EXECUTIVE ORDER No. _____- Series of 2020


REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL

WHEREAS, Section 106 of the Local Government Code of 1991


provides that each local government unit shall have a comprehensive multi-
sectoral development councils and approved by its sanggunian;

WHEREAS, in order for this barangay to comply with this mandate,


there is a need for the reactivation and reorganization of the Barangay
Development Council (BDC) to assist the sangguniang barangay in seeing
the direction of the economic and social development as well as coordinating
development efforts within the barangay;

WHEREAS, in a related development, Republic Act 10121 provides


that Barangay Disaster Risk Reduction and Management Committee shall be
organized and recognized and as one of the regular committees of the
Barangay Development Council;

WHEREAS, this barangay government shows full support to these


laws,

NOW, THEREFORE, I, _______________________, Punong

power vested in me by law, do hereby order, the reorganization of the
Barangay Development Council:

Section 1. Composition and Membership

Section 2. Functions. The Council shall exercise the following


functions:

1. Mobilize people’s participation in local development efforts;


2. Prepare barangay development plans based on local
requirements;
3. Monitor and evaluate the implementation of national or local
programs and projects;
4. Perform such other function as maybe provided by law or
competent authority.

Section 3. Meetings- The Council shall meet at least once every six(6)
months, or as often as necessary.

Section 4. An Executive Committee and a Secretariat are hereby


created.

It shall be composed of -

Sangguniang Barangay Member - Member
(Chair on Appropriations)
CSO representative - Member

The executive committee shall -

 Ensure that decisions of the council are faithfully carried out and
implemented
 Act on matters requiring immediate attention or action by the council
 Formulate policies, plans, and program based on the general
principles laid down by the council
 Act on any matter that they may be authorized by the council

Secretariat. The barangay secretary shall head the Secretariat of


Council who shall -

 Provide technical support


 Documentation proceedings
 Prepare reports
 Provide other assistance as may be required

Section 5. There shall be created a Barangay Disaster Risk and


Reduction Management Committee which shall be responsible for setting the
direction, development, implementation and coordination of disaster risk
management programs and which shall perform the function with
impartiality given the emerging challenges brought by disaster of our times;

5.1 Composition and Membership

5.2 Functions

1. Approve, monitor and evaluate the implementation of the local


reduction management plans and annually review, test and develop the plan
consistent with other higher local government units, with other national and
local planning programs.

2. Ensure the integration of disaster risk reduction and climate


change
adaptation into local development plans, programs and budgets as a
strategy in sustainable development and poverty reduction

3. Recommend the implementation of forced or preemptive


evacuation
of local residents, if necessary, and

4. Convene the local council on a quarterly basis or as deem


necessary.

Barangay Operation Center - The barangay hall shall serve as the


BOC.

Section 6 Effectivity. This Order shall take effect immediately.
