SUBJECT: Winnebago County Justice Center

Dear Chairman Haney:

Last month, I modified the federal detention strategy in the Western Division of the
Northern District of Illinois that resulted in relocating federal prisoners from surrounding counties
to available bedspace at the Winnebago County Justice Center. The U.S. Marshals Service pays
the county $80/day/prisoner for detention services, with an anticipated daily federal population in
the range of 65 prisoners. Going forward this will generate annual revenue of $1.9 million.

I recently became aware of an independent review of correctional standards and programs


at the Justice Center, conducted by Savage Corrections Consulting in October 2019, as
recommended by the Department of Justice. I am informed a 22-page report followed that may
suggest “chronic staffing shortages…creating a dangerous environment for guards and inmates
alike.”

I have a responsibility to insure the prisoner population is being properly supervised and
minimum detention standards and programs are being met at all facilities where federal prisoners
are housed in the Northern District of Illinois. While I have not yet read the Savage report, its
contents as reported by the local media understandably concern me. Accordingly, I am respectfully
requesting on or before Friday, March 13, 2010:

1. A copy of the Savage report;


2. A written plan that discusses staffing deficiencies and if they exist a timeline
for increasing adequate correctional staffing at the Justice Center;

3. A time on the afternoon of March 13th to meet with you and the sheriff to
discuss the written plan.

The alternative will leave me with little choice but to relocate the federal prisoner
population back to surrounding counties. The result will also mean the loss of the associated
revenue for Winnebago County.

The partnership between the U.S. Marshals Service and Sheriff Caruana and his staff
remains strong. What appears to be his ongoing appeals for human capital resources cannot be
ignored where they place the federal prisoner population at increased risk. I trust we will agree
there are opportunities to timely meet minimum detention standards and programs using the
financial resources that originate from federal prisoner housing payments. I look forward to
hearing back from you soon.
