RESOLUTION NO. » Series of 2019 A RESOLUTION CLARIFYING SECTION 3, ARTICLE II OF THE AMENDED INTERRUPTIBLE LOAD PROGRAM (ILP) RULES WHEREAS, Section 3, Article IH of ERC Resolution No. 5, Series of 2015, entitled “A’ Resolution Adopting the Amended Rules to Govern the Interruptible Load Program of Distribution Utilities” (Amended ILP Rules) provides: Section 3. Activation of ILP. As soon as the System Operator (SO) has determined and/or a notice is received from the SO of the Grid of an expected power shortage (red alert, or such other minimum threshold as may hereafter be mandated or defined), it shall call on the ILP Administrators to execute their respective ILPs. (underscoring supplied) WHEREAS, there is a need to provide guidance as to what is contemplated by the phrase “such other minimum threshold” that would constitute as a ground to activate the ILP pursuant to the above-quoted section; WHEREAS, the clarification that will be provided is essential to ensure a stable power supply for the country; NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Commission clarifies that the phrase “such other minimum threshold” mentioned in Section 3, Article III of the Amended ILP Rules refers to the emergency state of the Grid as defined under GO 6.2.2.3 of the Philippine Grid Code (PGC) 2016 Edition, which is quoted below: GO 6.2.2.3 ‘The Grid shall be considered to be in the Emergency State when either a Single Outage Contingency or a Multiple Outage Contingency has occurred without resulting in Total System Blackout, but any one of the following conditions exists: (a) There is generation deficiency or Operating Margin is zero; (b) The Grid transmission Voltage is outside the limits of 0.90 pu.and 1.10 pu of the nominal value; or oe ® fs Approved far'3\ ing wonvercgov.ph (©) The loading level of any transmission line or substation Equipment is above 115% of its Operational Thermal Limit Capacity. This Resolution shall take effect immediately following its publication in a newspaper of general circulation in the Philippines and shall continue to be in force unless revoked, modified or superseded by a subsequent issuance from the Commission.
