STATEMENTOFPROBABLECAUSE

TheComplainantstatesthatthefollowingfactsestablishprobablecause:

YourcomplainantisalicensedpeaceofficeremployedbytheWoodburyPoliceDepartment.Basedonthe
reportsrelativetoincidentsthatoccurredonoraboutJanuary12,2017,involvingMatthewScottWhite,
DOB07/27/1988,andJodeanDanielleTaylor,DOB01/23/1988,complainantoffersthefollowing
statementtoestablishprobablecause:

OnJanuary12,2017,M.R.C.,aresidentat1580ParkwoodDrive,intheCityofWoodbury,Washington
County,Minnesota,reportedthatovernightsomeonehadbrokenintohisvehiclewhichwasparkedinthe
secureundergroundgarageofhisapartmentbuilding.Hestatedthathiswindowswererolleddownslightly
andthatthevehiclewasaccessedthroughthewindow.Hefoundthevehicleunlockedanditappearedthat
ithadbeenrummagedthrough.SeveralitemsweremissingfromthevehicleincludingaCobraXRSRadar
Detector,prescriptioneyeglasses,anI-phonecharger,aUSBcharger,severalHarryPotterDVDs,a
garagedooropener,aCabela'spocketknife,somecash,andaTomTomGPSUnit.M.R.C.reportedthat
hedidnotgiveanyonepermissiontoenterhisvehicleortaketheitems.

Thatsamedaytworesidentsof1525ParkwoodDrive,intheCityofWoodbury,WashingtonCounty,
Minnesota,reportedthatovernighttheirvehicleshadbeenbrokenintooraccessedwhileparkedintheir
secureundergroundgarageanditemsweremissingfrominsidetheirvehicles.M.P.K.reportedthata
windowonhervehiclehadbeenbrokenandherpursewasstolenfrominsidehervehicle.Thepursewas
describedasaHandMlargetanpurseanditcontainedherwalletwithherMinnesotadriver'slicense,
socialsecuritycard,severalcreditcards,acheckbook,prescriptionmedicineandprescription
eyeglasses.N.M.A.'sunlockedvehiclewasalsoaccessed,andthegaragedoorremoteopenerwas
missingfrominsidethevehicle.NeitherM.P.K.orN.M.A.gaveanyonepermissiontoentertheirvehicles
andtakeitemsfrominside.

Surveillancevideofrom1580ParkwoodDriveshowedamaleandfemaleenteringthebuildingafterthe
malepriedopenthefrontdoorofthebuilding.Thefootageshowedthatthemalethenactedasalookout
whilethefemalewentintotheundergroundgaragearea.Thesametwopersonswerecapturedon
surveillancevideoat1525ParkwoodDrive.Theywerebothwearingthesameclothingandcarryingthe
samebagsineachvideo.ThemalewasidentifiedasMATTHEWSCOTTWHITE,DOB07/27/1988,
hereinafterreferredtoasDefendantWhite.ThefemalewasidentifiedasJODEANDANIELLETAYLOR,
DOB01/23/1988,hereinafterreferredtoasDefendantTaylor.

OnJanuary21,2017,afemaletestdroveaHondaPilotvehicleatMinutemanAutoSalesinSt.Paul,
Minnesota.SheusedM.P.K.'sdriver'slicensetoidentifyherself.Whenthesalesmanwenttomakeacopy
ofthedriver'slicensethefemaledroveoffwiththevehicleandneverreturnedit.Itwaslaterreportedstolen
totheSt.PaulPoliceDepartment.ThatvehiclewaslocatedonJanuary27,2017,outsidetheBest
WesternHotelinOakdale,Minnesota.DefendantWhiteandanothermalewerewalkingbackandforth
fromhoteltothevehicleandactingsuspiciously.Themalewhowasseatedinthevehiclewasarrested,
andasearchrevealedthathehadmethamphetamineonhisperson.DefendantWhiteranfromofficers
whenhesawthemwiththevehicle.WhenapprehendedDefendantWhitehadmethamphetamineonhis
person,aswellasthekeytothevehicleandakeytoroom204.Numerousitemsofmail,checks,receipts,

debitcardsandpaperworkbelongingtootherpersonswaslocatedinthevehicle.DefendantTaylorwas
locatedinthehotelinroom204.Duringasearchofroom204(pursuanttoasearchwarrant)officers
locatednumerousitemsofmail,checks,creditcards,andidentificationsbelongingtootherpersons,as
wellasaChecksoftcomputerprogramandcheckwritingpaper.Aboutfortystolenidentificationswere
recoveredduringthesearchesofthevehicleandroom.OfficersalsolocatedaCostcomembershipin
M.P.K.'snamebutwithDefendantTaylor'spictureandacheckbelongingtoM.P.K.inDefendantTaylor's
purse.ThepursewasthesamebagDefendantTaylorwascarryinginthesurveillancevideoatboth1580
and1525ParkwoodDrive.Clothingmatchingthatwornbybothdefendantsinthesurveillancevideowere
alsolocatedintheroom.TheCobraradarDetector,Cabela'spocketknife,I-phonecharger,USBcharger,
garagedooropenerandTomTomGPSunitbelongingtoM.R.C.,andglassesandagaragedooropener
believedtobelongtoM.P.K.werelocatedinthehotelroom.ThesalesstaffatMinutemanAutoSales
identifiedDefendantTaylorfromphotoline-upsasthefemalewhousedM.P.K.'sdriver'slicenseandtook
theHondaPilotfromtheirlot.

DefendantWhitehasanextensivehistoryoffelonyburglaryandtheftconvictions.Atthetimeofthis
complainthehadanactivewarrantoutofWashingtonCountyforfailingtoappearforcourtonfelony
chargesrelatedtowhenhewasfoundwiththestolenvehicleonJanuary27,2017.DefendantTayloris
currentlyonprobationforconvictionsforGMtheftaswellasfelonycheckforgeryandpossessionofstolen
orcounterfeitchecks.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendants arrest
or other lawful steps be taken to obtain Defendants appearance in court, or Defendants detention, if already in custody,
pendingfurtherproceedings.Defendantisthereforechargedwiththeabove-statedoffense(s).
