II. Rationale

The world is currently facing a pandemic and for this reason, to get the crisis under
control, health officials are recommending that everyone stay home. Establishments are being
closed down, and the schools would not be opening anytime soon and with the whole province of
Rizal placed under the Enhanced Community Quarantine means that many children who don’t
have the opportunity to take remote classes are being homeschooled by their parents. And with
the long hours the pupils are spending into quarantine, the increasing number of pupils
particularly in the primary grades who are having difficulty in reading comprehension skills
might increase more if the children would not be guided and supported with learning activities at
home.
The ECARP (Every Child A Reader Program) of the DepEd reiterates the focus on
reading and vocabulary instruction in primary grades, it is characterized by increased attention to
pupil’s achievement. There has been widespread acknowledgement that literacy development
continues beyond the four walls of the school, resulting in more attention to pupil’s reading
comprehension and the literacy demands in the content areas. This program, spearheaded by the
proponent, with the cooperation of the whole school community, aims to prepare our learners to
be more focused and interested in reading. This program is not only giving the pupils to improve
their learning through reading readiness, it will also give them opportunity to explore various
interests in genuine love for reading.
