Before me the undersigned Fourth Circuit Judicial Officer, in and for Duval County; notary public; or law
enforcement officer personally came H W CHAPMAN, who, being duly sworn deposes and says that he/she
has reason to believe and does believe that one Brianna Shontae Williams, described as follows: Last
known address: 8787 Southside BLVD #205, Jacksonville, FL 32256; Race: BLACK; Sex: FEMALE;
DOB: 04/02/1992; Ht: 5' 05"; Wt: 130; Hair: BLACK; Eyes: BROWN; Scars, Marks: Heart shaped tattoo on
her stomach; did in Duval County, Florida, between April 17, 2019 and November 06, 2019, commit the
below listed offense(s), contrary to the provisions of Florida Statutes:

Affiant's reasons for so believing are as follows:


AFFIANT QUALIFICATIONS
Affiant, Detective H.W. Chapman ID 7863 is a law enforcement officer with the Jacksonville Sheriff's
Office (JSO) and has over nineteen (19) years of law enforcement experience. Detective Chapman is
currently assigned to the Homicide Unit and has been trained in death and missing persons
investigations. He is the lead investigator in the missing persons investigation of five year old Taylor
Rose Williams ³Taylor Rose´ ³Investigation´ 

CHILD NEGLECT
On 11-06-19 at 0711, Brianna Williams ³Williams´ called JSO to report her daughter, Taylor Rose
Williams, missing. Williams reported that she woke earlier that morning and found Taylor Rose
missing and the back door of her house, unlocked.

During the Investigation, detectives identified a witness and former neighbor of Williams¶ ³A.B´ 
A.B. lived at an apartment complex located A.B. explained that he worked a
night shift and was home during the day. Due to his schedule and proximity to Williams¶apartment,
he became familiar with Williams, Taylor Rose, Williams¶car, her apartment, and her regular routines
(e.g. comings and goings).

A.B. reported having witnessed Taylor Rose alone and wandering the apartment complex on more
than one occasion. Specifically, A.B. reported that he first noticed Taylor Rose alone on Wednesday,
April 17, 2019 (A.B. recalled the specific date as he was on the telephone with his mother wishing her
a happy birthday when he first observed Taylor Rose alone). A.B. advised that he was sitting outside
on his balcony talking on the phone at approximately 0800 or 0900 when he noticed Taylor Rose
wandering up the stairs from the breezeway. A.B. asked Taylor Rose, ³Hey sweetie what are you
doing?´and Taylor Rose replied ³Looking for my momma.´A.B. ended his call and went to Taylor
Rose. A.B. took Taylor Rose back to her apartment (#205A.B. described the inside of the apartment
as cluttered with trash bags and boxes stacked on top of each other.´A.B. ensured that Taylor
Rose locked the door before leaving her in the apartment.

A.B. described Taylor Rose as wearing the same pajamas described in the Amber Alert. A.B. also
recalled that Taylor Rose was carrying a doll.

Prior to this date, A.B. had observed Taylor Rose at the patio door of apartment #205 where she
resided.

A.B. continue to observe Taylor Rose home alone at least every other day, explaining that Taylor
Rose would wave to A.B. from within her apartment. A.B. described Taylor Rose as always wearing
the same pajamas and holding the same doll. During these times, A.B. observed that Williams¶car
was not in apartment parking lot.

A.B. reported that Williams routinely arrived home in the evening between 1830 and 1900, carrying
food apparently for one person.

In addition to noticing Taylor from within the apartment, A.B. also observed Taylor Rose outside,
alone on at least two (2) more occasions in May of 2019.

A.B. recalled that the last time he observed Williams and Taylor Rose together was May 21, 2019.
A.B. has not seen Taylor Rose since May 21, 2019. A.B. asked Williams about Taylor Rose¶s
whereabouts on a couple of occasions and Williams advised A.B. that Taylor Rose was in Alabama
with her grandparents.

A.B. has advised that he had not seen any visitors or boyfriends at the apartment.

A.B. observed Williams moving the week of October 27th thru 31st 2019. A.B. did not see Taylor
Rose during this week.

FALSE STATEMENTS

During the Investigation, multiple officers and detectives responded to Williams¶home. Williams
provided numerous false statements to law enforcement about Taylor Rose and her whereabouts
prior to her purported disappearance.

Specifically, Williams stated that on October 31, 2019 she drove to Tuscaloosa, Alabama to pick
Taylor Rose up from her mother, explaining that Williams¶mother had been taking care of Taylor
Rose during the month of October. Detectives also inquired about child care over the last few
months and Williams advised that Taylor Rose had been attending daycare at the Naval Airstation,
Jacksonville. Williams explained that when her work schedule changed, she pulled Taylor Rose from
regular daycare and that she had been driving Taylor Rose back and forth to Alabama for her mother
to take care of her.

The Investigation determined these statements were false. Investigation revealed that Taylor
previously attended Kinder Garden, a daycare facility in Jacksonville and records reveal that last
time Taylor attended the facility was April 10, 2019. Records further reveal that the last day of
attendance for Taylor Rose at the NAS daycare facility was April 29, 2019.

Both maternal and paternal grandparents have indicated that they have not seen Taylor Rose in over
a year. Williams¶mother has denied taking care of Taylor this past year, explaining that she last saw
Taylor Rose in January 2019.
