    DECLARATION OF LEOCENIS GARCIA

    1. My name is Leocenis García. I am of a healthy mind,
    over 18, and competent to testify. The facts set forth in
    this Statement are within my personal knowledge and
    are true and correct.

    2. I am a citizen and resident of Republic Bolivarian of
    Venezuela, currently residing in Caracas, Venezuela.

    3. I have conducted this research independently.

    4. I regret not being able to present this action
    personally. I presented it by mail after a telephone
    conversation with the New York Prosecutor's Office,

    since my country's regime has prevented me from
    leaving VENEZUELA.

    5. In the light of my activism and journalistic and political
    expression, I have been subject to a travel ban by the
    authorities of the Maduro regime for more than 12 years.
    Despite the above, I recently traveled to Washington, DC
    in July 2019 at the invitation of the US Department of
    State. UU. And with the assistance of the National
    Assembly in Venezuela, Juan Guaido. My ability to travel
    outside of Venezuela also required the intervention and
    assistance of the Government of Colombia. I visited
    Florida for three days during the same trip.

    6. I do not have a valid passport since June 2017, and due
    to my political and journalistic activity on behalf of the
    Venezuelan opposition, I am currently not eligible to
    receive a passport in Venezuela.

    7. Because I am formally prohibited from leaving
    Venezuela, and have been for more than 12 years,
    traveling outside Venezuela exposes me to the threat of
    arrest, prosecution and other repercussions in
    Venezuela.

    8. In the three cases in which I traveled most recently
    outside Venezuela, I was exposed to extreme risks,
    dangers and inconveniences. Traveling outside of
    Venezuela requires that I cross the Colombian border,
    where I am subject to search and possible arrest by
    Venezuelan border authorities.

    9. I agree to be subject to requirements, consignment of
    documents and additional evidence to those set forth in
    this case of the PDVSA 2020 Bonds.

    Under penalty of perjury, I declare that I have read the
    previous Declaration and that the facts set forth in it are
    true.
