TheexistingtendersfortheRSBYschemesarebeingrenewedonlyforashortduration.Whiletheinitialdeadlinewasto
    launchthisnewschemebyApril1,thislooksunlikely,saidthechiefofalargegeneralinsurancecompany.

    InIndia,morethantwothirdsofexpenditureonhealthisthroughOutofPocket(OOP)whichisconsideredinefficientandthe
    leastaccountablewayofspendingonhealth.Healthinflationisaround18percentonanaveragewhichmakeshospitalisation
    anexpensiveaffair.

    RSBYschemewaslaunchedin2008forBelowPovertyLine(BPL)households,buthasbeenexpandedtocoverotherdefined
    categoriesofunorganisedworkers.ThebeneficiariesunderRSBYareentitledtohospitalisationcoverageuptoRs30,000per
    annumonafamilyfloaterbasis,formostofthediseasesthatrequirehospitalisation.

    ThebeneficiariesneedtopayonlyRs30asregistrationfeeforayearwhileCentralandStategovernmentpaysthepremiumas
    pertheirsharingratiototheinsurerselectedbytheStateGovernmentonthebasisofacompetitivebidding.

    Duetotheconfusionaroundthelaunchofthenewschemes,RSBYtendersthatarecominginforrenewalarebeingdoneso
    onlyforthreetosixmonths.Itisnotclearwhetherallinsurerswillbeeligibletoparticipateoronlythepublicsectorinsurers
    wouldbeapartofit.

    Oncethenewschemeislaunched,allstateswillhavetoreworkthetenderprocesstoselectthelowestbidderforthescheme
    inthatparticulararea.Itisanticipatedthatpremiumpaymentscouldalsobemadecashless.

    Insurersareoftheviewthatthenewhealthschemewouldenablethatthenumberofailments/procedureswherecompletecost
    oftreatmentscanbecoveredwouldincreasethanintheexistingscheme.
