SUBJECT: PROVISION OF TISSUE CULTURE VACCINE AND ERIG TO


PATIENTS EXPOSED TO RABIES

The Implernenting Rules and Regulations of RA 9482 or the "Anti- Rabies Act of 2007"
mandates the Department of Health to provide initial doses of Tissue Culture Vaccines(TCVs)
or anti- rabies vaccine and Equine Rabies Immune Globulin (ERIG) animal bite victims seen by
the ABTCs. However, it has been observed that many of these patients are not able to complete
the entire PEP regimen once free anti rabies vaccines are not available in the ABTCs.

In line with the DOH- KP Road MAP, all government Animal Bite Treatment Centers (ABTCs)
are required to provide all ID doses for free, 2 ID doses on days 0,3, 7 and28 (when needed) of
the PEP regimen once they receive the latest TCV allocation. We have attached here the
September 2015 regional allocation of Purified Vero Cell (PVRV) and Chick Embryo Cell
Vaccine (PCEC) for your information and guidance. In case the vaccines delivered by RITM-
cold room is not the same with the allocation, please notify RITM and DPCB- IDO.

With regards to ERIG, the NRPCP will still provide only I vial of ERIG to category III
exposures on a limited scale.

San Lazaro Hospital and Research Institute for Tropical Medicine are also required to provide all
ID doses for free once the vaccines procured from the NRPCP sub-allotted funds. They are
likewise required to inform DPCD- IDO when these vaccines are available and submit quarterly
to DOH- NCR their accomplishment report following the prescribed NRPCP Accomplishment
and cohort report.

The DOH- Regional Health Offrces are requested to ensure that ALL ABTCs are provided with
the required vaccines base on their projected or actual needs and ensure that stock outs in the
ABTCs are prevented or minimized.

To ensure the judicious use of these vaccines, all ABTCS are required to use the ID regimen
only. PCEC should be allocated only to ABTCs seeing at least 3 patients a day.
