II. DISCUSSION
• Requisites for the Creation of New Cities, Provinces, Municipalities and Barangays
A. Province - are the primary political and administrative divisions of the Philippines. There are 81
provinces at present, further subdivided into component cities and municipalities. The National
Capital Region, as well as independent cities, are independent of any provincial government.
Each province is governed by an elected legislature called the Sangguniang
Panlalawigan and by an elected governor.
Average annual income: not less than 20 million certified by Department of Finance
Population: a population of not less than 250,000 inhabitants as certified by NCSO
Territory: at least 2, 000 square kilometers
▪ The territory need not to be contiguous if it is composed of two or more islands or is separated
by a character or cities which don’t contribute to the income of the province
Average Annual Income: 2.5 million for at least 2 consecutive years as certified by the provincial
treasurer
Population: at least 250, 0000
Territory: at least 50 square kilometers as certified by the Land Management bureau
C. CITY - a large and permanent human settlement, many cities have a particular administrative,
legal, or historical status based on local law.
Average Annual Income: 20 million pesos for at least 2 years certified by department of Finance
Population: 150, 000 as certified by NSCO
Territory: 100 square kilometers
• Highly Urbanized City
Average Annual Income: at least 50 million pesos
