BACKGROUND

Marilao, officially the Municipality of Marilao, or also known as Bayang ng Marilao, is a 1st class municipality in the province
of Bulacan, Philippines. With the continuous expansion of Metro Manila, the municipality is part of Manila's built-up area
which reaches San Ildefonso on its northernmost part. Marilao is 22 kilometres (14 mi) from Manila and 23 kilometres
(14 mi) from Malolos City.
Marilao is one of the 21 Philippine municipalities, informally called "League of 21", that have met the requirements for
cityhood set by the Constitution and Local Government Code of the Republic of the Philippines and as agreed upon by the
League of Cities of the Philippines (LCP).

At present, Marilao has a total Land Area of 3,374 hectares. Consisted of 16 Barangays, namely: Abangan Norte, Abangan
Sur, Ibayo, Lambakin, Lias, Loma De Gato, Nagbalon, Poblacion I, Poblacion II, Prenza I, Prenza II, Saog, Sta. Rosa I, Sta.
Rosa II, Tabing-Ilog and Patubig.

Barangay Ibayo
Ibayo is situated at approximately 14.7520, 120.9730, in the island of Luzon. Elevation at these coordinates is estimated at
13.0 meters or 42.7 feet above mean sea level.
Ibayo shares a common border with the following barangay(s): Poblacion I, Calbario, Lias, Saog and Pandayan
HISTORY

During the succeeding periods in the Philippine History, the municipality of Marilao has curved an important note; on March
28, 1898 during the early periods of the Philippine American forces under General McArthur Sr. met still resistance from
stubborn Filipino forces within the outskirts of the town. The patriotism of the people of Marilao was again duplicated 12
persons and burned part of the Poblacion and nearby barrios. Among those killed were prominent citizens of the town who
have refused collaboration and turned enemies of the Japanes administration.

The name of the town was derived from a plant called 'Dilaw', a type of shrub that can be found within the town. The origin
of the Municipality of Marilao is closely linked with the political and cultural history of Meycauayan City. In fact, Marilao was
just one of the barrios surrounding the Municipality of Meycauayan established by the Franciscans in 1578.

Due to Meycauayan's high rate of population growth and rapid pace of its economic advancement, one by one, the large
barrios separated from the mother town and became individual municipalities. Among these barrios is the duly constituted
Municipality of Marilao established on April 21, 1796.

The very first town church was constructed in a place known as Tawiran. The old chapel however, has stood 50 years
before. On October 20, 1888, the municipal building was constructed beside the old chapel.

The inauguration of the first locomotive in the Philippines has brought Marilao the benefits of modern telegraph
communications system together with other nine towns near Manila. However, it was not until March 24, 1889 that railroad
construction was completed.
Municipality of Marilao continues to excel in different manners, not only for inter-municipal but also outside the Province of
Bulacan.

BARANGAY IBAYO

Barangay Ibayo has a set of Sitios, these include, Sitio Bubuyog which today is known as St. Martin Subdivision, Sitio
Pansol as the De Castro Subdivision today, and Sitio Saog as the Barangay Saog ng Bayan ng Marilao.
During the Spanish period, Barrio Kaliwa was belong to barangay Lias. It was only separated and declared as an individual
when the officials of Bayan ng Marilao approved the ordinance in 1941, WWII. As time passed by, the people lived in the
place subconsciously changed the name of Bario Kaliwa to Bario Ibayo, it was believed that the reason behind this is
because of the common answer to “Saan ka pupunta?” was always “Sa kabilang ibayong ilog”.
In the year 1950, it was 90% filled with rice fields, trees, clean irrigations, and house was in small amount. The existing
chapel and Pamahalaan ng Barangay today was lulublubang ng kalabaw then. During those days, how they vote during
elections was by raising their hands, unlike today. The first highest official of Barangay Ibayo was Lucio “hari” in 1949 and
his term end in 1952. It was followed by Fernando Victotiano (1952-1955), Hilario Angeles (1955-1956), Sina Mariano
Castro (1957-1959), Demetrio Cruz (1959-1963), Lino Cruz (1967-1971), Faustino Jose (1971-1979), Socorro Jose
(1979-1982), Benito Dy (1982-1989), Flaviano Dazo, Engr (1989-1994), Engr. Edgardo R. San Jose (1994-2007), Evelyn T.
Agno (2007-2013), and the last recorded stated was the 2013 election, which belongs in a party list “straight vote” and the
first member to win the position, Joey P. Amador.

Bulacan may consist of tagalogs, but the ethnics of residence in Barangay Ibayo was originally rooted in Visaya, Mindanao,
Bicol, Ilocos, Pampanga, and Batangas. They have travelled too far, and test the rich of their destiny.
POPULATIONS

Its population as determined by the 2019 Census was 14,108. This represented 4.55% of the total population of Marilao.
