2 Overview
2.1 Introduction
Due to the rapid rise of smartphone use in recent years, packet switched (PS) paging messages
have accounted for an increasingly large proportion of paging messages. Conventionally, PS
paging messages are sent to the entire location area (LA) or routing area (RA) because the RNC
does not know on which cell a UE in idle mode camps. Due to the large paging area, the
conventional paging mechanism causes high Uu-interface paging load and even PCH
congestion.
To address this issue, the Layered Paging in Idle Mode feature has been introduced. This feature
enables the RNC to perform layered paging on a UE in idle mode as follows:
1. First-layer paging: The RNC first pages the UE in the last camped-on cell and the cell's
neighboring cells under the same RNC.
2. Second-layer paging: If the first-layer paging fails, the RNC pages the UE in the entire LA
or RA.
Layered Paging in Idle Mode reduces the Uu-interface paging load, relieves PCH congestion,
and reduces costs of splitting LAs or RAs.
Figure 2-1 compares the paging area for conventional paging with the paging area for layered
paging.

2.2 Benefits
Layered Paging in Idle Mode reduces the Uu-interface paging load of UEs in idle mode. The
reduced paging load is:
For example, the Uu-interface paging load of UEs in idle mode decreases by 30% to 70% in the
following scenario:
2.3 Architecture
The Layered Paging in Idle Mode feature consists of three functions:
Figure 2-2 shows the relationships between the three functions of Layered Paging in Idle Mode.

When the RRC connection of a UE in idle mode is released, the Layered Paging in Idle Mode
feature enables the RNC to record the UE's subscriber information (including the subscriber
identifier and the information about the last camped-on cell) in a UE location information table.
In areas where a large number of UEs move at high speeds (for example, highways), the first-
layer paging is prone to failure and accordingly the second-layer paging is triggered. You can
add cells in such areas to the cell blacklist for Layered Paging in Idle Mode to prevent first-layer
paging failures and consequent decreases in feature benefits. If the UE to be paged camps on a
blacklisted cell, the RNC does not record the UE's subscriber information in the UE location
information table.
When the UE performs an LA update or the RNC reassigns the UE a temporary mobile subscriber
identity (TMSI), the RNC updates the UE's subscriber information.
4 Layered Paging
If the last camped-on cell of a UE can be found in the UE location information table, Layered
Paging in Idle Mode enables the RNC to perform layered paging to shrink the paging area.
1. The RNC first pages a UE in idle mode in the last camped-on cell and the cell's neighboring
cells under the same RNC.
2. If the RNC does not receive any response from the UE at the expiry of the layered paging
timer, the RNC pages the UE in the entire LA or RA.
If the last camped-on cell is not found in the UE location information table, the RNC directly
pages the UE in the entire LA or RA.
1. Upon receiving a paging message from the Iu interface, the RNC determines whether to
perform layered or conventional paging.
l If layered paging is determined, the RNC proceeds to step 2.
l If conventional paging is determined, the RNC proceeds to step 3.
The RNC determines to perform layered paging when the following conditions are met:
l The license controlling this feature has been activated.
l The UE to be paged is in idle mode.
l The IDLE_LAYERED_PAGING_RT_SWITCH (for real-time services) or
IDLE_LAYERED_PAGING_NRT_SWITCH (for non-real-time services) is turned
on or both of them are turned on, depending on the type of service the UE is processing
l The UE's subscriber information can be found in the UE location information table.
l The last camped-on cell of the UE is not on the cell blacklist for Layered Paging in Idle
Mode.

The following formula is used to calculate the length of the previously mentioned layered paging timer
whose unit is ms:
Length of the layered paging timer = 2a x 10 + 360
where the value of a varies in the following scenarios:
l If the paging message from the CN contains the information element (IE) DRX Cycle Length
Coefficient:
l CS paging: The value of a is equal to the smaller of DRXCycleLenCoef(BSC6900,BSC6910) in
the ADD UCNDOMAIN command and DrxCycleLenCoef(BSC6900,BSC6910) in the SET
UFRC command.
l PS paging: The value of a is equal to the value of the IE DRX Cycle Length Coefficient.
l If the paging message from the CN does not contain the IE DRX Cycle Length Coefficient:
CS or PS paging: The value of a is equal to the smaller of DRXCycleLenCoef in the ADD
UCNDOMAIN command and DrxCycleLenCoef in the SET UFRC command.
Due to UE mobility, if subscriber information in the UE location information table is not updated
for a long period of time, UEs in idle mode may have left their last camped-on cells and related
neighboring cells under the same RNC. As a result, the first-layer paging success rate decreases.
Therefore, the RNC must perform aging management on subscriber information in the UE
location information table. The UsrLocInfoAgingTmr(BSC6900,BSC6910) parameter
specifies the length of the aging timer. If a UE in idle mode does not interact with the RAN
before the timer expires, the RNC removes the UE's subscriber information from the UE location
information table.
6 Related Features
l WRFD-140206 Layered Paging in URA_PCH reduces the Uu-interface paging load of UEs
in the URA_PCH state.

7 Network Impact
System Capacity
This feature reduces the paging load of UEs in idle mode and increases the system paging
capacity.
Network Performance
If the second-layer paging is initiated, the end-to-end service establishment delay increases. The
length of the increased delay depends on the length of the layered paging timer.
8 Engineering Guidelines
l The Uu-interface paging load on a live network is heavy (the PCH usage exceeds 60%).
l The Uu-interface paging load of UEs in idle mode exceeds 20% of the total Uu-interface
paging load.
If the second-layer paging is initiated because the first-layer paging fails, the end-to-end service
establishment delay increases. The increased delay does not affect the experience of users
processing non-real-time services because they are insensitive to service establishment delays.
You can use this feature for real-time services if the paging congestion is still severe and users
are insensitive to real-time service delays.
If some cells cover areas where a large number of UEs move at high speeds, you can add these
cells to the cell blacklist for Layered Paging in Idle Mode.
l PCH usage
PCH usage = VS.UTRAN.AttPaging1/(SP x 100 x 5)
where SP is the measurement period of the VS.UTRAN.AttPaging1 counter and is
measured in seconds.
l Proportion of the Uu-interface paging load of UEs in idle mode to the total Uu-interface
paging load
Proportion of the Uu-interface paging load of UEs in idle mode to the total Uu-interface
paging load = (VS.UTRAN.Paging1.Att.Idle.CS + VS.UTRAN.Paging1.Att.Idle.PS)/
(VS.UTRAN.AttPaging1)
This proportion is proportional to the amount of reduced Uu-interface paging load.
l Information about cells covering areas where a large number of UEs move at high speeds
Collect the information based on the site engineering parameter settings or the local cell
configurations.
l Multicarrier networking strategy
Obtain the strategy based on the configurations of the target network.
Assume that the target network has the following configurations:
Service steering is enabled.
Frequencies F1 and F2 are configured, where F1 preferentially carries R99 services,
and F2 preferentially carries High Speed Packet Access (HSPA) services.
UEs in idle mode are allowed to camp on the cell (named cell 1) served by F1 but are
not allowed to camp on the cell (named cell 2) served by F2. Cells 1 and 2 cover the
same area.
UEs in cell 1 can move to cell 2 through blind handovers because cell 2 is configured
as cell 1's inter-frequency co-coverage neighboring cell. However, UEs in cell 2 cannot
move to cell 1 through blind handovers because cell 1 is not configured as cell 2's inter-
frequency co-coverage neighboring cell.
Then, UEs can no longer camp on cell 2 after transiting from the CELL_DCH state to
idle mode due to service releases. After they reselect cell 1, they do not notify the RAN
of the cell reselection if cells 1 and 2 are configured in one LA or RA. Therefore, the
RAN still regards these UEs as in cell 2. As a result, the first-layer paging on these UEs
will fail, which decreases the first-layer paging success rate. Therefore, you are not
advised to activate the Layered Paging in Idle Mode feature in cell 2.
After obtaining the multicarrier networking strategy, determine the following:
Whether the target cell allows UEs in idle mode
Run the RNC MML command LST UCELLACCESSSTRICT with CellId
(BSC6900,BSC6910) and LstFormat specified to determine whether the target cell
allows UEs in idle mode. In the command output, if the value of the IdleCellBarred
(BSC6900,BSC6910) parameter is NOT_BARRED, the target cell allows UEs in idle
mode. If the value is BARRED, the target cell does not allow the UEs.
Whether the target cell has been configured with an inter-frequency co-coverage
neighboring cell that allows blind handovers from the target cell
Run the RNC MML command LST UINTERFREQNCELL with RNCId, CellId,
NCellRncId, NCellId, and LstFormat specified to determine whether the neighboring
cell involved allows blind handovers from the target cell. In the command output, if the
value of the Blind Handover Flag parameter is TRUE, the neighboring cell allows
blind handovers. If the value is FALSE, the neighboring cell does not allow blind
handovers.
l Location area code (LAC) or routing area code (RAC) of the RNC and the average number
of neighboring cells for each cell under the RNC
The number of cells in an LA or RA is proportional to the amount of reduced Uu-interface
paging load of UEs in idle mode.
The average number of neighboring cells for each cell in an LA or RA is inversely
proportional to the amount of reduced Uu-interface paging load of UEs in idle mode.
8.3 Planning

8.4 Deployment
8.4.1 Requirements
The license for the Layered Paging in Idle Mode feature has been activated. For details about
the license items and how to activate the license, see License Management Feature Parameter
Description. Table 8-1 lists the license information for Layered Paging in Idle Mode.

Cell ID CellId After receiving a paging message from the CN, the Radio

Step 1 (Optional) Configuring the cell blacklist for Layered Paging in Idle Mode
1. Run the RNC command ADD UUNIDLELAYERPGCELL to add a cell to the cell
blacklist. The CellId(BSC6900,BSC6910) parameter in this command specifies the cell to
be added. Once a cell is added to the cell blacklist, UEs in this cell cannot be paged using
the Layered Paging in Idle Mode feature.
2. Run the RNC MML command RMV UUNIDLELAYERPGCELL to remove a cell from
the cell blacklist. The CellId(BSC6900,BSC6910) parameter in this command specifies the
cell to be removed. Once a cell is removed from the cell blacklist, UEs in the cell can be
paged using the Layered Paging in Idle Mode feature.
NOTE
If the Layered Paging in Idle Mode feature has been activated and then deactivated, ensure that the cell
blacklist for Layered Paging in Idle Mode is correctly configured before activating this feature again. If
the cell blacklist is incorrectly configured, the benefits provided by this feature are reduced.

When RAN Sharing or MOCN is applied, run the RNC MML command SET LICENSE and
specify the Layered Paging in Idle mode-Erlang and Layered Paging in Idle mode-kbps
parameters for primary and secondary operators separately.
When configuring the Layered Paging in Idle Mode feature on the CME, perform a single configuration first,
and then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification before
logging out of the parameter setting interface.
When RAN Sharing is applied, run the RNC MML command SET LICENSE on the LMT to set the licensed
volume of CS/PS traffic using Layered Paging in Idle Mode for primary and secondary operators because the
CME does not support license operations.
Set parameters on the CME according to the operation sequence in Table 8-3. For instructions
on how to perform the CME single configuration, see CME Single Configuration Operation
Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

l If this feature has been activated for non-real-time services, check the value of the counter
VS.Paging1.Succ1.Idle.NoneRealTime.Cell. If the value is not zero, this feature has been
activated.
l If this feature has been activated for real-time services, check the value of the counter
VS.Paging1.Succ1.Idle.RealTime.Cell. If the value is not zero, this feature has been
activated.
8.4.5 Deactivation
You can also use MML commands or the CME to deactivate Layered Paging in Idle Mode.
When configuring the Layered Paging in Idle Mode feature on the CME, perform a single configuration
first, and then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence in Table 8-4. For instructions
on how to perform the CME single configuration, see CME Single Configuration Operation
Guide.

If the first-layer paging success rate for an RNC is too low (for example, lower than 65%),
optimize the parameter settings by referring to section 8.4.7 Parameter Optimization.
The benefits provided by this feature are reflected by the reduced Uu-interface paging load of
UEs in idle mode.

parameter at the RNC.
