Congratulations!
You are now in Module 2. This module will help you to know your community
better. It will help you design programs and projects relevant to your community. You
and I can make and improve society, so let’s start and take action.

Community action is an activity that will improve the knowledge, participation


and improve the communities based on the provided local services. Local services
are the programs given by the Local Government Unit (LGU) to help improve the
lives of the people in the community. Such programs may be in the form of
educational assistance, health services, agricultural assistance, well improved
railways and etc.

This module will help you to understand the value and importance of why and
how we undertake community action.

After going through this module, you are expected to:

FORMS OF COMMUNITY ACTION:


Community Engagement, Solidarity and Citizenship

Societies of the world have become much more complex and demand
accountability from academic institutions. Traditionally, the role of these institution
is to provide knowledge through teaching and research. But such function is now
considered as restrictive. Educational institutions are now challenged to respond
beyond its traditional role. Gill (2012), in her article “Institutionalizing Industry and
Community Engagement in Higher Education: Challenges and Recommendations
Across ASEAN and Asia,” wrote that the 2010 OECD (Organization of Economic
Co-operation and Development) General Conference underscored that “social
engagement has moved beyond institutional outreach to address the challenges of
the twenty-first century.” Universities and colleges now play a significant role in
social development and nation building. They have begun to give attention to social
responsibility.

There has been a recognition that educational institutions must engage


actively in community development and in contributing to civic growth and social
progress in solidarity with the least, the lost and the last. It is an inclusive process
that fosters participation of the marginalized and the disadvantaged sectors of the
society.

Community Engagement
The term engagement denotes interaction, sharing and relationships at
different levels. It can be defined as the partnership between two parties such as
academic institutions and local communities for mutual benefits and is
characterized by reciprocal relations. “Engagement is now a mind-set ensuring that
education can meet its multiple responsibilities… Creating a culture of learning,

directing research and teaching to sustainable development and strengthening


links with social partners are now inescapable obligations for educational
institutions.”

Community engagement has a four-part definition:


a. Active collaboration
b. Builds on the resources, skills and expertise and knowledge of the campus
and community
c. Improves the quality of life in the communities
d. In a manner that is consistent with the campus mission

Citizenship
The term citizenship denotes membership of a citizen in a political society.
The membership implies, a duty of allegiance on the part of the member and a
duty of protection on the part of the state. A citizen on the other hand, refers to a
member of a democratic community who enjoys full civil and political rights and is
accorded protection inside and outside the territory of the state.

Solidarity

Solidarity as a concept is still ambiguous although in the discussion, the


normative perspective shall be applied and use as a positively valued model of
relations between social entities.

Solidarity is an important value for any society, as well as for the entire global
community. This idea of community — essential in the Christian tradition — means
finding an area of unity amidst the diversity that characterizes human societies, and
the recognition of a set of common, universal values that characterize us as human
beings with dignity.
In order for this to become a reality, it’s necessary to establish a consensus
about fundamental values, work to extend the principles of peace, equity, and well-
being, and establish a basic principle of mutual recognition and reciprocity.

WHAT IS COMMUNITY ACTION?


Community action includes a broad range of activities and is sometimes
described as ‘social action' or ‘community engagement'. These activities can vary in
their objective, the role the community plays, the types of activities involved, their
scale and their integration within the council. What they have in common is that they
all involve greater engagement of local citizens in the planning, design and delivery
of local services.

PURPOSE OF COMMUNITY ACTION


Community action is about putting communities at the heart of their own local
services. Involving communities in the design and delivery of services can help to
achieve a number of objectives, which includes building community and social
capacity, community resilience, prevention, maintaining and creating wealth.

Building community and social capacity – helping the community to share


knowledge, skills and ideas.
Community resilience – helping the community to support itself.
Prevention – a focus on early access to services or support, engagement in design,
cross-sector collaboration and partnerships.
Maintaining and creating wealth – for example helping people into employment or
developing community enterprises.

The Role of the Youth in Community Action

The Role of the Youth in Community Action
Ways Youth can Change the World through Community Development
Youth as Community Organizers — When governments won’t engage youth,
community groups and non-profits can step in to engage youth as community
organizers. Through training and empowerment, they can develop unique, powerful
campaigns that engage many people, including children, youth, adults, families and
elders.
Youth and Government — Participating in regular and sustained government
positions, roles and activities can allow youth community developers to change the
world. Roles should be null voting and frequent, and focus on engaging diverse
young people.
Youth as Planners — Young people can participate as community planners in
community development work. Using education and training, they can learn the skills
and knowledge they need, and applying their knowledge they can guide their peers,
younger people and adults, too.
