LOGISTICS MANAGEMENT (OPS-TECH-INFRA)

FOR ENHANCING ICG CAPABILITY

Introduction:-

Being developing country and present scenario

First: to be INFRA

Second: to be TECH

Third: to be OPS

We are in a rapidly growing service with wealth of knowledge from operational

experience. The service is highly dynamic.

For any organisation to flourish, Logistic management plays a nodal role.

Logistics management is defined as the art and science of planning a framework for

the management of material resourcing, production and distribution of information

services, communication and control system to the appropriate person at the

appropriate destination within stipulated timeframe without compromising the quality

and time.

LOGISTITCS MANAGEMENT (OPS-TECH-INFRA):-

The logistics management can be broadly categorised in to following:-

INFRASTRUCTURE:

We are facing acute shortage of resources, hence it is important to exploit the

existing resources judicially. Available resources are to be utilized smartly and

carefully. With, the present developing scenario, education is the basis for a job,

reputation is the basis of a business and infrastructure is the basis of any

Organisation development and Nation, Trends have changed and the service has

switched to smart development with an aim towards rapid growth. Living standard is

also a major factor to increase efficiency of human as well as of an organisation.

Basic infrastructure is the most important factor for augmenting growth and

alleviation of poverty in country. For any organisation of flourish, the basic

infrastructure with continued growth prospective is essential.

Social infra structure plays an important role in enhancing the working culture

and development of organisation which in turn develop quality of life. Social

infrastructure enhances the social well being and further organisation growth by

providing basic service and facilities which allow organisation to develop and

flourish. Social infrastructure is a subset of the infrastructure sector and typically

include assets that accommodate social service which directly affects the efficiency

of an organisation as well as individual’s personal and social life. If person is does

not fulfil his social requirement he cannot give his best to the organisation.

Sources:

An information source is a person, thing or place from which information

comes or obtained. Example of a sources are photographs, video recordings, letters,

films, peaches, in present world any research material must have supporting

documents that can prove validity and reliability of the research paper. The first is the

validity of the information. This is the truthfulness of the source in respect to the

information presented. The second piece of the analyzing a source is to look at the

reliability of the source. A reliable source is obviously very useful to the historian
because it can provide accurate details that can be used to provide an outline of

event.

Quality:

In manufacturing, Quality means, measure of excellence or a state of being

free from defects, deficiency and significant variations. It is brought about by strict

and consistent commitment to certain standards that advice uniformity of product in

order to satisfy specific customer or user requirement. Quality management is the

act of overseeing all activities and task need to maintain a desire level of excellence.

This include the determination of a quality policy, creating and implementing, quality

planning has assurance quality control and quality improvement.

Distribution:

Distribution management refers to the process of overseeing the movement of

goods from supplier or manufacturer to point of sale. It is an over arching terms of

that refers to numerous activities and process such as packing of inventory, ware

housing supply chain and logistic. Importance of distribution management is

ensuring that supply chain is efficient enough that cost to distribute are low enough

and product can be sold at the right price the supporting marketing strategy and

maximising benefit distribution serves has the connecting link between the producer

and consumer.

It creates time and place utilitised by bridging the gap between the time and

place of production and those of consumption. Marketing intermediaries play a vital

role in the distribution of goods and services.

Purpose of distribution channel is to make the right quantities of the right

quantity service available at the right place, at the right time. A good transport
system to take the goods into different geographical areas. Centralise distribution

may be setup with in the ICG for betterment and coordination.

LOGISTITC MANAGEMENT (OPS-TECH-INFRA):-

TECH:

Technology:

We all have witnessed rapid increase in induction of surface platforms and

aircraft equipped with state of art technology and need exist to utilise these

equipment to achieve optimal efficiency since technology is advanced. However the

mind set to operate those equipment had not been changed yet resulting which we

are facing shortage of training to handle the sophisticated equipment. To propose

that the training on advance in latest equipments may be extended to a large

numbers.

Training:-

Training plays major role, the incident occurred in recent past, which shows

that how human elements has overcome from a critical situation, when there is a

battle of brain over brown and skill over technology always former has prevailed.

During the dogfight between 3rd generation Indian fighter MIG-21 and 4th generation

Pakistani fighter F-16 entire world has witnessed , how an old generation fighter

aircraft shot down a superior F-16. This was only possible due to effective training,

planning and execution by human element. Hence it is again proved that it is the

man behind the machine who makes the real difference with respect to training.

Training on focuses on the short term (basis on the current job). While

development focuses on the long term (the future careers) general benefit from the
training and development increase job satisfaction and morale among personnel,

increase employee motivation, increase efficiencies in process, resulting in financial

gain, increase capacity to adopt new technologies and methods increase innovation

in strategies and products. Training programme allows to strengthen those skills that

each personnel needs to improve. A development programme brings all employees

to higher level so they all have similar knowledge. This helps to reduce any week

links within the company who rely heavily on others to complete basic work tasks.

Skills training is designed to provide employee with the targeted training they

need to gain the knowledge and abilities necessaries to fulfil the specific

requirements to their job position skills training can also be used to re-educate and

retrain employees whenever new technology, processes or system debut.

Training is very important for organisation development and success. It is

fruitful for the person as well as the personnel in an organisation. If person is trained

well he/she will become more efficient and productive. It has specific goals for

improving ones capacity, capability, productivity and performance.

Introduction of centralise data base for emergency maintenance/ repair:-

Importance of centralised data base system in service and how it can improve

the operational efficiency exponentially without the reinventing the same wheel it

discussed in the succeeding paragraphs. We have a variety of aircraft equipment

and supportive equipment. Sometimes very small technical snag can render the

equipment unavailable for prolonged time. Mostly, equipments are fitted on aircraft,

ships and associated/supported equipments are being supplied by foreign vendors

only. We can reduce this concept of centralise data base for emergency

maintenance/ repair, where the data pertaining to defect and rectification history with
spares consumed earlier is readily available for reference on the same and who all

are involve with contact number which will assist in the Defect investigation and

defect rectification resulting reduction in down time and enhancement of operation

efficiency. Further the provision of off line front end may be considered with regular

updates so as to exploit to fullest even in no network zone.

Refresher course:

In service, personnel are qualified in different course but are not working in

relevant field due to service exigency. Whenever individual is posted for an

appointment based on special qualification after sudden period of time the skills of

the individual becomes obsolete or out dated due to advancement of technology.

Thus the aim of the refresher training course is to review/re-enforce and upgrades

the existing knowledge and skills of the individuals.

LOGISTITC MANAGEMENT (OPS-TECH-INFRA):-

Ops:-

Very important fact that operational efficiency requires an approach that

optimise the relationship between people, process and technology. Technology is as

good as the process that are implemented around it, and process are good as

depicted by the people, who executes them. Therefore to achieve the goal in an

efficient manner always start with the people. We have to measure and identify the

right team consisting of right people with the right skills. Experience and attitude to

active goal in efficient manner. Once the people are committed to the cause,

consider start the process. A process is defined as a series of actions or steps taken

in order to achieve a particular goal/end. When people and process are in the place

then only, we can take look on technologies. Technologies should always be the final

consideration once the problem is clearly understood and solution to requirement is

clearly defined. As an outcome if this process optimal efficiency achieved.

Operational efficiency is directionally proportional to the performance of human

element.

Logistics has more responsibilities that can vary from one to another. We can

agree that its not an easy task. To establish a good career in logistics following skills

that we must work on and keep in mind at all times.

Forward thinking:-

We must develop the ability to make accurate predictions of the possible

needs of our organisation, as well as outcomes of actions made anywhere in the

entire supply chain, such skill will allow us to act faster, so risks that may arise and

develop contingency plans for problems that may or may not arise. Always think and

plan ahead. As the old saying goes, it’s better to safe than sorry.

Sound decision making:-

In logistics we must be able to make sound decisions and do it FAST.

Although there will always be unforeseen circumstances when in the supply chain,

being as prepared as possible can help we make better decision-maker, do not fret

just yet. This skill along with a few more in this list, can be learned and mastered as

we go along our career in logistics.

Keen attention to detail:-

The supply chain has numerous items and components. Paying attention to

even the smallest of details is our work is a must. As a logistician one can come up

with a system we can comfortable within reviewing and keeping tabs on things as

efficient and fast as possible.

Team work (player):-

Being a good logistics is acknowledging that the success of every aspect of

the supply chain is a group effort. Allocating tasks wisely, paying attention to the
team’s efforts, and learning to commend good work among teammates. When it

comes to working with other teams or units in the supply chain, it pays to treat

everyone with respect and professionalism.

Good interpersonal skills:-

Since work requires to deal with people from all walks of life from workers and

bosses, to suppliers and clients, we need to make a good connection with everyone

we transact with. There is little to zero room for communication both in the face- to

face and written form in the logistics.

Quick follow- through:-

Once we are done with mastering the art of being organised. One thing we

also have to learn as a logistics management is following up with each component

of the supply chain and making ensuring an important delivery gets to where it ought

to be, get involved in the process from the start right until the every end. If problems

arises along the way, take note of this and find possible solutions we can use, just in

case it happens again in the future. Experience can be very good teacher.

Adaptability:-

“The only thing that is constant is change” this famous quote by greek

philosopher Heraclitus is relevant to working in a supply chain. No mater how early

we finished our planning, prepared all the paperwork and finalized all the details of

our transactions. Unexpected things always seem to find their way to surface.
Problems and last minute changes are almost, totally inevitable in logistics day-to-

day life. So always be quick on our feet to welcome change and make the necessary

adjustment.

Conclusion:-

Creation of a resilient supply chain network provisioning of necessary

infrastructure, technical support and operational for effective. The inputs and

suggestions as described above that can be development and application of

dynamic capabilities within the Indian Coast guard can be implemented on ground to

further enhance our logistics management mechanism efficiency and effectively with

trained and skilled man power in professional manner.
