History of NSTP

The Spanish years

During the Spanish colonial years, there was a training course, similar to what is presently known as ROTC at the
University of Sto.. Tomas.
 Started with passage of Commonwealth Act no. 1 or national defense act
An act to provide national defense of the Philippine penalizing certain violation thereof appropriating funds therefore,
and of other purposes
 Under the government of (1935)

Commonwealth Act No 1 requires:


 College students, specifically males
 Finish 2 years or 4 semesters of military training to be reserved cadets of the national defense of the
country state universities and colleges shall offer the ROTC component and at least one other NSTP
component
President decree no. 1706 or National Service Law
Mandates compulsory national service to all citizens of the country
Composed of the three main component programs
 CIVIL WELFARE SERVICE
 LAW ENFORCEMENT SERVICE
 MILITARY SERVICE
College students were given an option to choose on among these components to comply as a requirement of tertiary
education
After the ouster of President Marcos:
Implementation of the National Service Law except the provision of Military Service was suspended by

It became effective on SY
o Corazon suspended Literary Enforcement Service and Civil Welfare Service and renamed Military Service to
Reserve Officer’s Training Corps
In the year 1991
split the ROTC, MS or choose among the components
The implementing rules of regulations of Republic Act of 7077 modified the: ROTC course to expanded ROTC program

On March 18, 2001


o A dead body was found wrapped in a carpet and floating in the Pasig River
o The face was wrapped in packing tape and the hands and face were wounded
o The body was identified as 19 years old
o Reportedly a victim of illegal ROTC practices lead to a massive protest

A new and latest amendment was brought for creating the Republic Act
9163
o signed into law in January 2, 2002
o implemented in SY 2002- 2003
The National Service Training Program (NSTP) Law or RA 9163 also known as "An Act Establishing the National
Service Training Program (NSTP) for tertiary level students, amending for the purpose Republic Act. No 7077 and
Presidential Decree no, 1706 and for other purposes" was enacted last January 2002 to amend Expanded ROTC

Article 2 of 1987 Philippine constitution


Section 4.
The prime duty of the government is to serve and protect the people. The Government may call upon the
people to defend the state and in the fulfillment thereof, under conditions provided by the law, to render
personal, military or civil service.

Section 5
The maintenance of peace and order, the protection of life, liberty, and property, and promotion of the
general welfare are essential for the enjoyment by all the people of the blessing of democracy..

Section 13
The state recognizes the vital role of the youth in nation-building and shall promote and protect their physical,
moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism and nationalism, and
encourage their involvement in public civic affairs

National Service Training Program


This program aimed to enhance civic consciousness and defense preparedness in the youth by developing the
ethics of service and patriotism while undergoing training in any of its three programs components, specifically
designed to enhance the youth's active contribution.

o Civil Welfare Training Service


Refers to the program component or activities contributory to the general welfare and the betterment of life
for the members of the community or the enhancement of its facilities, especially those devoted to improving
health, education, environment, entrepreneurship, safety, recreation and moral of the citizenry and other social
welfare service.

o Literacy Training Service


The program component designed to train the students to teach literacy and numeracy skills to school
children, out-of-school youth and other segments of society in need of their services.

o Reserve Officer's Training Corps


Refers to the program component, institutionalized under Section 38 and 39 of Republic Act No. 7077,
designed to provide military training to motivate, train organize and mobilize them for national defense
preparedness.
Who are covered by the NSTP Law?

o All incoming freshmen students, male and female starting school year (SY) 2002-2003, enrolled in any
baccalaureate and in at least two year technical-vocational or associate courses, are required to complete on
NSTP component of their choice as a graduation requirement.

o schools who have contracted CHED accredited or TESDA-recognized Non-Governmental Organization (NGO's)
to formulate and administer training modules for any of the NSTP components shall jointly exercise academic
and administrative supervision with those NGO's

o Private higher education and technical-vocational education institutions with at least 350 student cadets, may
offer the ROTC component and consequently establish/maintain a Department of Military Science and Tactics
(DMST), a subject to the existing rules and regulations of the Armed Forces of the Philippines (AFP)

o In the case of ROTC, the school authorities and Department of National Defense (DND), subject to the policies,
regulations and programs of DND on the military component of the training, shall exercise joint supervision over
its implementation.

Republic Act No.7077

Citizen Armed Forces of the Philippines Reservist Act which aims to organize,
train, develop and maintain a support unit to the Armed Forces of the
Philippines to help protect our country and citizens. Under section 38-39
is the ROTC, Enacted on July 27, 1991.

Republic Act No. 8491

The Flag and Heraldic Code of the Philippines requires due respect at all
times for the Philippines’ national flag, national anthem, and to other
national symbols and identities.

Republic Act No. 9165

Comprehensive Dangerous Drugs Act of 2002 mandates the government to


"pursue an intensive and unrelenting campaign against the trafficking and use

the Philippine disaster risk reduction and management system, providing for
the national disaster risk reduction and management plan, appropriating
