Set up in 194 9 to safeguard se curity th ro u g h jo in t
defence N ATO has su ccessfu lly preserved peace in
Europe fo r over 30 years. B u t the fu tu re preservation
o f peace depends on th e c o n tin u in g c re d ib ility o f
th e 1 5 -n a tio n A llia n c e as an in stru m e n t fo r defence
and deterrence.

Over th e last decade the massive b u ild -u p o f S oviet


m ilita ry p o w e r - far e xceeding le g itim a te defensive
requirem ents - faces N ATO w ith a gre atly increased
th re at on all fron ts. A t sea th e relentless g ro w th o f
th e S oviet N avy has p ro vid e d the USSR w ith a new
and fle x ib le w o r l d -w id e m a ritim e ca p a b ility.
