1 INTRODUCTION REMARKS

1.1 Background. In the case of New Operators, and in the case of existing operators who are
introducing a new type of aircraft, type trained and line released crew may not be readily
available for commencing commercial operations. New operators do not have an approved
training programme at the aircraft induction stage. New Operators will also not have training
captains and training infrastructure that is required to train and release crew. This situation
poses significant operational challenges to New Operators and also to Existing Operators who
wish to introduce a new type of aircraft into service. There have been instances where the
aircraft and other resources have been lying idle awaiting trainers / crew training, leading to
significant losses and idling of expensive resources.

This CAR provides the tools to ensure expedited entry into service for New Operators /
Existing Operators seeking to induct a new type of aircraft. The CAR defines the minimum
standards for training, checking and expedited line release of crew of such operators.

1.2 Applicability. This CAR is applicable to all new Scheduled, Scheduled Commuter and
Non Scheduled operators seeking to commence commercial operations.

This CAR is also applicable to existing Scheduled, Scheduled Commuter and Non Scheduled
operators seeking to introduce a new type of aircraft into service.

1.3 Provision. This CAR is issued under Rule 133 A and Rule 41 of the Aircraft Rules, 1937.

2 Definitions:
