PROVINCIAL HEALTH OFFICE CONVOCATION

( November 7, 2016 at Provincial Coliseum)

ACCOMPLISHMENT REPORT

This is the physical presentation (click ) of the Provincial Health Office (PHO),
Davao del Sur Provincial Hospital (DSPH), Gregorio Matas District Hospital (GMDH),
together with our partner agency, the Department of Health (DOH). ( click )

shall endeavor to make health services available to all people at affordable cost.

I will first present to you the profile of Gregorio Matas District Hospital located at
Kiblawan, Davao del Sur ( click )

This is the entrance to their hospital, the laundry area, the dietary services area,
their motor pool and powerhouse area, the inter-local health zone office, their
supply office, and lastly, their morgue. ( click )

GMDH is an infirmary hospital, which is PhilHealth Accredited, currently operating


on an 18-bed capacity, and as of October 2016, has an occupancy rate of 114%.
As to the number of personnel, they currently have 26 permanent employees and 14
job order employees.
The total income from January to October 2016 is at P5,203,714.60. PhilHealth
reimbursements amounted to P4,431,562.60
The total budget for 2016 is at P15,960,729.00 of which, P3,390,800.00 is for
Maintenance and Other Operating Expenses (MOOE) and P310,000.00 for the
Capital Outlay (CO).

As for their services offered, they cater to patients for Medicine, Pediatrics, OB-
Gynecology and Minor Surgery. They also have a Family Planning Unit ( click ),
laboratory, dental, pharmacy and x-ray. ( click )
This is their emergency room, delivery room, Animal Bite Unit and TB DOTS.

For the upgrading and renovation of the hospital funded by the Health Facilities
Enhancement Program (HFEP), from 2010 to 2014 for the following construction,
was at a total of P27,000,000.00 ( click ) ( click )

At present, the renovation of wards 1,2, 3, 4 and 5 is ongoing. ( click )

For the Davao del Sur Provincial Hospital (DSPH): ( click )

This is our new building showing you the entrance to our Emergency Room. ( click )

We offer the following services for the people of Davao del Sur and other areas as
well.
For the in-patient services, we cater to patients for the following: OB-Gynecology,
Surgery, Medicine, Anesthesia, Pediatrics and Orthopedics.
For the out-patient services, still we cater to patients for the following
departments… We also offer dental services. We currently have an Animal Bite
Treatment Center and a Smoking Cessation Clinic.
For the diagnostic services, we have an ultrasound machine, x-ray services with an
analog mobile x-ray. We also offer laboratory services.
Soon, we will be able to operate on our 16-slice CT-scan, a fully-digital endoscopy
system, laparoscopic machine and an analog mammogram machine. ( click )

Now, I present to you, our 2016 Income Report.


From January to September 2016, we have a total of P48,379,127.00 , of which,
P39,184.362.00 are from PhilHealth payments of case rates and P6,827.047.00
payment were from non-PhilHealth members. ( click )

For the Point of Care (POC), as reflected in this slide, we can see that there were no
enrollees for the months of January and February because the project design was
not approved yet, but we still have claims from PhilHealth that was paid to us for the
months of November and December of 2015.
By June 2016, the Point Of Care was cut-off and starting July, there was already a
budget deficit, as we can clearly see that there were no enrollees for the months of
August and September. A request for supplemental budget was made last August
for the amount of P934,000.00 Last September, PhilHealth informed us that there
were still 6 remaining slots to be catered hence, it was all used up for the month of
October. Transmitted claims still cannot be determined since no payment was made
yet. ( click )

As of September 2016, we have a total of 6,498 admissions with an average of 17-18


admissions per day. However, referrals from both admitted and ER patients totaled
to 1,697. ( click )

It can be clearly seen in this pie chart that majority of our admitted patients are
from Digos City ( accounting for 40% ), followed by the municipalities of Hagonoy
( at 10% ) and Sta. Cruz ( at 9% ). ( click )
As for the top 10 leading causes of mortality, we have pneumonia, prematurity and
respiratory failure in the top 3.
While pregnancy uterine full term, acute gastroenteritis and pneumonia comprises
the top 3 leading causes of morbidity. ( click )

We have an actual bed capacity of 163 as of October 2016, divided into the 4 major
departments including the Neonatal Intensive Care Unit (NICU). ( click )

At the Out-Patient Department, a total of 28,729 patients were catered from January
to September of this year for the following areas with the bulk of patients for
Medicine, followed by Pediatrics, Surgery and OB-Gynecology, respectively. ( click )

The total number of patients catered at the Emergency Room (ER) including
admissions and OPD, medico-legal and minor cases are being reflected in this slide.

A total of 13,971 patients were catered for availing our laboratory services. ( click )

This is our ( click ) Medicine Ward, ( click ) Annex II Surgery Ward, ( click ), OB-
Gynecology ( click ) and Pediatrics Ward. ( click )

( click ). The Emergency Room, ( click ) Operating Room ( click ) and Delivery
Room. ( click )

( click ). The Laboratory, ( click ) Pharmacy ( click ) and Radiology Department


comprises our Ancillary Services. ( click )

For the Medical Outreach Program, ( click ) last September, we were able to cater
3,229 patients availing of the following services in these barangays ( click ) while
we catered to 3,391 patients for the month of October for these barangays. ( click )

We also have the upgrading of the following facilities funded by the Health Facilities
Enhancement Program (HFEP). ( click ) our Morgue, ( click ) the Sewage
Treatment Plant, ( click ) Water System, ( click ) and the Hospital Waste
Treatment Facility. ( click )

Ongoing projects ( click ) are for the renovation of our old building ( click ) and
completion of the second floor administrative building. ( click )

We are also proud to introduce to you all, our new facilities, like:
The 16-slice CT Scan machine ( click )
The Laparoscopic machine ( click )
Our fully-digital Endoscopy System ( click )
As well as our Analog Mammogram machine ( click )
That was for the curative aspect of Health Care.
Now, for the preventive aspect of Health Care delivery. ( click ) We have a total of
30 Public Health Programs including:
Family Health Programs (7)
Non-Communicable Disease Programs (6)
Communicable Diseases Programs (8)
Environmental and Occupational Health Programs (4) and
Other Public Health Programs (5)
For the Family Health Programs, it is being subdivided into the 1) Maternal Health
Programs consisting of Family Planning, Reproductive and Adolescent Health. The
Expanded Program of Immunization (EPI) and Integrated Management of Childhood
Diseases comprises the 2) Child Health Programs.
While Dental Health and the Nutrition Program constitutes the 3) Mother-Child
Health Programs. ( click )

These 6, are under the Non-Communicable Diseases Programs like the Tobacco-
Control, Blindness Prevention and Cardiovascular Diseases Prevention to highlight a
few. ( click ) ( click )

While TB, Rabies, Dengue Control and these other programs including the Sexually-
Transmitted Infection are part of the 8 Communicable Disease Programs. ( click )

Environmental Sanitation and Health Care Waste Management are 2 of the 4


Environmental and Occupational Health Programs. ( click )
And the following are our other Public Health Programs where Voluntary Blood
Donation is included. ( click )

In 2015, the leading causes of morbidity are Acute Respiratory Infection, Bronchitis
and Pneumonia. While Heart Disease, Pneumonia and Kidney Diseases are the top 3
causes of Mortality. ( click )

The Department of Health Davao Region is our partner agency in the provision of
funds for:
Training
Health Infrastructure – like the upgrading of hospitals, barangay health centers and
RHUs and birthing facilities
The conduct of Health Events – as the Universal Health Care High Impact 5 (HI 5)
which includes: HIV/AIDS, service delivery network, maternal, infant and child care.
The buntis congress, Cancer and Prostate Cancer awareness just to name a few.
Manpower – the provided us with Human Resource for Health (HRH) which
includes the Nurses, MedTech and Dentist Deployment Program, and Rural Health
Midwives Placement Program.
And Seminars
For the Logistics, they have provided us with the following:
Vaccines – for Mother (tetanus toxoid) and Child immunizations (BCG, Hep B and
those included in the EPI) and Rabies vaccine for all the hospitals and RHUs.
Drugs – for TB, Leprosy, Folic Acid and Iron supplementation to name a few
And Medical supplies and equipments – like the Ultrasound and Laparoscopic
machines. ( click )

We have P3,000,000.00 budget allocation for 2016 which are being appropriated for
the following: training, representation, medical/dental supplies, drugs and
medicines, office supplies and travelling expenses. ( click )

Health Events and Health Promotion activities ( click ) ( click ) - Lung Month
Commemoration, Kilatis Kutis, Rabies Awareness Day, National Kidney Month
( click ) Dental community outreach, School-based immunization, National
Deworming activity, Food Handlers class ( click ), Malaria Mass Blood survey,
distribution of Malaria Olysset net, Ligtas Buntis congress, firt 1000 days for the
Nutrition month and the upcoming World AIDS day this December 1. ( click )

Other Public Health Programs services includes the following: Voluntary HIV
counseling and testing, Mental Health Servises ( click ) and Disease Surveillance
( click ) ( click )

This is the Dental Health Bus ( click ) donated by the DOH which we are using
during our Medical Outreach Program activities. ( click )

And lastly, the Department of Health Red Orchid Award is the search for 100%
Tobacco-free provinces, municipalities, cities, government offices, government
hospitals and DOH Center for Health Development. This recognizes LGUs efforts to
achieve Kalusugan Pangkalahatan.

It is my pride to inform the public that for the past 2 consecutive years, we have
been an awardee for this Red Orchid. One more year, and we will be included in the
Hall of Fame. ( click )
