This charge is amended to include additional information and incidents of discrimination that occurred
after the charge was filed.
I. I began my employment with this agency on March 17, 2014, as an Investigator (Peace Officer
Position), in the Medicaid Fraud Division.
II. In March of 2018, I filed a complaint about an unwelcome gesture (sexual) made by one of my
supervisors. No action was taken and I was forced to work closely with him on a frequent basis.
III. When I complained that no action was taken against my supervisor, I informed the Director of HR that
I was going to file a formal complaint alleging the agency failed to take appropriate action.
IV. In April of 2018, I applied for and was promoted to the position of Sergeant in the Special
Investigations Unit of the Criminal Investigations Division (CID). I was the only Sergeant female in this

Unit. I was informed of the expectation of frequent travel and I agreed to the terms. I began my new
position on May 14, 2018 in Austin, TX, but due to a personal reason, I requested a transfer back to
Houston but my request was denied.
V. In June of 2018, Director Maxwell then made the decision to transfer me to Houston. My immediate
supervisor was Lieutenant Missy Wolfe (White/female). The CID Attorneys were difficult to work with.
Other investigators can attest to this.
VI. I worked with Attorney Ekua Assibill (Black/female) in a case where she told me to lie. When I refused
to comply with her demand, she subjected me to harassment. In November of 2019, I requested a
transfer due to the ongoing hostility I received from Attorney Assibill. My request was denied. Major
Robert Sunnley stated I could apply for a position, but it was not guaranteed. A White, male was allowed
to transfer without issue. Marty Baker was granted a transfer (without applying for a position) after he
experienced difficulty working with an attorney.
VII. My commission was removed because of low productivity. Director Maxwell informed me that I did
not travel enough. This was a false allegation. My overtime hours and travel expenses will show that I
traveled just as much as my peers.
VIII. On February 3, 2020, I filed the charge of discrimination. During the Intake interview, Major
Anderson called me. Director Maxwell wanted my decision. From that point forward, I was subjected to
intimidation. When I refused to resign from my position, Director Maxwell, an experienced investigator,
initially offered a non-commissioned position (Administrative Assistant) to me. When I accepted the
position, he then stated it was not available. He then informed me that I could use my overtime hours to
keep me on the payroll until the end of March. I declined to resign so I was discharged from my
employment with the effective date of February 3, 2020.
IX. I believe I was discriminated against based on my gender (female), national origin (Hispanic) and
retaliated against, in violation of Title VII of the Civil Rights Act of 1964, as amended.
