Meeting Minutes

Monday, July 13th, 2020 7:00PM Virtual Meeting

Attendance: Amol Goyal, Marah Williams, Julian Nazareth, Eli Tsarovsky, Cole Roecker, Tyler
McCarthy, Max Prestigiacomo

The attendants had a broad discussion on public safety needs of the community in advance of a
meeting with the State Street Community Officer on behalf of MPD, Officer Kraig Kulka. During
this time, Eli shared his experience with the interactions he and other protestors had had with
the police department in Los Angeles as well as Madison. Shared uncertainty over the cause of
violence and the impact it had on policing outcomes.

Amol shared his observations, interpretations and understanding of protesting activity in


Madison.

The District 8 Alder, Max Prestigiacomo, shared he saw a great deal of police violence, tear
gas, and discrimination in the experience of student protesting. He described the crowd dynamic
and his understanding of hate crimes being committed at that time. He shared that the majority
of protests were peaceful.

Max shared a bit about the standing Public Safety Review Committee, the Body Camera Task
Force, and the Civilian Oversight Board that is under consideration. The Committee on issues of
Black people was also discussed.

Amol encouraged broad participation from attendees to observe and speak at those meetings.

The attendees brainstormed about questions to ask of Officer Kraig Kulka, focused on modes of
de-escalation, making sure officers who have had prior incidents of violence be treated fairly
and appropriately in their roles as public safety officers, and police accountability.

It was generally felt that the Black Lives Matter movement, at the moment, was more about
crime mitigation and reforming police rather than getting rid of it entirely.
Amol reviewed the context, process and decision-making behind the hiring of the UWPD
Downtown area Community Liaison. Shared about community policing.

Tyler McCarthy shared about his experience on the review board for his fraternity. He described
communication as very important. He shared about how IFC is run and controlled by the large
fraternities. Meeting was adjourned: 8:00p.
