1 INTRODUCTION
This document is meant to form a design basis of Steam Blowing Procedure for 2X660 MW
Khargone Super Thermal Power Project.
2 OBJECTIVE
The purpose of steam blowing of high pressure steam pipe lines is to ensure that the steam pipe
lines to the equipment are free from foreign objects like slag from welds, rust, scales, loose
debris etc. before allowing steam into the turbine.
Steam blowing is carried out for the entire main steam, auxiliary steam and re-heater circuits
and steam inlet piping up to the equipment by subjecting the piping system to successive
heating, blowing steam (with higher steam, momentum) and cooling cycles in sufficient
numbers and duration.

CFR should be greater than 1.0 with brass plate (Three times successive), for main lines.

05 Cleaning force ratio should be 1.2 with Aluminum as target plate material (Two times
adjacent) for BFPT lines.
Steam cleanliness is determined by the number of indentation on the polished target plates
that are mounted in the temporary pipe after the terminal blowing point of the permanent
piping during steam blowing. The acceptance criteria for numbers and sizes of indentation
on target plate are given by turbine OEM.
Water separator pressure shall be maintained at approx. 50-56 kg/cm2 (Please refer data
sheet for stage wise water separator pressure). The martyr valve will be opened to release
steam to atmosphere. Total number of blows will vary as per the cleanliness requirement of
the installed piping and the target plate acceptance criterion of the turbine OEM.
Non critical line including the auxiliary steam lines as well as turbine gland seal steam lines
will be cleaned by continuous blow method. During cleaning of these lines target plate
assembly will not be installed. Completion of steam blowing will be judged based on visual
inspection of the exhaust steam quality.
Thermal cycles are provided to the piping system during steam blowing to assist in
dislodging the mill scales, weld slag and debris. This is to be achieved by providing cool
down intervals as per recommendation of boiler OEM. Overnight cooling is also adopted at
times. It is recommended to provide one overnight cooling to each stage having Target
Blow.
This procedure is a suggested method of steam blowing and does not attempt to address all
aspects of the blowing operation that will be required. The commissioning-in-charge has
the ultimate responsibility for the implementation at the Project Site after due approval of
KHARGONE Project officials at site.
Steam lines for which blowing is not carried out, such as downstream piping of
MSCV/RSV, upstream of CRH NRV, overload lines etc. shall be cleaned erected or
manually cleaned.

o) Target plate surface (blow face) is to be made in line with turbine OEM recommendations.
The condition of target plate shall be jointly inspected before insertion.
p) Provision should be made for hot tightening of flanges to arrest/prevent leaks during blowing
operations.
q) Spare gaskets for flanges are to be kept ready (metallic gaskets).
r) In addition to usual instruments required for boiler light up, provision may be made for
monitoring / recording pressure & temperature at outlet of boiler and before temporary pipe
exhaust (optional). Also quantity of water fed to boiler is to be monitored.
s) Effective communication and lighting system should be ensured at operating areas.
t) Strainer elements are removed before the steam blowing operation.
u) Following facilities should be checked before steam blowing operation for sustained
availability,

7 SAFETY ARRANGEMENTS
a) The area around the exhaust point should be cordoned off. Caution boards are to be
displayed at vulnerable points.
b) The area around the temporary exhaust pipe should be barricaded and no one should be
allowed inside the barricaded area when the blowing is in progress.

c) Prior to every blow, a warning should be sounded by means of a siren and announcement
should also be made from the public address system.
d) Personnel working near the blow area to be provided with ear muffs.
e) After completion of trials and few initial blowouts check all hangers, guides & supports for
healthiness.
f) Before changing the target plate, work permit to be taken.
g) Hot target plates shall be handled only using gloves to prevent injuries. Be careful not to
scratch the surface of the target plate during removal.
h) Flanged Safety valve will not be installed during steam blowing and corresponding stubs
shall be blanked if required. Welded safety valve can be installed.
i) Before opening the Temporary MOV for blowing, make sure that no construction personnel
are working on the pipeline and the personnel installing/replacing of the target plate have
moved to a safe location.
j) Required personnel and responsibilities:
- Commissioning in-charge has overall responsibility for ensuring that the commissioning
activities are performed in accordance with this procedure.
- Commissioning Manager is responsible for scheduling, controlling and coordinating the
commissioning activity with other disciplines. He is also responsible for ensuring the
implementation of the lockout and tagging procedure during the commissioning activities
on live systems, circuits, equipment and piping system.
- Commissioning Engineer is responsible for the preparation, coordination with other
disciplines and execution of the commissioning activity.
- Commissioning Supervisor is responsible for the supervision of the safe start-up,
operation and shutdown of the equipment/system and shall take instructions from the
Commissioning Engineer.
- Local Operators are responsible for the operation and monitoring of all equipment in
service.
- Safety Engineer shall be responsible for monitoring that all activities are carried out in a
safe manner and in accordance with the established procedure.

will be cleaned by continuous blow method. During cleaning of these lines target plate
assembly will not be installed. Completion of steam blowing will be judged based on visual
inspection of the exhaust steam quality. For blowing to be declared complete for a non-
critical line (Service blow), atleast 03 nos. continuous blows of 5-10 min is to be given or
till the exhaust steam is visibly clear, whichever is later.

11.1 Prevent the introduction of wet steam or de-superheater spray water into the SH or RH
assemblies. Poor distribution of the water particles into the superheater or reheater
assemblies causes excessive temperature differentials resulting in blowing or overstressing
damage in attachments or supports. Therefore, the steam entering any SH or RH section
must be superheated at all times.
11.2 The process of steam line blowing imposes abnormal and severe conditions upon the unit
and steam piping. Large, rapid temperature changes occur during each blowing cycle, which
is far more severe than is incurred in normal operation. Thermal stresses may be high in the
thick walled portions of the unit. It is prudent to consider this fact when performing this
procedure and to limit the number of blowing cycles to the minimum consistent with
cleaning the system.
11.3 The temperature of steam entering sections that are downstream of de-superheating points,
and subject to injection of water should be monitored ; a minimum of 14 °C (57 °F) above
the saturation temperature existing at that point should be maintained at all times.
Temperature monitoring and control will be as per normal operating procedure of Boiler and
will be controlled through DCS.
11.4 The operator must continuously monitor pressure in the temporary and permanent piping and
be ready to take action to prevent over pressure, since the temporary piping may be designed
for a lower pressure than the steam generator’s normal operating pressure. The maximum
pressure to be attained during blowing of each stage is indicated in table (see clause No. 15.
STEAM BLOWING DATA SHEET) Care must be taken to prevent over – pressurization
during the entire steam blow operation.
11.5 During cold start up, drains in piping system inclusive of temporary piping should be
carefully operated to prevent steam/water hammering phenomenon.

11.6 The initial blow of each phase should be done at reduced pressure in ordered to check the
temporary piping anchors and supports.
11.7 Steam blowing operation is the first occasion when the boiler unit is fired at a significant
rate. Therefore, special attention must be paid to the boiler start up and operation at all times.
The unit must be started at a slow rate so that all equipment is checked for initial expansion
movement.
