WHEREAS Srila Prabhupāda founded ISKCON to consolidate efforts of spreading the mission of Lord

Caitanya Mahāprabhu, and have for that purpose established Seven Purposes of ISKCON with following fifth
purpose: “To erect for the members and for society at large a holy place of transcendental pastimes
dedicated to the personality of Kṛṣṇa.”

WHEREAS, Śrīla Prabhupāda envisioned Śrī Dhāma Māyāpur, the birth place of Lord Caitanya
Mahāprabhu and the holy places of importance for all gauḍīya-vaiṣṇavas, as World Headquarter of ISKCON;
“… one day this Kṛṣṇa consciousness movement will change the world from the most dangerous condition; that
is the wish of Lord Caitanya Mahāprabhu, and tomorrow we shall be celebrating the Lord’s Appeareance Day
by laying down the corner-stone for our World Headquarters here at Māyāpur.” Letter to Caturbhuja dasa, 26th April
1972

WHEREAS the Bureau in its meeting on 08th March 2016 created the Mayapur Executive Board as the
Top-Level Management Team by the following resolutions:

Resolution 22A:

It is resolved that pursuant to point number 2 of the Bureau resolution dated 8 March
2016, the Bureau hereby reconfirms the membership of the MEB, which is Jayapataka
Swami, Bhakti Charu Swami, Gopal Krishna Goswami, Bhakti Purusottam Swami, Anuttama
Das, Hridaya Chaitanya Das, Dayaram Das, Basu Ghosh Das, and the current GBC Chairman,
ex-officio.

Voting: In Favor – 12, Opposed – 0, Abstain – 0

Resolution 22B:

The top management structure of Mayapur for the time being, functioning under the
supervision of the Mayapur Executive Board (MEB) and as recommended by the MEB, is as
follows:

There shall be a Director or Co-Directors and there shall be a Mayapur Administrative


Council (MAC).

The Director or Co-Directors will be senior devotee(s) whose inspirational leadership is


generally respected in the community. The Director or Co-Directors will be the public face
of the Mayapur management and may make administrative decisions regarding ISKCON
Mayapur in an emergency situation when the MAC cannot be convened on a timely basis.

The Mayapur Administrative Council will be responsible for all managerial activities of
Mayapur and will be primarily responsible to see that the administrative policies set by the
Bureau and MEB are carried out. It will consist of a minimum of 7 and a maximum of 15
member appointed by the MEB. Some of the MAC members may be ex-officio members in
that their membership is due to their holding a particular position in the ISKCON Mayapur
administration. It shall have the power to delegate administrative authority to individuals
and groups as it thinks best. The MAC shall be chaired by individuals appointed by the MEB.

The Director or Co-Directors and the members of the Mayapur Administrative Council will
be appointed by the MEB. If it is designated that whoever is holding a particular position in
the Mayapur administration shall be an ex-officio member of the MAC then the MEB alone
shall appoint the individual to hold that position.
WHEREAS since 2016 there has been noticeable improvement in the decision-making on Mayapur as
well as implementation of decisions by the MAC and glaring example of which is grant of permission to hold
750 acres of land in Sri Mayapur by the Govt. of West Bengal to ISKCON’s Sridham Mayapur Development
Foundation which is crucial for the effective implementation of Srila Prabhupada;s desires for development of
Mayapur a an International Centre;

Whereas as Śrīla Prabhupāda always stressed on decentralization of management and in order to


continue the good work with acquision of land & implementation of Mayapur’s masterplan which is only
possible with stability & peace in Mayapur by effective implementation of Bureau’s Policy/Guidelines it is
resolved as follows:

RESOLVED THAT The Mayapur Administrative Council (or any other body/position/role/title created
from time to time by the MEB/Bureau and entrusted with the regular managerial responsibility for Mayapur)
shall always perform regular managerial activities without operational interference by either the GBC or/and
the Bureau;

ALSO RESOLVED THAT for effective and efficient performance of regular managerial activities all
officers of ISKCON in Mayapur are appointed from amongst residents of Śrī Māyāpur, who are well
experienced, proficient /acquainted with local manners and etiquette of dealing as well as faithful / loyal to Śrīla
Prabhupāda. This is required in order to avoid the perils of remote-controlled management of Mayapur from
elsewhere which has caused tremendous problems in the past;

FURTHER RESOLVED THAT that the policy of engagement/hiring and terminating of such
managerial officers be strictly in pursuant to the following standards:

1. No Person on Student Visa/Tourist Visa/Business Visa be ever appointed to the position of MAC or any
position equivalent to that of MAC;
2. MAC members are strictly selected amongst Mayapur residents and a person should stay for 10 months
in a year in Mayapur to be qualified as Mayapur resident;
3. The Bureau or MEB shall have power to remove or terminate the services of a MAC member only after
giving a show-cause notice to him in writing along with sufficient opportunity of being heard by MEB.
Every decision of MEB concerning terminating a MAC member shall be in writing detailing the reasons
for such termination. The Bureau shall be the appalate authority in this matter. While counting the votes
on such appeal, the votes of those who happen to be on MEB shall be ignored. Further such members
shall be dissuaded form undue influencing the remaining members of Bureau;
4. MAC shall be solely responsible for Recruitment, Probation, Engagement, Assignment, Termination of
services of all persons/volunteers/employees in Mayapur;
5. MEB can engage consultants for any field of activity only with the unanimous acceptance of all MAC
members;
6. Any engagement of members of GBC society regd. in Mayapur shall be strictly with prior unanimous
approval of members of MAC.

Permission to hold 750 acres of land is the beginning of a beginning and therefore the Bureau gives its blessing
to Mayapur Management to develop Sri Mayapur on par with international standards of cleanliness, sanitation
& effectiveness in communication.
