The FXD control is programmed and interrogated from the front
panel or through the RS-232 serial data port also located on the
side of FXD control. FXD has big size LCD display and LED
indicators, which shows faults, alarm, measurements information
and settings.
The FXD Control offers the user to apply it in a variety of applica-
tions, to program its operation over a wide range of parameters,
and to customize its operating logic.

2.1. Functional Diagram
A function block diagram of FXD Control is shown as Figure 1. In
general, there are several main modules, including Micro-Proces-
sor CPU, Switchgear Reaction Interface, Power Supply,
Battery Management, I/O, Communications and User Interface.
About some key protective sensing, FXD treats them in reliable
ways. Current sensing is provided by three current transformers
located in upper apparatus and interfaced to FXD control via the
control cable. This cable also supplies Trip/Open, Close signal and
feedbacks Apparatus status. Voltages Sensing are connected to
the analog inputs module which located on Mainboard.

High Current Trip Settings (HCT)


The High Current Trip settings define high current trip, a time
delay and an enable setting to modify the shape of the original
TCC in time-current space. If HCT is enabled, the shape of the
TCC at currents beyond the HCT setting is definite time as defined
by the HCT time delay. TCC2 Setting is the same as TCC1.

Only when Min Trip has been enabled, protection function would
be effective. The screen at the left shows the process.

High Current Lockout (HCL) Setting


High Current Lockout defines which operates will lockout the

The high current lockout feature can be used to shorten the

substation transformers and connected equipment. The high
current lockout feature is available for Phase, Ground and negative
sequence elements. When activated, this feature can be set to

Note: If HCL operates, subsequent reclosing occurs in that
sequence.

4.2.2 Ground OverCurrent Element


The number of Ground OC elements varies depending on whether
the Ground overcurrent directional is configured or not, if direction-
al is enabled, then there are two independent OC elements per
phase. If overcurrent protection is non-directional then there is one
independent OC elements.
The Ground Overcurrent element is driven by the residual current,
this is the real-time vector sum of the three phase currents.
Multiple time curves and time dials are also available for the
ground time overcurrent element to closely coordinate with other
protection elements on the distribution system. The way to start
timing on the programmed time-current curve is the same as the
one introduced before in the Phase Parameters part.

4.2.3 Negative OverCurrent Elements


The number of negative OC elements varies depending on
whether the negative overcurrent directional is configured or not,
if directional is enabled, then there are two independent OC
elements per phase. If overcurrent protection is non-directional
then there is one independent OC elements.
The negative Overcurrent element is driven by the negative
sequence current. And the negative sequence element measures
the amount of unbalance current in the system. The negative

Sequence Coordination

restored to normal by TRIP with Down-line , the number of the trip
operations of Back-up is increased one step.
Back-up performs trip operation instead of activating Sequence
Coordination feature at the last sequence of the full sequence. If
Auto Reclose switch is set to one TRIP, Sequence Coordination
function cannot be operated.

4.4. Low Set Elements


Low Set Overcurrent Protection is for programming and enabling
settings associated with the low-set definite-time overcurrent. A
separate pickup and time delay threshold is provided for phase,
ground and negative sequence. The Low Set element operates in
parallel with the selected TCC.
Note: Low Set menu not shown in HMI. The user needs to
view/modify low set parameters through InsightView
software tool.

Configuring Low Set Overcurrent Protection


To configure low set overcurrent protection, perform the following
steps:
• Select Settings > Low Set to display the Low Set dialog.
• Select the enable low set checkboxes to enable low set over
current protection for the phase, ground and negative sequence.
• In the Amps fields, enter the pickup current.
• In the Seconds fields, enter the time delay.
• Click OK to save your changes or click Cancel to close the dialog
without saving. Then download it to FXD Control.

CLPU Phase Minimum Response Time Adder (MRTA)


The CLPU Minimum Response Time Adder (CLPUMRTA) setting

space. If Cold Load Pickup HCT is enabled, the shape of the TCC
at currents beyond the HCT setting is a definite time as defined by
the CLPU HCT time delay.

CLPU Phase High Current Lockout (Ground/Negative)


The high current lockout feature allows the user to select any of
the reclosing sequence trips to cause an immediate lockout if the
fault current exceeds a specified value. This does not change the
trip time, which follows the selected TCC. High Current Lockout is
not set for the fourth trip in the sequence since it will lockout
anyway.
Note: if HCL operates, one time reclosing occurs in that sequence.

Sync check parameters must be set.
The sync check system is a permissive system used to qualify any
close signal to the mechanism, when the system is enabled via
the sync check settings. The sync check has the ability to close for
any combination of dead/live bus/line condition and to perform
anticipatory closing for a live bus/live line condition by calculating
the slip and leading the close based on the mechanism closing
delay.
The system slip is measured by comparing the sync PT (Vs) (line)
to the selected phase of the three BUS PTs. The slip is then
converted to an angular velocity, measured in degrees/second.

Close Conditions
In addition to the anticipatory close calculation, the sync check
system performs verification on the line and bus voltage magni-
tudes to determine that they are within predetermined ranges, and
that the angular difference between the two systems is also
within a predetermined range.
For a hot line/Hot bus close, where there is no slip between the
systems, the sync check system allows for permissive closing
after the two systems are within voltage limits, and the angular
difference between the systems has been within the allowable
limits for a settable time.
Close conditions settings define the voltage conditions allowable
on the source (bus) and load (line) side of the recloser for a close
to occur.
For example, by enabling DEAD LINE/HOT BUS CLOSING, the
recloser allows a close when the source side of the mechanism is
live and the load side is dead. If HOT LINE/HOT BUS is enabled

5. Sequence of Events Menu


The SEQUENCE OF EVENTS in main menu record events in order, a complete event record contains the accuracy time, three phase
voltage/current value and zero sequence current value when this event occurred. The Maximum No. of event record in FXD is flexible
and 100 items at least, if the number of recorded events more than the maximum number, the original size event should remove and
the latest event should recorded as the first event. All probable recorded events as below table.

The FXD Control has three ports for communication. They are in 6.1. DNP Protocol

DNP RBE Master

Determines the amount of time that can elapse between a
“select” and “execute” command for Single Command Opera-
tions in systems that employ a select-before-execute mode, in
milliseconds.

Network Configuration – Ethernet
IP Address: set the internet protocol address to be assigned to
the Ethernet interface, entered in dotted decimal format.
Subnet Mask: set the number of bits to be used for network of
the IP address, entered in dotted decimal format.
Gateway: defines an IP host to which traffic destined for hosts
outside the control’s own subnet/network will be addressed for
routing.

IEC104 Basic Configuration


IEC104 Server Listen Port: the IP port number that will be
monitored for connections.
IEC104 Common Address: identifies the station address, where
the station is comprised of all of a device’s links.
IEC104 Select Before Exec Time: determines the amount of time
that can lapse between a “select” and “execute” command for
single Command Operations in systems that employ a select-be-
fore execute, in millseconds.
IEC104 Response Timeout: sets a timeout value for transmission
of data or test messages.
IEC104 Ack/No Data: sets a timeout for sending an ACK APDU if
no data ACKs are receiced.
IEC104 Idle Test: sets the amounts of time allowed to lapse
before a test APDU is generated.
IEC104 Max Transmit: sets the maximum number of unacknowl-
edged data frames that are allowed to be in transit.
IEC104 Max Receive: sets the maximum of data frames to wait
before acknowledging if no data ACKS are received (should
normally not exceed 2k/3).

Installation of a FXD control with a local supply voltage transformer


must include the following:
• Protection of the bushings and the supplying transformer with
lightning arresters
• Grounding of the head and tank
• Grounding of the transformer tank
• Grounding of the control enclosure
• Grounding of the SCADA equipment
• All the grounding must be connected together

Battery
The control is equipped with an 8 Ah 24VDC lead acid battery for
backup control operation when primary AC power supply is absent.
This battery can support up to 72 hours on standby mode. If the
primary power supply is absent, the control will be shut down
when the voltage of the battery is under 21.5V. When control runs
under battery, the battery indicator on HMI is illuminated. Battery
can also be used for short-time commissioning or testing when
primary power supply is unavailable.
