2 External Quality Control

It is a process of retrospectively comparing results from different laboratories through the use of
external agency. It is conducted to asses accuracy by comparing results with other laboratories with similar
or different methodologies. This involves:
1. Inter-laboratory comparison or proficiency-testing
2. Third-party control
3. External Quality Assessment Scheme

16.2.1 National External Quality Assessment Scheme

The NEQAS is conducted by National Reference Laboratories in order to monitor the quality
performances of clinical laboratories in Hematology, Clinical Chemistry, Immunology and Microbiology.

16.2.2 Guidelines for the Implementation of NEQAS

1. The laboratory participates in the annual NEQAS as part of the external quality control, program.
The schedule of NEQAS is only determined by the PCQACL.
2. The laboratory must submit the registration form together with the order of payment for fees before
the specified deadline.
3. Unknown samples are send to the laboratory from the specified NRL supervising the specific
NEQAS of each participating section.
4. Performance of the tests is facilitated by the head. The results are submitted to the NRL before
the specified deadline.
5. Certificate of registration shall be issued by the NRL to the participating laboratory. This shall be
one of the documentary requirements for the renewal of license to operate.
6. For the initial implementation of NEQAS, only one certificate of participation shall be required.
7. NEQAS for other laboratory tests will be performed on a latter period depending on the capability
of the concerned NRL.
8. The specific fees for the participation of NEQAS (as of 2009) are as follows:
