APEC ARCHITECT

OPERATIONS MANUAL

Question no. 1
What is APEC? Discuss what its purpose?
Ans. Asia Pacific Economic Cooperation is an international forum composed of twenty one
member economies with the objective to act collectively to promote economic and technical
cooperation within Asia – Pacific region.
The aim of the APEC Architect framework is to establish a mechanism to facilitate the
mobility of architects for the provision of architectural services throughout the APEC region
by reducing current barriers to the export of professional services. Its central function is to
maintain a Register of APEC Architects who have fulfilled common elements of the
education and training requirements for professional recognition in participating economies
and are currently registered/licensed as architects, and who have a proven record of
professional experience as registered practitioners. APEC is a cooperative association between
regional economies; it is not bound by treaty. Although participating economies are guided by
APEC objectives and the GATS principles that inform them, decisions taken by the Central
Council are reached by consensus, they do not place a mandatory obligation on any economy.

Question no. 2
What is the important role/duty of Central Council in APEC?
Ans. Central Council’s primary duty is to decide the standards and criteria required for
registration as an APEC Architect and to establish operational procedures for management of the
APEC Architect Register. These are reviewed periodically by the Council to ensure their
continued relevance to the practice of architecture within the APEC region and the effectiveness
of the systems employed to assess them. An important role for the Central Council is to promote
the APEC Architect Register throughout the region and to provide advice and support to
governments and regulatory authorities to help streamline recognition procedures for APEC
Architects. Central Council has ultimate responsibility for all matters relating to the APEC
Architect framework. The Council comprises at least one representative appointed by the
Monitoring Committee of each economy authorised to operate a section of the Register. Non-
authorised economies may also be invited to attend Council meetings as non-voting observers.

Question no. 3
Who is responsible for maintaining and updating the section of the register administers?
Ans. It was the monitoring committees, the policies of the central established in each
participating economy for this purpose and authorized by the central council to act on its behalf.
Monitoring Committees act with delegated authority from the Central Council to implement its
policies and carry out it duties. The primary duty of a Monitoring Committee is to operate a section
of the APEC Architect Register for the enrolment of APEC Architects registered/licensed in that
economy. It must confirm that candidates for APEC Architect registration have complied with
criteria adopted by the Central Council and assess the professional practice experience they have
obtained as registered/licensed architects. Each Monitoring Committee is also responsible for
ensuring the continued maintenance of required standards.

Question no. 4
What is the standard for being an APEC Architect?
An APEC Architect is a person who registered, licensed or otherwise professionally recognized
as an architect in a participating economy, and whose name is enrolled on a section of the APEC
Architect Register maintained by that economy. APEC Architects are bound by host economy
codes of professional conduct to protect public health, safety and welfare. The criteria adopted
by the Central Council for admission to the APEC Architect Register, and use of the description
‘APEC Architect’, are based on identification of a common sequence and elements in the
education, training and assessment of architects as qualified to provide professional architectural
services in the home economy.

Question no. 5
How the APEC help the Architect to qualify as an APEC committee?
Whilst the composition of Monitoring Committees is a matter for each economy to decide, the
size and balance of its membership will be dictated by the functions it must perform, particularly
with regard to evaluation of the qualifications and professional experience of candidates applying
for admission to the section of the APEC Architect Register it maintains. Monitoring
Committees should be recognised as competent by the authorities responsible for the
professional recognition of architects within the economy. Their members are also required to
speak authoritatively on the issues of concern to the Central Council and would normally
represent appropriate bodies such as the regulatory authority, professional associations and
educational institutions in the sponsoring economy.

Monitoring Committees, when authorised, carry out the following functions and manage the
section of the APEC Architect Register, with delegated authority of the Central Council, for
which they are responsible, in accordance with Central Council policy, guidelines and rules of
procedure.
ASEAN MUTUAL RECOGNITION ARRANGEMENT
ON ARCHITECTURAL SERVICES

Question no. 1
How to qualify to become an ASEAN Architect?
An Architect who has completed an accredited architectural degree recognised by the
professional architectural accreditation body whether in the Country of Origin or Host Country
or assessed and recognised as having the equivalent of such a degree. The education for
architects should be no less than
five (5) years duration delivered on a full time basis in an accredited program in an accredited/
validated university in the Country of Origin while allowing flexibility for equivalency.

An Architect who has complied with the Continuing Professional Development (CPD) policy of
the country of Origin at a satisfactory level; obtained certification from the Professional
Regulatory Authority (PRA) of the Country of Origin with no record of serious violation on
technical, professional or ethical standards, local and international, for the practice of
architecture; and complied with any other requirements agreed upon by the ASEAN Architect
Council (AAC) is eligible to apply to the ASEAN Architect Council (AAC) to be registered as
an ASEAN Architect (AA) under the ASEAN Architect Register (AAR).

Question no. 2
What is the role of Professional Regulatory Authority (PRA) in ASEAN?
Refers to the designated government body or its authorized agency in charge of regulating the
practice of architecture as listed in APPENDIX A. Any amendment to this list can be made
administratively by the ASEAN Member Country concerned and notified by the Secretary-
General of ASEAN to all ASEAN Member Countries. ASEAN Member Countries may have
different nomenclatures for this term.
To monitor and assess the professional practice of the Registered Foreign Architect (RFA) and to
ensure compliance with this Arrangement; report to relevant local and international bodies of the
developments in the implementation of this Arrangement, where required; exchange information
regarding laws, practices and prevailing developments in the practice of architecture within the
region with the view to harmonisation in accordance with regional and/or international standards.

Question no. 3
How the monitoring committee established in and by each participating ASEAN member
country?
The Monitoring Committee (MC) shall be recognized as competent by, and may exercise certain
functions on behalf of the authorities responsible for the registration and licensing of architects in
the country concerned. The Monitoring Committee (MC) shall be recognized as an authorised
body and shall be able to certify the qualifications and experiences of an individual architect
directly or by reference to other competent bodies. The Monitoring Committee (MC) of each
participating ASEAN Member Country seeking authorization to initiate a national Register for
the purpose of the ASEAN Architects Register (AAR) shall prepare a statement setting out the
criteria and procedures for assessing compliance with the qualifications set out under Article 3.1
for ASEAN Architect applicants. The statement shall be reviewed by the ASEAN Architect
Council (AAC) based on the guidelines on criteria and procedures and examples as set out in
Appendices B, C and D.

Question no. 4
What are the objectives of the ASEAN?
To facilitate mobility of Architects, to exchange information in order to promote adoption
of best practices on standards of architectural education, professional practice and qualifications;
to conform to the spirit of ASEAN co-operations based on fair distribution of resources and
benefits through collaborative researches; and to encourage, facilitate and establish mutual
recognition of Architects and set up standards and commitment of technological transfer among
ASEAN Member Countries.

Question no. 5
What are the policies conducted by the ASEAN Architect Council (ACC) and its function?
The ASEAN Architect Council (AAC) shall be established and shall have the authority to confer
and withdraw the title of ASEAN Architect (AA). This authority may be delegated in writing
from time to time by the ASEAN Architect Council (AAC) to the authorised Monitoring
Committee (MC) in each participating ASEAN Member Country. Members of the ASEAN
Architect Council (AAC) shall comprise one appointed representative from each Monitoring
Committee (MC) of the participating ASEAN Member Countries.

By promoting the acceptance of ASEAN Architects (AA) in each participating ASEAN Member
Country as possessing general technical and professional competence that is substantially
equivalent to that of professional architects registered or licensed in the Country of Origin;
seeking to gain a greater understanding of existing barriers to the practice of architecture and to
develop and promote strategies to help governments and licensing authorities reduce those
barriers and manage their processes in an effective and non-discriminatory manner; encouraging
the relevant governmentsand licensing authorities to adopt and Implement streamlined
procedures for granting rights to practice to ASEAN Architects (AA), through the mechanisms
available within ASEAN.
