ORDER:-

Rule 16(3)(b) of Tamil Nadu Transparency in Tenders Rules, 2000 provides


for uploading the tender document and downloading the same at free of cost at the
designated website of the Government while following open tender procedures.
Moreover, Rule 17, 18, 21 and 22 of the said rules deal with the procedures like
uploading corrigendum in the website, keeping tenders received through electronic
mail electronically locked and opening of the e-submitted tenders.

2) In the Governor’s Address, 2013, paragraph 16, it was announced that


“This Government will launch an ambitious comprehensive Project Formulation,
Execution and Management System which will integrate and computerise the entire
process of projects and works implementation in the State, right from the stage of
preparation of estimates, tendering, award of tenders, execution of works including
measurements, up to the final payment of bills. Such a system will also include an
e-Procurement portal and the adoption of electronic tendering procedures in
Government. This is expected to significantly enhance the efficiency of the project
management processes in various departments and greatly speed up the
implementation of projects”.

3) In the Government Order first read above, orders were issued constituting
a committee comprising Principal Secretary to Government, Finance Department as
Chairman and Secretary to Government (Expenditure), Finance Department as
Convenor and 7 other Official members, to take further action on the above said
announcement.

4) The above said Committee holding several rounds of deliberations and


taking into account various inputs explored various options including the adoption of
software created by Computer Maintenance Corporation (CMC) for the Tamil Nadu
Road Sector Project. Moreover, the said Committee observed that the National
Informatics Centre (NIC) is endowed with robust portal which is a time tested and a
certified one on security and functional aspects and that National Informatics Centre
is handling the e-Procurement throughout the country with its 174 servers.
Accordingly, the Committee has recommended the following course of action:-

(i) The National Informatics Centre may be entrusted with the


job of launching an e-Procurement Portal and adoption of Electronic
Tendering Procedures with necessary customisation for the State in
consonance with Tamil Nadu Transparency in Tenders Act 1998 and
Tamil Nadu Transparency in Tenders Rules 2000, preparation
e-Bidding manual and imparting department-wise training, both for
Officials and Bidders at ELCOT / Anna Institute of Management. In
this regard, the National Informatics Centre’s existing demonstration
e-Procurement Portal (http://demoeproc.nic.in/nicgep/app) may be
utilised.

(ii) The proposed e-Procurement Portal to be built by National


Informatics Centre may be administered by Finance Department with
technical assistance from Information Technology Department;

(iii) An inter-departmental sub-committee, may be constituted


for the validation and recommendation of registration of vendors in the
common e-Procurement Portal so as to assign Unique Identification
Number;

(iv) With regard to Post-Tendering process, the Tamil Nadu


Road Sector Project (TNRSP) module may be adopted and the same
may be taken up with individual user department in due course;

(v) the recommendations in paragraphs (i) to (iii) above may be


carried out concurrently.

5) The Government, after careful consideration, has decided to accept the


recommendations of the above said Committee and issue the following orders:-

(a) The National Informatics Centre shall be entrusted with the job of
launching of the e-Procurement Portal and adoption of Electronic Tendering
Procedures with necessary customisation for the State in consonance with
Tamil Nadu Transparency in Tenders Act 1998 and Tamil Nadu Transparency in

Tenders Rules 2000. The National Informatics Centre shall also be entrusted with
the preparation of e-Bidding manual and imparting department-wise training, both for
Officials and Bidders at ELCOT / Anna Institute of Management. In this regard, the
National Informatics Centre’s existing demonstration e-Procurement Portal
(http://demoeproc.nic.in/nicgep/app) shall be utilised.

(b) The e-Procurement Portal to be built by National Informatics Centre shall


be administered by Finance Department with technical assistance from Information
Technology Department;

(c) An inter-departmental sub-committee, with the following composition shall


be constituted for the validation and recommendation of registration of vendors in the
common e-Procurement Portal so as to assign Unique Identification Number and to
carryout out the related work:-
