POSITION PAPER
Complainant, unto this Honorable Office, most respectfully submits this
paper in support of her complaint and avers the following:
THE PARTIES
1. Complainant is MARNELE M. LLOVIT-DETECIO, of legal age, married, a

resident of #13 Purok 4, Brgy. IV, Daet, Camarines Norte, and a member of the
Philippine National Police as Intel Admin and IOLTS PNCO, Provincial
Intelligence Branch, Camarines Norte Police Provincial Office stationed in Daet,
Camarines Norte;
2. Respondent is PSSG CARYL BARRUN DOLENDO, also of legal age, a

resident of Seabreeze Subd. Brgy. Cabid-an, Sorsogon City, and also a member
of the Philippine National Police currently assigned at PNP Maritime Group in
Pilar, Sorsogon;
FACTS
3. On December 14, 2007, complainant married Paul Vincent Ducta Detecio,

of legal age, and a resident of Seabreeze Subd. Brgy. Cabid-an, Sorsogon City, a
copy of their Certificate of Marriage and NSO Certification is herein attached as
EXHIBIT A and EXHIBIT B, respectively;

4. Complainant and Paul Vincent Ducta Detecio have a daughter named
Hope Vhyncent Llovit Detecio born on December 30, 2009, copy of her Certificate
of Live Birth is herein attached as EXHIBIT C;
5. Sometime in June 2009, complainant discovered that her husband Paul

Vincent Ducta Detecio was having an illicit affair with herein respondent
as in fact the two of them were cohabiting under one roof in Seabreeze Subd.
Brgy. Cabid-an, Sorsogon City;
6. Complainant, wanting to save her marriage, reached out to respondent to

inform her that Paul Vincent Ducta Detecio is married to her and that they
should discontinue their affair but respondent willingly continued to be the
paramour of complainant’s husband;
7. From their adulterous relationship, respondent gave birth to two children,

Vince Caryl Dolendo Detecio, born on December 12, 2009 and Pauline Carl
Dolendo Detecio, born July 5, 2011. Attached herewith as EXHIBIT D is the
Certificate of Live Birth of Vince Caryl Dolendo Detecio clearly indicating
complainant’s husband Paul Vincent Ducta Detecio as the father;
8. On July 11, 2013, complainant reported to the police the illicit affair of
her husband Paul Vincent Ducta Detecio with respondent and subsequently filed
a case for violation of Republic Act No. 9262 or the Anti-Violence Against Women
and their Children Act of 2004, attached herewith as EXHIBIT E and EXHIBIT
F respectively is the certification of police blotter and Complaint for violation of
R.A. 9262;
9. On December 6, 2013, complainant also filed a case for concubinage

against her husband and herein respondent before the Camarines Norte
Provincial Prosecution Office, copy of the Complaint is herein attached as
EXHIBIT G;
10. That contrary to respondent’s claims, up to this day, respondent and

complainant’s husband Paul Vincent Ducta Detecio continue to live together
under one roof as common-law spouses in blatant violation of our penal laws,
specifically Article 334 of the Revised Penal Code or concubinage. Attached
herewith as EXHIBIT H with sub-markings are photos of respondent with
complainant’s husband and their two children;

11. That respondent’s continued and willful act of being the concubine of
complainant’s husband is a crime involving moral turpitude and a clear
violation of NAPOLCOM Memorandum Circular No. 2016-002 and constitutes
Grave Misconduct and Conduct Unbecoming of a Police Officer, grave
offenses that warrant dismissal from the service;
12. More importantly, respondent’s illicit affair with complainant’s husband

ruined her marriage and eventually led to the break-up of her family.
Respondent’s illicit affair was the proximate cause why complainant’s husband
mistreated and abandoned complainant and their child, leaving them without
financial support. Respondent’s actions caused complainant tremendous pain,
suffering, anxiety and stress to her damage and prejudice;
13. That respondent’s claim that complainant herself is involved with another
man is unproven and unsubstantiated and thus warrants no consideration from
this Honorable Office;
14. In summary, respondent’s actions fall short of the high standards

expected of police officers who are supposed to set a good example of a law
abiding citizen. Respondent, by engaging in an illicit affair, has proven that she
is not worthy of the privilege of being a member of the Philippine National Police;
PRAYER
WHEREFORE, in view of the foregoing, complainant respectfully prays that
respondent be meted the penalty of DISMISSAL FROM THE SERVICE for being
guilty of gross immorality constituting Grave Misconduct and Conduct
Unbecoming of a Police Officer.
Other reliefs, just and equitable, are likewise prayed for.
