Commission office, Islamabad to discuss matters relating to Mutual
Recognition Agreement (MRA) with CPA Canada as well as collaborations

Seminar on ‘Survival of the Fittest’
Karachi | January 19, 2019

The Karachi Branch Council (KBC) organized a Seminar on the topic of ‘Survival of the Fittest’ on January 19, 2019 at
Karachi. Mr. Masoud Ali Khan, FCMA was the lead Speaker, having an excellent track record of conducting human capital
development programs. The objective of the seminar was to provide an insight to members and others professionals
on the skills and traits which can enable them to stand out in the crowd. Mr. Noman Bombaywala, Chairman KBC
presented the vote of thanks. Around 75 participants’ including members, students and officials of various companies
attended the seminar and awarded 02 CPD hours.

Workshop on ‘Continuous Learning’


Karachi | January 12, 2019

Karachi Branch Council (KBC) organized a workshop on ‘Continuous Learning’ on January 12, 2019 at Karachi. Mr. Umair
Jaliawala,a prominent trainer on Leadership, Enterprise and Technology (LET) was the lead trainer. The objectives of
workshop were personal development; leadership and interpersonal skills; negotiation skills; conflict management
techniques; influencing skills and team building.
The workshop was also participated by Mr. Jawed Mansha, former Council member, ICMA Pakistan, Mr. Noman
Bombaywala, Chairman KBC; Mr. Baber Saleem, Vice Chairman KBC, Mr. Shaham Ahmed, Chairman CPD Committee,
KBC, Mr. Muhammad Akmal, Member KBC and Mr. Muhammad Azeem, ACMA. Around 130 participants, including
members, students and officials of various companies attended the workshop.

Seminar on ‘Immigration to Australia/Canada and study abroad’


Karachi | January 26, 2019

Karachi Branch Council (KBC) organized a Seminar on ‘Immigration to Australia/Canada and study abroad’ on January
26, 2019 at Karachi. Mr. Aftab Syed, Founder, CEO of EINiT was the main speaker. The objective of the seminar was to
provide knowledge of migration process to Australia and Canada. The speaker briefed the participants about the
Permanent Residency process and eligibility criteria for migration to these countries along with families. Mr. Noman
Bombaywala, Chairman KBC; Mr. Shaham Ahmed, Chairman CPD Committee and Mr. Muhammad Akmal, Chairman,
Members’ Welfare and Coordination Committee were present. Around 140 participants’ including members, qualified
and students of ICMA Pakistan were attended.

Career Counseling Sessions


Hyderabad| January 09 to 31, 2019

Mr. Muhammad Hussain Ajmeri, Deputy Director Hyderabad Campus conducted thirty two (32) career counseling
sessions at twenty seven (27) different colleges of Hyderabad and Interior Sindh from January 9 to 31, 2019.

The colleges visited included Excellence Boys College; Bahria Foundation College (Boys); The Smart College; Saifee
College; TABS Boys College; Pakistan Pilot College; Quaid-e-Azam Rangers Public School & College and The Leeds College
at Latifabad. F.G Degree College; Saifee College; GBHSS Ghulam Hussain Hidayatullah; Govt. Sindh College of Commerce;
Army Public School & College at City; Spark School & College; Creative Kids School & College; Dr. Shamsuddin Ursani
Girls Science College and Phoenix School & College; Bahria Foundation College at Qasimabad. Bahria Foundation College
Tando Muhammad Khan; SZABIST Intermediate College Tando Muhammad Khan; Aqsa Public Higher Secondary School
Tando Allahyar; The Foundation High School Tando Allahyar; Govt. Girls College Tando Adam; Govt. New Aligarh
Boys College Tando Adam; Workers Intermediate College for Boys Kotri and Workers Intermediate College for Girls Kotri
at Interior. The purpose was to raise awareness about ICMA Pakistan, its careers opportunities, entry routes and
admission criteria. The seminars were exclusively conducted for currently enrolled Intermediate and A-Level students
with prior appointments from principals. The seminars were attended by numerous students, teachers and active
educationists. An interactive Q&A session was held in each college where student’s queries were explained in detail.

Session on ‘Travel Guide from Student to Manager’


Lahore | January 01, 2019

Lahore Branch Council (LBC) organized a Session on ‘Travel Guide from Student to Manager’on January 01, 2019 at
Lahore. Syed Ali Asjad Rizvi, Chairman LBC was the Chief Guest. Mr. Muhammad Yasin, Secretary CPD Committee, LBC
was Master of Ceremony. Mr. Zafar A. Taji,a certified practitioner from Mentoring University, USA was the lead trainer.
He provided useful guidance to participants on how to make their professional career successful by inculcating the
required skills and capabilities. A large number of students and members of ICMA Pakistan attended. The chief guest,
Syed Ali Asjad Rizvi, Chairman LBC and Muhammad Yasin, Secretary CPD Committee LBC jointly presented a shield to
the trainer.

Career Counseling Session


Lahore | January 17, 2019

An in-house career counseling session was organized by the Admission team of Lahore Campus on January 17, 2019
at Lahore campus. Mr. Muhammad Sarfraz, Joint Director (campus management) shared his success story and real
world experiences with the students and Ms. Somia Ishaq, Senior Officer made a presentation on CMA qualification.
Participants learned about difference between academic and professional qualification; scope of accounting and finance
or business studies; career options at national and international level and myths andrealities of CMA qualification.
Seminar was attended by intermediate, graduates and masters students from different institutions of Lahore.

Seminar on Effective Study and Examination Techniques


Lahore | January 16, 2019

An In-House Session conducted by Mr. Muhammad Sarfraz Ahmed, Joint Director Campus Management of Lahore
Campus on ‘Effective Study and Examination Techniques’ on January 16, 2019 at Lahore. The major objective of this
session was to equip the students with different examination tricks and techniques, time and stress management while
preparing and attempting the papers.

Career Counseling Seminars


Lahore | January 29 & 30, 2019

Admission department of Lahore campus organized career counseling seminars on January 29 &30, 2019 at Govt.
College of Commerce Sheikhupura for B.COM and I.COM Students. Mr. Sarfraz Ahmed, Joint Director (campus
management) of Lahore interacted with the audience and influenced them to pursue CMA qualification as a
career of choice. Ms. Somia Ishaq, Senior Officer also presented a technical session on CMA route map.
Mr. Mahad Baig, Dean of Govt. College of Commerce and Mr. Sana Ullah, Principal Govt. PGCC were also present.

Lahore Branch Council (LBC) organized a seminar on the topic of ‘CPEC is a Myth or Reality’ January 08, 2019, at Lahore.
Mr. Zia ul Mustafa, President ICMA Pakistan was the Chief Guest whereas Mr. Muhammad Yasin, Honorary Treasurer,
ICMA Pakistan was the Guest of Honor. Dr. Xiaoqing Xie, Associate Professor, School of Public Administration (SPA) and
Director of China-Pakistan Economic Corridor (CPEC) Research Centre, Peoples’ Republic of China was the lead speaker
at the seminar who shared the importance as well as myth and reality of China Pakistan Economic Corridor (CPEC) for
the betterment and economic development of Pakistan.

Session on ‘Effective Business Communication’


Lahore | January 16, 2019

Lahore Branch Council (LBC) in collaboration with Pitman Training organized a session on ‘Effective Business
Communication’on January 16, 2019 at Lahore. Mr. Muhammad Yasin, Honorary Treasurer, ICMA Pakistan was the
Chief Guest. Mr. Dawood Hussain, Managing Director, Pitman Training was the trainer and Ms. Iqra Aleem, co-trainer
shared their practical experience tips and techniques how to get success through business communication. Through
this session participant improve written and verbal communication, identify communication tone, making presentation
and identify barrier and forms of communication.

Students Cricket Gala-2019

The Students Affairs Committee of Lahore Branch Council (LBC) organized ‘Cricket Gala-2019’ January 05, 2019, at PHA-
Cricket Stadium Sabzazar, Lahore Mr. Najaf Abbas Zaidi, Chairman Students Affairs Committee LBC was the Chief Guest
on the occasion.

Lahore | January 17, 2019

Lahore Branch Council (LBC) in collaboration with Digital Transformation Solution (DTS) organizeda certificate distribution
ceremony of SAP Consultant Training on January 17, 2019 at Lahore.
Mr. Muhammad Yasin, Honorary Treasurer was the Chief Guest who also shared his views with the participants. Mr.
Muhammad Sarfraz Ahmed, Joint Director Campus Management of Lahore Campus; Mr. Babar Hussain, Managing
Director, DTS Consultant and Mr. Waleed Imtiaz Mirza, Trainer SAP, DTS Consultant was also present at the closing
ceremony. In the end the Chief Guest Mr. Muhammad Yasin, Honorary Treasurer awarded SAP certificates to all
participants and Shield was also presented to Mr. Waleed, Trainer.

Students ‘Final Round of Cricket Gala-2019’


Lahore | January 19, 2019

The Students Affairs Committee of Lahore Branch Council, ICMA Pakistan organized “Final Round of Students Cricket
Gala-2019” held on Saturday, January 19, 2019 at PHA-Cricket Stadium Sabzazar, Near Liaqat Chowk, Lahore from 9:00
am to 5:00 pm. A large number of Students, Qualified CMAs/Membersof ICMA Pakistan Lahore Campus (about 75+)
participated in this Final Cricket round and 5-Teams were allocated for the match namely Jangoos, Black Hawks, Hitlers
Eleven, CMA Lions & Jungju11, etc.
Mr. Najaf Abbas Zaidi ACMA, Chairman Students Affairs Committee, LBC, Mr. Abdul Razzaq FCMA, Member (LBC), Mr.
Anus Maqbool ACMA, Secretary Students Affairs Committee, LBC, Mr. Zeeshan Khan ACMA (Member Students Affair
Committee, LBC), Mr. Hamid Mahmood Khan ACMA, Mr. Mohsin Raza ACMA, Mr. Sarfraz Ahmad ACMA, Joint Director
(campus management) Lahore and Mr. Habib-ullah Shami Event organizer was also present and see the live performance
of cricket gala.
Min. 5-over were fixed to each team, the Jangoos was the Winner of this final match and the Back Hawks was the
runner-up team. Lunch boxes were distributed to all the participants/students available in the ground.
In the end, the Trophies were awarded to the Winner Team Jangoos and Runner-up Team Black Hawks by the Chief
Guest Mr. Zia ul Mustafa Awan FCMA, President ICMA Pakistan and Guest of Honour Mr. Muhammad Yasin FCMA, Hon.
Treasurer ICMA Pakistan. Mr. Najaf Abbas Zaidi ACMA, Chairman Students Affair Committee, LBC and Joint Director,
ICMA Pakistan Lahore Mr. Sarfraz Ahmad ACMA; was also present and watch live final round.

Seminar on ‘Finance Supplementary (Second Amendment) Bill, 2019’


Lahore | January 26, 2019

The TSPD and CPD Committees of Lahore Branch Council (LBC) organized a Technical Seminar on ‘Finance Supplementary
(Second Amendment) Bill, 2019 on January 26, 2019 at Lahore.Mr. Muhammad Yasin, Honorary Treasurer,ICMA Pakistan
was the Chief Guest and Mr. Muhammad Yasin, Secretary CPD Committee, LBC was the master of ceremony.
The main speakers were Mr. Nadeem Butt CEO, Nadeem & Co. and Chairman LTBA Tax Advisory Academy; Mr. Aamir
Younas, Partner TAX (EY Ford Rhodes Chartered Accountant) and Mr. Zahid Mahmood, Director Taxes, NTDC WAPDA.
They explained the different aspects of Finance Supplementary (Second Amendment) Bill, 2019 and replied to questions
raised by the participants. Mr. Ghulam Abbas, Chairman MARCOM Committee; Mr. Najaf Abbas Zaidi,member, LBC;
Mr. Hamid Zahoor; Mr. Rashid Mahmood; Mirza Munawar Hussain;Mr. Ahmad Ashraf and Mr. Arshad Bashir, members
of ICMA Pakistan were also present at the seminar.

Workshop on ‘Tools and Techniques for Financial Modeling Excel’


Lahore | January 28, 2019

The Lahore Branch Council (LBC) organized a 6-days workshop, consisting of 8-modules,on ‘Tools and Techniques for
Financial Modeling Excel’on Jan 28, Jan 30, Feb 02, 04 & 06, 2019 at ICMA Pakistan centre Lahore.Syed Ali Asjad Rizvi
was the lead trainer, having over 20-years of diversified industry experience and command in the areas of system
analysis and design, MS Excel and DBS including ERP’s.
The workshop was attended by 28-participants who were 18-CPD Hours.Mr. Awais Yasin, Chairman CPD Committee,

Workshop on ‘HONEYCOMBERP’
Islamabad | January 26 & 27, 2019

Islamabad Branch Council (IBC) in association with Digital Auditing, Advisory and Consulting Services Pvt. Ltd.(DAACS)
Academy organized a training workshop on ‘HONEYCOMB ERP’ on January 26 and 27, 2019 at Islamabad. The trainers
include Mr. Hashir Jan, CEO, DRL; Mr. Tahir Iqbal, CEO, DAACS; Mr. Rehan Ahmed, ACMA and Mr. Imran Hafeez Butt,
ACMA. The trainer provided knowledge to participants about the seamless integration of the modules of Supply Chain
Management, Manufacturing, Customers Relationship Management (CRM), Human Resource Management (HRM),
Accounting /Financial Management and tax Management. The workshop aimed at helping the finance professionals
to become smart workers and enhance their productivity, efficiency and job enrichment.....................................

Career Counseling Seminars


Islamabad | January 23 to 25, 2019

The Admission Department of Islamabad Campus organized career counseling seminars on January 23, 2019 at Islamabad
Model College for Boys and Jinnah Muslim School & College, Islamabad; on January 24, 2019 at Government institute
of commerce and on January 25, 2019 at Islamabad Model College for Girls, F-8/1. Mr. Ehsan Iftikhar and Ms. Aiza Khan,
Officers education, conducted the seminars and briefed the college students about the scope of CMA qualification. A
large number of students of different disciplines participated in these sessions.

Workshop on ‘Advance Excel 2016’


Islamabad | December 29 & 30, 2019

Islamabad Branch Council (IBC) organized a two days’ workshop on ‘Advance Excel 2016’ on December 29 and 30, 2018
at Islamabad. Mr. Asim Javed was the main trainer at the workshop. He has more than 18 years of experience in financial

modeling, transaction advisory and infrastructure project financing. The objective of the workshop was to help finance
professionals to become smart workers and enhance their productivity, efficiency and job enrichment. Mr. Adil Ameen,
FCMA, Secretary IBC was the Chief Guest and Mr. Mutee ur Rehman Mirza, former Vice President ICMA Pakistan was
the Guest of Honor. Around 42 participants attended the workshop.

FAISALABAD

Seminar on ‘Stress Management and Happiness’


Faisalabad| January 03, 2019

The CPD Committee of Faisalabad Branch Council (FBC) organized a Seminar on ‘Stress Management and Happiness’on
January 03, 2019 at Faisalabad Campus. Syed Ali Asjad Rizvi, FCMA, Chairman Lahore Branch Council (LBC) and former
president Lahore Toastmasters Club was the lead speaker at the seminar. The objective of seminar was to provide
awareness about how to maintain overall health and tools and techniques to manage and reduce stress in daily life.
Mr. Muhammad Ashfaq Ahmad Naz, FCMA, Chairman Faisalabad Branch Council presented the vote of thanks.
Members and students of ICMA Pakistan and other professionals were present in large number at the seminar.

The Peshawar Campus organized a series of career counseling seminars on January 12, 2019 at Abasyn University,
Peshawar, on January 16, 2019 at Peshawar Public School and College, on January 19, 2019 at Leeds College, Peshawar,
on January 22, 2019 at Brilliant College, Peshawar and on January 23, 2019 at Ansi degree college, District Mardan.
Mr. Adeel Zeb Khan, Deputy Director/Campus In-charge and Mr. Zulfiqar Ali, Officer Education conducted the seminars
and briefed the students about general career planning and CMA education scheme. The seminars were followed by
questions and answers session. The faculty members and Intermediate and BBA HONS, MBA, and Other Master’s
Program level students were the target audience.Mr. Adeel Zeb Khan, Deputy Director Peshawar Campus conducted
networking meeting with the Head of Department and Dean of Management Sciences of City University of Science and
Technology in Peshawar for mutual collaboration.

Mr. Adeel Zeb Khan, Deputy Director Peshawar Campus conducted networking meetings on January 29, 2018 with
Principals of Government College Peshawar and Government College of Management Sciences for Women in Peshawar

ICMA Pakistan School of Certified Directors is organizing 40-CPD Hours 21st “DIRECTOR’S TRAINING PROGRAMME.”
to guide the business forward – under the listed Companies (Code of Corporate Governance) Regulation 2017 there
is a mandatory requirement all the companies to ensure that by 30th June 2019, at least half (50%) of the directors
on their boards have acquired the prescribed certification under SECP-Approved Directors\ Training Programme. The
SECP has required from listed companies have their board shall have at least one female director when its is next
reconstitution not late than expiry of its current term or within the next one year from the effective date of these
Regulations, whichever is later.Public sector Companies (Corporate Governance) Rules 2013 vide SRO No.275 dated
21 April 2018 focuses on compliance, improving standards & ensuring conformance to good corporate governance
principles in the public sector companies.
ICMA Pakistan organized “21st Directors’ Training Programme” scheduled on Friday/Saturday, 25th-26th Jan. (Session-
I) and 1st – 2nd Feb, 2019 (Session-II)at Royal Palm Lahore from 9:00 am to 5:00 pm (approved by SECP).
A large number of (25+) participant registered their names and some unavoidable circumstances from regulator we
have to shifted DTP Training venue from PC-Hotel to Royal Palm Golf & Country Club, 52-Canal Bank Road.
Mr. Sarfraz Ahmed, Joint Director Campus Management of Lahore, addressed with inaugural session and introduced
the 1st day Trainer– Mr. Ale Imran FCMA, FCA CEO (Ale Imran & Co.). The trainer engaged the participants in difference

Examination
In January 2019, the result for Computer Based Examinations (CBE), December 2018 was announced in 06 working
daysfrom its conclusion. Further during the month, the examinees were got enrolled for Institute’s forthcoming Fall
2018 written examinations scheduled from February 18 to 22, 2019 at Karachi, Lahore, Islamabad, Multan, Faisalabad,
Peshawar, Quetta, Hyderabad, Abbottabad, Gujranwala, Gilgit, Sahiwal, Dubai (UAE) and Riyadh (KSA) examination
centers. These examinations will be conducted for all nine (9) applicable courses of Managerial Level-2, Strategic Level-
1 and Strategic Level-2 under Modified Scheme of Study (MSS) 2018.
During the month, the adjourned session of Examination Committee meeting, held on December 29, 2018, was resumed
on January 01, 2019, at Examination Department, Head Office, Karachi, for transacting various activities related to the
conduct of examinations including announcement of CBE, December 2018 result.

First meetingof Students Publications Society (SPS)

The meeting of Students Publications Society (SPS) was held on January
03, 2019 at Lahore with video-link connectivity to ICMA Pakistan Centres
at Karachi, Islamabad, Multan and Faisalabad and connected through
Skype with the Hyderabad Campus. The meeting was chaired by Mr.
Muhammad Yasin, Chairman Research and Publications (R&P) Committee
and attended by Mr. Salman Haider and Mr. Muhammad Shoaib,
members R&P Committee and Mr. Aamir Ijaz Khan, Executive Director.
The meeting was also participated by the Coordinators and members
of SPS at all Campuses. The meeting approved the name and title of ‘FUTURE CMAs’ for the e-magazine and also
decided that it would be released on bi-monthly basis. It was also decided that the proposed magazine for students
would cover five segments viz. Campus Life & Activity; Profession & Career; Business & Economy; Sports & Leisure
and Technology Update. The first issue of the e-magazine would be released by end of February 2019.

Capstone Program. The IoBM team completed and made a presentation
on January 22, 2019 at ICMA Pakistan Head Office Karachi. Mr. Aamir

1. EXTENSION IN DATE FOR FILING OF REVISED RETURNS SPECIFIED IN SECTION 214E


Federal Board of Revenue (FBR) vide their notification dated February 01, 2019 extended the date of filing of
revised returns specified in Clause (iii) of Section 214E of the Income Tax Ordinance, 2001 to February 28, 2019.
2. REDUCTION IN PETROLEUM PRICES
The Government reduced the prices of petrol, kerosene and Light Diesel Oil while the price of HSD is being
maintained at the current level. Prices of petroleum products for the month of February 2019 shall be as under:

3. NEW INTERNATIONAL PUBLIC SECTOR ACCOUNTING STANDARDS (IPSAS 42 -SOCIAL BENEFITS)


International Public Sector Accounting Standards Board (IPSASB) released a new International Public Sector
Accounting Standard (IPSAS) 42, Social Benefits.
The new standards represents a big step forward for global financial reporting in the public sector and fills one
of the major gaps in IPSASB’s suite of standards. It provides much-needed guidance on accounting for social
benefits expenditure, which comprises about one fifth of GDP across OECD countries. It defines social benefits
as cash transfers paid to specific individuals and/or households to mitigate the effect of social risk. Specific
examples include state retirement benefits, disability benefits, income support and unemployment benefits.
The new standard requires an entity to recognize an expense and a liability for the next social benefit payment.

4. EXPOSURE DRAFT 67, COLLECTIVE AND INDIVIDUAL SERVICES AND EMERGENCY RELIEF (AMENDMENTS TO
IPSAS 19)
International Public Sector Accounting Standards Board (IPSASB) issued an Exposure Draft (ED-67) on accounting
for social benefits, and collective and individual services. The draft addresses a wide range of significant
government expenditures that directly impact the lives of citizens globally.
In order to extend IPSASB’s guidance to public services as well as cash transfers, the ED 67 proposes new
requirements for accounting for collective services (such as defense at national-levels and street lighting at
sub-national levels), individual services (such as healthcare and education) and emergency relief.
For collective and individual services, ED 67 proposes that an expense is recognized at the point of service
delivery. It also proposes that an expense and liability is recognized for some emergency relief, but not where
emergency relief is delivered as an ongoing activity of government.

5. FRAMEWORK ON MANAGING MONEY LAUNDERING, TERRORIST FINANCING AND PROLIFERATION FINANCING


In order to strengthen the trade related Anti Money Laundering/Combating Financing of Terrorism/Combating
Proliferation Financing regime and restrict the possible misuse of banking channel by money launderers and
terrorist financiers, State Bank of Pakistan (SBP) developed a framework on the subject taking into account
international best practices, tendency of unscrupulous elements to violate certain FX instructions etc.
SBP requested ICMA Pakistan to review the draft framework and furnish views/suggestions in this regard.
The prime objective of this framework was to strengthen the trade related AML/CFT/CPF regime and conserve
foreign exchange. This framework applies to all banks authorized by SBP to deal in foreign exchange. The draft
framework, consisting of fourteen (14) pages along with its annexures, was circulated to members for their
valuable suggestions/ inputs.

6. AMENDMENT IN INCOME TAX RULES, 2002 FOR FURNISHING INFORMATION BY BANKS


Federal Board of Revenue (FBR) vide their S.R.O. 29(1)/2019 dated January 8, 2019 made following further
amendments in the Income Tax Rules, 2002, the same having been previously published vide Notification No.
S.R.O. 1321(1)/2018, dated November 2, 2018:-

7. NEW STANDARD ON LEASES (IFRS-16) NOW EFFECTIVE


International Financial Reporting Standards (IFRS) notified regarding the effectiveness of new standards (IFRS-
16) on leases.
IFRS 16 Leases was issued in January 2016 and is effective for annual reporting periods starting on or after 1
January 2019. It replaces IAS 17 Leases and related Interpretations.
IFRS 16 changes the accounting substantially for lessees. The new Standard eliminates a lessee’s classification
of leases as either operating leases or finance leases. Instead, almost all leases are ‘capitalised’ by recognising
a lease liability and right-of-use asset on the balance sheet. There is little change for lessors.
According to IFRS, IFRS 16 will increase visibility of companies’ lease commitments and better reflect economic
reality. The Standard will also make it easier for users of financial statements to compare companies that lease
their assets with companies that borrow money to buy their assets, creating a more level playing field.

8. IMPLEMENTATION OF DEVICE REGISTRATION BLOCKING SYSTEM (DIRBS)


Federal Board of Revenue (FBR) vide their S.R.O. 50(I)/2019 dated January 15, 2019 directed that mobile devices
with SIM or IMEI functionality brought into Pakistan in violation of the provisions of clause (s) of section 2 of
the Customs Act, 1969 (IV of 1969), which have been seized or voluntarily presented to Customs authorities
after January 15, 2019, shall be released on payment of applicable duty and taxes along with imposition of fine
equivalent to ten percent of the amount of duty and taxes involved thereon.
FBR further directed vide S.R.O. 51 (I)/2019 dated January 15, 2019 that for the adjudication of cases falling
under the above Notification, following officers are authorized, namely:-
(a) the Additional Collector of Customs, Model Customs Collectorates is empowered to exercise the powers
of the Collector of Customs under clause (i) of sub-section (1) of section 179 of the said Act; and
(b) the Deputy Collector and Assistant Collector of Customs, Model Customs Collectorates are empowered
to exercise the powers of the Additional Collector of Customs under clause (ii) of sub-section (1) of section
179 of the said Act.

9. SECP WARNS PUBLIC AGAINST ‘NATIONAL INSTITUTE OF HUMAN RESOURCE MANAGEMENT’


Securities and Exchange Commission of Pakistan (SECP) notified that an entity namely “National Institute of
Human Resource Management (NIHRM)” is fraudulently displaying its fake registration with SECP under Section
42 of the Companies Act, 2017 on its website (https://nihrm.org/). To bolster its image as a registered entity,
it has also displayed a number of newspaper clippings and video clips on the website.
SECP clarified that “National Institute of Human Resource Management (NIHRM)” has neither been registered
with SECP nor any registration certificate in the name of the aforesaid entity has been issued by the SECP.
Therefore, the general public is, therefore, advised in their own interest to be prudent while dealing with the
aforesaid entity. Meanwhile, the SECP is taking legal action against the NIHRM.

10. NEW EDUCATION STANDARD FOCUSES ON PROFESSIONAL DEVELOPMENT


The International Accounting Education Standards Board (IAESB) released the revised International Education
Standard (IES 7 - Continuing Professional Development).
The transformative impact of new and emerging technologies, changing business models and the dynamic
environment place new demands on the global accountancy profession. Continuing professional development
is fundamental to addressing and advancing the learning and development that enable professional accountants
to provide high-quality services to their clients.
The revised standard clarifies the principles and requirements on how professional accountancy organizations
measure, monitor and enforce their continuing professional development systems. It also makes clear that all
professional accountants must develop and maintain professional competence to perform their role.
The revised IES 7 places greater emphasis on learning and development needed for professional accountants’
roles and responsibilities rather than focusing on a minimum number of hours. Significant revisions made in
the standard include: -
• Requiring professional accountants to record relevant continuing professional development (CPD);
• Clarifying the output-based measurement approach, which requires professional accountants to demonstrate
competence;
• Clarifying the input-based measurement approach, which requires professional accountants to demonstrate
competence by completing a specified amount of learning and development;
• Promoting the use of a CPD framework to provide an example structure and guidance to help professional
accountants identify, undertake, and record relevant development; and

• Providing CPD measurement approaches with examples of related verifiable evidence to improve adoption.
The revised IES 7 will become effective from January 01, 2020.

11. NEW REGISTRATION PROCESS FOR MOBILE PHONES INTRODUCED BY FBR


Federal Board of Revenue (FBR) vide their Customs General Order No. 01 of 2019 dated January 28, 2019
introduced a procedure for the regularisation and registration of unregistered mobile phones which are brought
illegally on behalf of businesses and individuals, by paying duties and taxes online.
As per the policy, overseas Pakistanis can bring along with them only one mobile phone without paying duties
and taxes. The phone will be registered in the white list of the Device Identification, Registration and Blocking
System (DIRBS) without payment of duties and taxes, while mobile phone sellers will have to pay duties and
taxes as well as fines for registration of the phones.
In order to facilitate international travelers, the FBR and PTA introduced a web-based user interface application
for registration in DIRBS after payment of taxes and duties. International travelers will be able to bring phones
in their luggage, registered through the online app. Similarly, those who get their mobiles through postal or
courier services, as well as mobile sellers, can also get the mobiles registered following the procedure laid
down on the website developed by PTA.
FBR allowed sixty days period for international travelers to get duty-free registration of mobile phones that
were brought in the accompanied baggage. After the expiry of aforesaid time-limit such mobile devices shall
be registered on payment of leviable duty/taxes along with prescribed fine notified for the purpose. In these
cases baggage free allowance will also not be available.
