    Posts through CPCs in various disciplines before implementation of
    Voluntary Retirement Scheme (VRS) and Restructuring Scheme of BSNL-

    Respected Sir,

    All India Bharat Sanchar Nigam Limited Executives’ Association (AIBSNLEA) representing
    over 20,000 Executives in BSNL welcomes and congratulates you on assuming the High
    office of Director (HR), BSNL Board, on regular basis. AIBSNLEA wishes you all the
    success as Director (HR) in BSNL Board, in the days to come. We are confident that under
    your dynamic Leadership and guidance the HR Team will touch the new heights. We
    extend our fullest co-operation and support to the Director (HR) and BSNL Management to
    achieve all the targets and resolve all the HR issues to motivate BSNL Executives.

    It is reliably learnt that the BSNL Revival Plan is likely to be approved by the Union Cabinet
    very soon, which includes the Voluntary Retirement Scheme for BSNL Employees also. In
    this regard, we would like to draw your kind attention that many Group- “B” and Group
    “A” level Posts in various disciplines are lying vacant since long. It is also pertinent to
    mention here that sufficient eligible Executives are waiting for their due promotions for so
    many years.

    We would like to draw your kind attention towards the assurance given by the then Director
    (HR) and CMD BSNL that if any such move like VRS is implemented in BSNL, the
    Management would fill up all the vacant posts in all the disciplines before the
    implementation of VRS in BSNL.

    Sir, it is constrained to bring to your kind notice that JTOs in Civil/ Electrical/
    TF/Architectural Wings are waiting for their first promotion for more than 20 years, in
    Telecom Engineering Wing also, JTOs are waiting for more than 19 years for their first
    promotion, SDEs/AOs are waiting for their DE/CAO promotion for more than 11
    years,SDE(C/E/TF/A) are waiting for their promotions to AGM/EE(C/E/TF/A) for more than

    20 years, AMs/Assistants from CSS cadre are waiting for their promotions for more than 8

    the matter and cause to issue necessary instructions to the concerned officers to
    convene the CPCs in all the streams/disciplines to fill up all the vacant Group- “B”
    and Group “A” level Posts in various disciplines and issue promotion orders before
    the implementation of the VRS and Restructuring Scheme in BSNL.
